J-99-50 1/12/99 RESOLUTION NO. j9 — I A RESOLUTION OF THE MIAMI CITY COMMISSION, AUTHORIZING THE FUNDING OF THE LIBERTY CITY OPTIMIST CLUB OF FLORIDA, INC., AND ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT TO EXCEED $5,000.00, FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NUMBERS 690001, 690002, AND 690003, SUCH EXPENDITURES HAVING BEEN CERTIFIED BY THE CHIEF OF' POLICE AS COMPLYING WITH FLORIDA STATUTE 932.7055, AS AMENDED AND THE U.S. DEPARTMENT OF THE TREASURY'S "GUIDE TO EQUITABLE SHARING." WHEREAS, Florida Statute 932.7055, as amended, and the U.S. Department of the Treasury's "Guide to Equitable Sharing" authorize expenditure of forfeiture proceeds for law enforcement and anti -drug education purposes not considered normal operating expenses; and WHEREAS, the Police Department believes that it is imperative that youth be given a positive incentive program; and WHEREAS, the Liberty City Optimist Club of Florida, Inc., provides a multifaceted after -school program for low and moderate income youths in the Model City area consisting of academics, sports, cultural, civic, and crime prevention activities; and WHEREAS, the Liberty City Optimist Club of Florida, Inc., CITY COMI SSION MEETING OF JAM 2 6 1999 R©soluUon No. i UN will use these funds to pay for expenses the football team incurred during their participation in the Pop Warner Superbowl National Championship held in The Walt Disney World Resort in Orlando, Florida; and WHEREAS, funds to cover this expenditure have not been included in the Police Department's normal operating budget and are available in the City of Miami Law Enforcement Trust Fund; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditures proposed comply with Florida Statute 932.7055, as amended and the U. S. if Department of the Treasury's "Guide to Equitable Sharing ; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. - Section 2. Funding for the Liberty City Optimist Club of Florida, Inc., is hereby authorized, with funds therefor hereby allocated, in an amount not to exceed $5,000.00, from the Law Enforcement Trust Fund, Project Numbers 690001, 690002, and 690003, such expenditure having been certified by the Chief of Police as complying with Florida Statute 932.7055, as amended and - 2 - tlE4KP1'Or? BACKGROUND The Miami Police Department supports crime prevention programs such as those sponsored by the Liberty City Optimist Club of Florida, Inc. The Liberty City Optimist Club provides a multifaceted after school program consisting of academics, sports, cultural and civic activities for low and moderate -income youths in the Model City Area. These funds will be used towards expenses incurred for the football team during their participation in the Pop Warner Superbowl National Championship.
