RESOLUTION NO. 9 9 - 131
A RESOLUTION OF THE MIAMI CITY COMMISSION
ENDORSING THE CODESIGNATION, BY MIAMI-DADE
COUNTY, OF N.E. 2 AVENUE, FROM N.E. 54 STREET
TO N.E. 79 STREET, MIAMI, FLORIDA, AS "FELIX
MORISSEAU-LEROY AVENUE"; DIRECTING THE CITY
MANAGER TO INSTRUCT THE DIRECTOR OF THE
DEPARTMENT OF PUBLIC WORKS TO TRANSMIT A COPY
OF THIS RESOLUTION TO THE HEREIN DESIGNATED
ADDRESSEES.
WHEREAS, pursuant to Resolution No. R-1216-98, the Board of
County Commissioners has requested the City of Miami to join
Miami -Dade County in codesignating N.E. 2 Avenue, from N.E. 54
Street to N.E. 79 Street, as Felix Morisseau-Leroy Avenue; and
WHEREAS, Felix Morisseau-Leroy, a notable Haitian literary
figure, was considered the father of Haitian Creole poetry,
literature and playwriting and resided in South Florida from 1981
until his death in 1998; and
WHEREAS, in his later years, Felix Morisseau-Leroy found
another Haiti in Miami where he became the elder statesman of the
local Haitian immigrant community, and had a scholarship created
in his name by the Haitian Culture Art Alliance; and
WHEREAS, N.E. 2 Avenue is a public right-of-way under the
jurisdiction of Miami -Dade County and is governed by Miami -Dade

and is governed by Miami -Dade County rules of street
codesignation; and
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The Miami City Commission hereby endorses the
codesignation, by Miami -Dade County, of N.E. 2 Avenue, from N.E.
54 Street to N.E. 79 Street, Miami, Florida, as "Felix Morisseau-
Leroy Avenue.
Section 3. The City Manager is hereby authorized to
instruct the Department of Public Works to transmit a copy of
this Resolution to the City of Miami Departments of Police,
Fire -Rescue, General Services Administration, Solid Waste, the
Miami -Dade County Public Works Department, and the United States
Postal Service.
Section 4. This Resolution shall become effective

immediately upon its adoption and signature of the Mayor1l.

the end of ten calendar days from the date it was passed and adopted. If
the Mayor vetoes this Resolution, it shall become effective immediately
upon override of the veto by the City Commission.

RECOMMENDATION
It is respectfully recommended that the Miami City Commission adopt the attached
Resolution endorsing the Miami -Dade County Board of Commissioners codesignation
of NE 2 Avenue from NE 54 Street to NE 79 Street as "Felix Morisseau-Leroy Avenue".
BACKGROUND
Felix Morisseau-Leroy, a Haitian literary icon, is considered the father of Haitian Creole
Poetry, Literature and Playwriting. Mr. Morisseau-Leroy resided in South Florida until his
death in 1998. He became an elder statesman of the local Haitian community and had a
scholarship fund created in his name by the Haitian Culture Art Alliance.
County Manager Merrett Stierheim has requested that the City of Miami join with the
Miami -Dade County Board of Commissioners in this codesignation.

Dear Mayor C r�ollo:;
On November 5, 1998, the Board of County Commissioners approved the codesignation of NE 2nd
Avenue from NE 54 Street to NE 79 Street as Felix Morisseau - Leroy Avenue. Enclosed for your
information, is a copy of the Board's Resolution No. R-1216-98.
Since NE 2nd Avenue is within the City of Miami's jurisdictional boundaries, the Board urges the
City of Miami Commission to join in the act of the dual designation of Felix Morisseau - Leroy
Avenue.
It will be appreciated that soon after the City of Miami Commission acts favorably on this issue, a
notice be sent to our Public Works Department so that all the necessary codesignation signs are
manufactured and installed by Miami -Dade County. Thereafter, a public ceremony will be
coordinated and scheduled by County Commissioner Dr. Barbara M. Carey.

RESOLUTION URGING THE CITY OF MIAMI TO
CODESIGNATE NE 2ND AVENUE FROM NE 54 STREET TO
NE 79 STREET AS FELIX MORISSEAU-LEROY AVENUE
WHEREAS, this Board has conducted a public hearing to consider
codesignating NE 2nd Avenue from NE 54 Street to NE 79 Street as
Felix Morisseau-Leroy Avenue; and .'
WHEREAS, Felix Morisseau-Leroy, a Haitian literary icon, lived
in South Florida from 1981 until his death this year; and
WHEREAS, Felix Morisseau-Leroy was considered the father of
Haitian Creole Poetry, Literature and Playwriting; and
WHEREAS, at the end of his life Felix Morisseau-Leroy found
another Haiti in Miami. He became the.elder statesman of the local
community of Haitian immigrants. One local group, the Haitian
Culture Art Alliance, created a scholarship fund in his name; and
WHEREAS, the Board of County Commissioners would like to honor
Felix Morisseau-Leroy for his work with the community.
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF DADE COUNTY, FLORIDA, that this Board waives
the provisions of
Resolution No. R-345-95 and approves the
codesigation of NE 2nd Avenue from NE 54 Street to NE 79 Street as
Felix Morisseau-Leroy Avenue. Since NE 2nd Avenue is within the
City of Miami, the Board of County Commissioners urges the City of
