A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE CITY MANAGER TO EXECUTE
PROFESSIONAL SERVICES AGREEMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, WITH
INDIVIDUALS FOR THE PROVISION OF VICTIM
ADVOCATE SERVICES FOR THE DEPARTMENT OF
POLICE, IN AN ANNUAL AMOUNT NOT TO EXCEED
$35,000, FOR A PERIOD OF ONE (1) YEAR, WITH
THE OPTION TO EXTEND FOR TWO (2) ADDITIONAL
ONE (1) YEAR PERIODS, SUBJECT TO THE
AVAILABILITY OF FUNDS; ALLOCATING FUNDS
THEREFOR, IN AN AMOUNT NOT TO EXCEED $35,000,
FROM THE VICTIMS OF CRIME ACT FUND, ACCOUNT
CODE NO. 142011.290498.6.270.
WHEREAS, the Department of Police responds to approximately
80,000 service calls annually in which a crime victim is
involved; and
WHEREAS, these victims have certain rights under the law
which are addressed, in part, by said department's Victim
Advocate Program ("Program"); and
WHEREAS, the Program is funded by grants and the State of
Florida, Office of the Attorney General, has committed an _

additional $35,000 in said funding to continue the Program; and
WHEREAS, the funds will be used to engage victim advocates
who assist crime victims and .refer them to appropriate service
agencies;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorizedll to
execute Professional Services Agreements, in a form acceptable to
the City Attorney, with individuals for the provision of victim
advocate services for the Department of Police, in an annual
amount not to exceed $35,000, for a period of one (1) year, with
the option to extend for two (2) additional one (1) year periods,
subject to the availability of funds, with funds therefor hereby
allocated from the Victims of Crime Act Fund, Account Code No.
j� The herein authorization is further subject to compliance with all
requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.

Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor-z/

the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the City Manager to execute Professional Services Agreements for Victim Advocate
Services, in an amount not to exceed $35,000, for the Police Department. Funding is available
from the Victim of Crime Act Fund, Account Code No. 142011.290498.6.270.
DACKGROLTND
The Police Department responds to approximately 80,000 calls for service a year where there is a
victim of a crime. All these victims have certain mandated rights in our state. The Department's
Victim Advocate Program enables these victims to be referred to available services. To continue
this task, the State of Florida, Office of the Attorney General, has committed an additional
$35,000, toward the payments of salaries, reporting requirements, and training for the continuance
of this successful program. The victim advocates will be utilized by the Department of Police
under executed Professional Services Agreements to assist victims and refer them to available
services.

This is to request the opportunity to make a presentation regarding the above -referenced project
at the City of Miami Commission Meeting on January 26, 1999.
The above -referenced project, currently in the Project Development and Environmental Study
phase, proposes to replace the existing timber bridge in the City of Miami's Robert King High
Park, 7025 West Flagler Street. Additional features of the project include a sidewalk, a bike
path, additional safety improvements, and architectural/aesthetic enhancements. Construction for
the project is tentatively scheduled for fiscal year 2001.
