A RESOLUTION OF THE MIAMI CITY COMMISSION
URGING THE MIAMI-DADE COUNTY BOARD OF COUNTY
COMMISSIONERS TO ADOPT A RESOLUTION WHICH
SUPPORTS THE REVIEW OF THE MIAMI-DADE WATER
AND SEWER DEPARTMENT ("DEPARTMENT") AS IT
PERTAINS TO SAID DEPARTMENT'S WATER SERVICES
("SERVICES"), INCLUDING (A) AN ANALYSIS OF
CHARGES BILLED, AND PRIOR RATE INCREASES AND
DECREASES FOR SAID SERVICES TO DETERMINE ANY
INEQUITIES IN THE RATE STRUCTURES FOR
PURPOSES OF COST CONTROL; (B) AN ANALYSIS OF
BILLING METHODS UTILIZED FOR INDIVIDUALS,
LARGE AND SMALL FAMILIES, AND CONDOMINIUMS
AND APARTMENT BUILDINGS WHERE SAID SERVICES
.ARE REGISTERED ON A SINGLE METER; AND (C) A
REVIEW OF THE PROPOSED POLICY TO ALLOW
CUSTOMERS TO PAY QUARTERLY FOR SAID SERVICES
BY MONTHLY INSTALLMENTS, WITHOUT THE
IMPOSITION OF LATE CHARGES; FURTHER DIRECTING
THE CITY CLERK TO TRANSMIT A COPY OF `PHIS
RESOLUTION TO THE OFFICIALS DESIGNATED
HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The Miami City Commission hereby urges the
Miami -Dade County Board of County Commissioners to adopt a
resolution which supports the review of the Miami -Dade Water and
Sewer Department ("Department") as it pertains to said
Department's water services ("Services"), including:

(A) An analysis of charges billed and prior rate
increases and decreases for said Services to
determine any inequities in the rate structures
for purposes of cost control and rate reduction;
(B) An analysis of billing methods utilized for
individuals, large and small families, and
condominiums and apartment buildings where said
Services are registered on a single meter; and
(C) A review of proposed policy to allow customers to
pay quarterly for said Service by monthly
installments, without the imposition of late
charges.
Section 2. The City Clerk is hereby directed to transmit
a copy of this Resolution to Miami -Dade County Mayor Alex
Penelas, all members of the Board of County Commissioners of
Miami -Dade County, Florida, and Miami -Dade County Manager Merritt
Stierheim.
Section 3. This Resolution shall become effective

immediately upon its adoption and signature of the Mayor.11

If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City commission.
