V 136 A RESOLUTION OF THE MIAMI CITY COMMISSION, BY A 4/5THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, AFTER A DULY ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING OF SOLE SOURCE; WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDDING PROCEDURES AND APPROVING THE PURCHASE OF EIGHT (8) CAIRNS -IRIS HELMET MOUNTED THERMAL IMAGING SYSTEMS FROM CAIRNS & BROTHER, INC., CAIRNS - IRIS DIVISION, THE SOLE SOURCE PROVIDER FOR THIS ACQUISITION, FOR THE DEPARTMENT OF FIRE -RESCUE, AT AN AMOUNT NOT TO EXCEED $190,000.00; ALLOCATING FUNDS THERFOR FROM THE CAPITAL IMPROVEMENT PROGRAM, "FIRE -RESCUE EQUIPMENT", PROJECT NO. 313304, ACCOUNT CODE NO. 289401.840. WHEREAS, helmet mounted thermal imaging systems are lifesaving tools that allow firefighters to see victims through dense smoke via body heat imaging and allows firefighters to determine the presence of fire behind walls, floors, ceilings, and other structures; and WHEREAS, the members of the Department of Fire -Rescue rely on these hands -free helmet mounted systems in the course of their duties; and WHEREAS, after extensive research, the Department of Purchasing, has determined that Cairns and Brother, Inc., Cairns IRIS CITY CODaSSION MEETING OF FEB 2 3 A99 Revolution No. 99- �.3G WHEREAS, the Chief Procurement Officer has adopted a finding that Cairns & Brother, Inc., CairnsIRIS Division, is the only vendor able to provide CairnsIRIS Helmet Mounted Thermal Imaging Systems to the Department of Fire -Rescue; and WHEREAS, the finding of the Chief Procurement Officer has been approved and adopted as the finding of the City Manager; and WHEREAS, the City Manager and the Director of the Department of Fire -Rescue recommend that the requirements for competitive formal sealed bids be waived and the purchase of CairnsIRIS Thermal Imaging Systems from Cairns & Brother, Inc., CairnsIRIS Division, the sole source provider, be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a four -fifths (4/5ths) affirmative vote, the members of the City Commission, after a duly advertised public hearing, hereby ratify, approve and confirm the City Manager's finding of sole source, waiving the requirements for competitive bidding procedures, and approve the purchase of eight (8) CairnsIRIS Helmet Mounted Thermal Imaging Systems from Cairns & Brother, Inc., CairnsIRIS Division, the sole source provider of 2 99- 136 this helmet, for the Department of Fire -Rescue, at an amount not to exceed $190,000.00, with funds therefor hereby allocated from the Capital Improvement Program, "Fire -Rescue Equipment", Project No. 313304, Account Code No. 289401.840. BACKGROUND: The Department of Fire -Rescue has determined that Thermal Imaging Systems will allow Firefighters to see the Thermal Image of the Fire, and its potential victims. Search and rescue time will also be reduced dramatically due to enhanced vision and hands free operation. This device will allow Firefighters to see through the smoke, see body heat from victims and to see heat behind walls, floors and ceilings. Above all, the Infra -Red Thermal Imaging System will increase Firefighter Safety, reduce stress and anxiety by giving back the one thing that Fire takes away, the ability to see. As the Chief Procurement Officer has deemed, Calms 8t Brother, Inc., the sole source supplier of helmet mounted thermal imaging systems; it is therefore recommended at this time that the City Commission ratify the City Manager's finding of sole source and authorize the purchase of these systems. Fire -Rescue has determined that this System is a sole source provided only by Cairns and Brother, Inc. Contact was made with Ms. Cathy Chakmakian, Assistant to Kerry W. Gordon, Product Manager, for the CairnsIRIS Division. She advised that Cairns & Brother, Inc., CairnsIRIS Division, is the sole source for the fire helmet mounted thermal imaging system in the world. She reported this System is sold.only on a direct basis and is not available through any other form of distribution. A research of the Internet revealed no other listing(s) of web sites for this type of product from any other vendor. The acquisition of eight (8) Helmet Mounted Thermal Imaging Systems, along with related accessories and training, will be from CIP Project entitled "Fire -Rescue Equipment," Project No. 313304, Account Code 289401.840, for a total proposed cost of $190,000.00. Therefore, I am recommending that the requirements for competitive findings be approved: Cairns & Brother, Inc., a non-minority/non-local the CairnsIRIS Helmet Mounted Thermal Imaging System.
