I J-99-40 1/12/99 RESOLUTION NO. , 9 A RESOLUTION OF THE MIAMI CITY COMMISSION, AUTHORIZING THE FUNDING OF YOUTH OF AMERICA, INC.; ALLOCATING FUNDS THEREFOR, IN A14 AMOUNT NOT TO EXCEED $35,000.00, FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NUMBERS 690001, 690002 AND 690003, SUCH EXPENDITURES HAVING BEEN CERTIFIED BY THE CHIEF OF POLICE AS COMPLYING WITH FLORIDA STATUTE 932.7055, AS AMENDED, AND THE U.S. DEPARTMENT OF THE TREASURY'S "GUIDE TO EQUITABLE SHARING." WHEREAS, Florida Statute 932.7055, as amended, and the U.S. Department of the Treasury's "Guide to Equitable Sharing" authorize expenditure of forfeiture proceeds for law enforcement and anti -drug education purposes not considered normal operating expenses; and WHEREAS, the Police Department believes that it is imperative that youth be given a positive incentive program; and WHEREAS, Youth of America, Inc., provides counseling to underprivileged children relating to drug and alcohol abuse, crime prevention, family dynamics, good health and hygiene habits, and also provides tutoring for school assignments; and WHEREAS, Youth of America also gives tangible incentives for CT" C©MMSSION MEETIFIG OF JA N 2 6 T99 Resolution No. �+ t 1 ti ,f =itsa` i9iAsa:TsaYa°rr; *r«>urw ,,.r•. are45-^Pe<rt6- l€15 t�kk�.2 l `a '�'A. Yi�.._ 7, °i» .. _ ri h. z.,c.....raAdpft -s3s achievements, and promotes responsible civic and social behavior; and WHEREAS, funds to cover this expenditure have not been included in the Police Department's normal operating budget and are available in the City of Miami Law Enforcement Trust Fund, Project Numbers 690001, 690002 and 690003; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditures proposed comply with Florida Statute 932.7055, as amended, and the U.S. Department of the Treasury's "Guide to Equitable Sharing"; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Funding for the Youth of America, Inc., is hereby authorized, in an amount not to exceed $35,000, with funds therefor hereby allocated from the Law Enforcement Trust Fund, Project Numbers 690001, 690002 and 690003, such expenditure having been certified by the Chief of Police as complying with Florida Statute 932.7055, as amended, and the U. Funding is to be provided from the Law Enforcement Trust Fund, Project Numbers 690001, 690002 and 690003. BACKGROUND The Miami Police Department supports positive youth programs such as the Youth of America, Inc. This organization works with underprivileged children, who are mostly without supervision and need positive role models. To compensate for this void in the children's life, the organization uses adult volunteers to interact with them. The volunteers provide counseling in matters concerning alcohol abuse, crime prevention, family, good health and hygiene, as well as tutoring services.
