COMPETITIVE SELECTION COMMITTEE.
WHEREAS, the City of Miami has scheduled the commencement of
several Public Works projects in the years 1999, 2000, and 2001
that will require professional surveying and mapping services;
and
WHEREAS, pursuant to Sec. 18-81 of the Code of the City of
Miami, Florida, as amended ("City Code"), the projects qualify as
Category B projects and the City Manager recommends they be so
designated by the City Commission; and
WHEREAS, the Department of Public Works does not. have
sufficient professional surveyors and cartographers to accomplish
all of the necessary project work and must issue a Request for

Qualifications (RFQ) seeking said professionals ; and
WHEREAS, the surveying and mapping services will be' paid
from expenses allocated to the projects; and
WHEREAS, pursuant to Sec. 18-81 of the City Code, the City
Commission shall appoint a Certification Committee consisting of
not less than three members, all of whom shall be professionals
in the field of endeavor or practice involved, to assess the
qualifications of the RFQ respondents;
WHEREAS, Section 18-81 of the City Code also requires that
the City Manager appoint a Competitive Selection Committee to
evaluate the qualifications of those persons proffered by the
Certification Committee, which committee shall be comprised of no
less than six members as follows:
1. one representative of the administrative department
charged with overall project responsibility;
2. one representative from a maximum of three departments
identified as principal users of the project;
3. Director of the Planning, Building Zoning Department or
designee;
4. Director of Finance or designee;
S. City Manager or designee;
6. one or more professionals in the applicable field of
practice.
WHEREAS, the Competitive Selection Committee shall recommend
qualified professionals, in rank order, to the City Manager for
evaluation and presentation to the City Commission for its
consideration; and
WHEREAS, the City Manager recommends that a representative
from the Department of Public Works be appointed Chairperson of
the Competitive Selection Committee;
NOW, THEREFORE, BE IT RESOLVED By THE COMMISSION OF THE CITY

OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The Miami City Commission herebydesignates
grates
certain projects to be undertaken by the Department of Public
Works in 1999, 2000, and 2001, and which require professional
surveying and mapping services, as Category B projects.
Section 3. The Miami City Commission hereby appoints the
following members to the Certification Committee:

the end of ten calendar days from the date it was passed and adopted. If
the Mayor vetoes this Resolution, it shall become effective immediately

On February 23, 1999 the City Commission passed Resolutions Nos. 99-144, 99-145, and 99-146
(copies attached), creating selection committees to assess qualifications for professional surveying
and mapping services; professional architectural and architectural landscaping services; and
professional engineering services.
Our office has been in contact with John Jackson and Frank McMahon, of your department, who
have informed us that the names of the individuals for said selection committees (six members
each) have not been identified to date. We request that said names be forwarded to our office as
soon as possible in order to complete our records. Our office has been requested by members of
the Administration to provide copies of said resolutions and we are holding said requests pending
submittal of the aforementioned requested names by your department.

It is respectfully requested that the City Commission adopt the attached Resolution
designating the Surveying and Mapping Services for the City of Miami Project - 1999,
2000 and 2001 as a Category "B" Project; appointing a certification committee of not less
than three (3) qualified professionals; approving the City Manager's appointment of a
Competitive Selection Committee of not less than six (6) members and appointing a
representative of the Public Works Department as Chairperson of the Competitive
Selection Committee.
BACKGROUND:
The Department of Public Works has determined that it is now in order to select
surveying and mapping firms to perform professional services for the City for the 1999,
2000 and 2001 calendar years.
Numerous projects and improvements are anticipated throughout the City in 1999, 2000
and 2001. The Public Works Department is insufficiently staffed to accomplish the
surveying and mapping work necessary to accommodate these projects.
Request for Qualifications will be solicited from firms in the Surveying and Mapping field.
It is now appropriate, therefore, to prepare for the selection of surveying and mapping
firms to render the necessary professional and technical services. To accomplish City
projects, it is necessary to engage qualified professional surveying and mapping firms to
provide services to the City for a basic three (3) year contract term, all in accordance
with Section 18-81 of the Miami City Code.
In accordance with Ordinance No. 9572, adopted February 10, 1983, the proposed
resolution will designate Surveying and Mapping Services for City of Miami Project -
1999, 2000 and 2001 as a Category "B" Project, appoint three (3) qualified professionals
to the Certification Committee, approve the City Manager's appointment of a Competitive
Selection Committee of not less than six (6) members, and appoint a representative of
the Public Works Department Chairperson of the Competitive Selection Committee.

It is recommended that John H. Jalckson, P. E., of the Department of Public Works,
be appointed Chairperson of the Competitive Selection Committee; and also, It is
recommended that John H. Jackson, P.E., Frank R. McMahon, Jr., P.S.M., and Horaclo
Pulido, P.S.M., all of the Department of Public Works, be appointed as the
Certification Committee.
Ordinance No. 9572 provides further that there be recommendations made by the
Competitive Selection Committee to the City Commission for approval; thereafter,
and prior to the execution of any contract, the City Commission shall instruct the
City Manager to commence negotiations based on the Commission's approval of
the rank grder of proposed consultants.
