MIAMI" SUMMER OUTREACH PROGRAM, AND ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT TO EXCEED $20,000.00, FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NUMBERS 690001, 690002 AND 690003, SUCH EXPENDITTURES HAVING BEEN CERTIFIED BY THE CHIEF OF POLICE AS COMPLYING WITH FLORIDA STATUTE 932.7055, AS AMENDED, AND THE U.S. DEPARTMENT OF THE TREASURY'S 'GUIDE TO EQUITABLE SHARING." WHEREAS, Florida Statute 932.7055, as amended, and the U.S. Department of the Treasury "Guide to Equitable Sharing" authorize the expenditure of forfeiture proceeds for law enforcement and anti -drug education purposes which are not considered normal operating expenses; and WHEREAS, the Police Department believes that it is imperative that youth be given a positive incentive program; and WHEREAS, the Miami Museum of Science's "YouthALIVE! Miami" Summer Outreach Program ("Program") will select inner city youths to become members of the museum's community outreach team; and WHEREAS, the team will develop and deliver hands-on science programs and present them to low-income youth in various Miami locations, such as local parks, hospitals, Head Start, and OrTY cobwssiox MEET114G OF ,BAN 2 6 `999 {Resolution No. 62 tl e3 ,y 1 community centers; and WHEREAS, the Program is modeled after the Museum's successful Science Shop where participants gain science knowledge, increased self esteem and communications skills; and WHEREAS, funds to cover this expenditure have not been included in the Police Department's normal operating budget and are available in the City of Miami Law Enforcement Trust Fund, Project Numbers 690001, 690002 and 690003; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the proposed expenditures comply with Florida Statute 932.7055, as amended and the U.S. Department of the Treasury's "Guide to Equitable Sharing"; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Funding for the Miami Museum of Science's "YouthALIVE! Miami ENCLOSURES: i i RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution authorizing funding, in the amount of $20,000.00, for the Miami Museum of Science's "YouthALIVE! Miami" Summer Outreach Program. Funding is to be provided from the Law Enforcement Trust Fund, Project Numbers 690001, 690002 and 690003. BACKGROUND This is a new program that will engage more than 100 adolescents from Miami's inner city and low-income neighborhoods in science related summer programs. The'Summer Outreach Program, under the supervision of a Museum science educator, will select youth to participate as members of the museum's community outreach team. These outreach teens will develop and deliver hands-on science in a variety of Miami settings such as local parks, hospitals. Head Start, and community centers. During their eight -week involvement, the first four weeks will focus on the development of hands-on activities, while in the second four weeks these outreach teens will bring science to Miami-Dade's low-income communities. Modeled after the Museum's successful, previously funded Science Shop (Science Students Hands-on Outreach Program), participants gain science knowledge, increased self esteem and communications skills. Community outreach is one of several science projects sponsored by YouthALIVE! Miami and benefits both the teen participants and audience -participants comprised of younger kids and their families.
