HomeMy WebLinkAboutR-99-0137J-99-224 2/12/99 RESOLUTION NO. 9 9 13 7 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE DISPLAY OF A BANNER ON THE FORMER SEARS TOWER, LOCATED ON BISCAYNE BOULEVARD, ANNOUNCING THE DEVELOPMENT OF THE PERFORMING ARTS CENTER ON SAID SITE DURING THE PRE -CONSTRUCTION PHASE, UNTIL JANUARY 31, 2000, IN ACCORDANCE WITH §925.3.3 OF THE CITY OF MIAMI ZONING CODE. WHEREAS, the cultural community in the City of Miami and the Miami -Dade County area has grown more rapidly than any other major metropolitan area in the United States; and WHEREAS, a $225 million Performing Arts Center (the "Center") is being developed on the site of the former Sears Tower to showcase cultural events and is scheduled to open in the autumn of 2002; and WHEREAS, the Center will include a 2,200 seat concert hall, a 2,480 seat ballet/opera house, a 150-200 seat studio ("black box") theater, and educational and ancillary space; and WHEREAS, the Performing Arts Center Trust ("Trust"), a CITY COM ESSIoN MEETING OF FEB 2 3 1999 Resolution No. 99- 137 501(c)(3) non-profit corporation was formed to oversee the planning, design and operation of the project and has requested the City Commission authorize the display of a banner announcing the development of the Center at said tower until January 31, 2000; WHEREAS, §925.3.3 of the City of Miami Zoning Code states that no permit shall be required for display of bunting when authorized by the city commission for a specified period of time; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The Miami City Commission hereby authorizes the display of a banner on the former Sears Tower, located on Biscayne Boulevard, announcing the development of the Performing Arts Center on said site during the pre -construction phase, until January 31, 2000, in accordance with §925.3.3 of the City of Miami Zoning Code. FLORIDA INTER -OFFICE MEMORANDUM TO: Honorable Mayor and Members of DATE: the City mmission SUBJECT: FROM: ;aer'liaw� o ald - REFERENCES: City Manager ENCLOSURES: RECOMMENDATION: FILE: February 1, 1999 Performing Arts Center It is respectfully recommended that the City Commission adopt the attached resolution to allow the Performing Arts Center Trust to hang a banner on what is now called the Sears Tower until January 31, 2000 pursuant to §925.3.3 of the Zoning Ordinance. BACKGROUND: The Performing Arts Center is one of the two major projects expected to revitalize the downtown area during the evenings and weekends. Additionally, this project will create a venue for cultural pursuits that will include, among other things, Symphony, Ballet, and Opera. The Performing Arts Center Trust, the 501(c)(3) organization which is charged with the plan, design and construction of the Performing Arts Center, has requested that it be allowed to pre -market the facility through the placement of a banner that heralds the event. The administrative approval cannot exceed 60 days in any given year; thus, Commission approval is essential for the banner to continue to hang until the construction is substantially underway.
