A RESOLUTION BY A FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING OF AN EMERGENCY; WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDDING PROCEDURES, AND APPROVING THE EMERGENCY PURCHASE OF TWO (2) 1998 PIERCE SABER PUMPER TRUCKS FROM PIERCE MANUFACTURING, INC., FOR THE DEPARTMENT OF FIRE -RESCUE, IN THE AMOUNT OF $428,280.00, INCLUDING A CONTINGENCY COST OF $10,000.00; ALLOCATING FUNDS THEREFOR FROM CAPITAL IMPROVEMENT PROGRAM, "FIRE -RESCUE NEW APPARATUS ACQUISITION", PROJECT NO. 313233, FUNDED BY THE FIRE ASSESSMENT. WHEREAS, the emergency purchase of two pumper trucks was necessitated by a critical need to replace aging vehicles in order to conduct the regular business of the Fire -Rescue Department; and WHEREAS, the City Manager has made a written finding that an emergency existed and authorized the emergency purchase of two 1998 Pierce Saber pumper trucks from Pierce Manufacturing, Inc.; and WHEREAS, funds for this purchase were allocated from the 'r i Capital Improvement Program, "Fire -Rescue New Apparatus Acquisition", Project No. 313233, funded by the Fire Assessment; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a four -fifths (4./5ths) affirmative vote, the members of the Cite Commission hereby ratify, approve, and confirm the City Manager's finding of an emergency, waive the requirements for competitive sealed bidding procedures, and approve the emergency purchase of two (2) 1998 Pierce Saber Pumper trucks from Pierce Manufacturing, Inc., for the Department of Fire -Rescue, in the amount of $428,289, including a contingency cost of $10,000.00, with funds therefor her_ehv allocated from Capital Improvement Program, "Fire -Rescue New Apparatus Acquisition", Project No. 313233, Account Code No. 289401-840, funded by the Fire Assessment. The Pumpers purchased are 1998 Pierce Sabers. The cost of the pumpers was $210,891 and $207,389 respectively, plus a $10,000 contingency fund for a total cost of $428,280. Funds were allocated from the CIP Project entitled "Fire -Rescue New Apparatus Acquisition", Project No. 313233. This purchase is funded by the Fire Assessment. BACKGROUND: The Department of Fire -Rescue has a desperate need for the new pumpers. The recommended maximum service life for Fire Apparatus is fifteen years. The Department has six (6) fifteen year old pumpers, (three of which are front line), and four twenty year old pumpers. The purchase of two pumpers would allow the Department to have only one (1) front line pumper more than nine years old (1983 Pierce). This purchase along with the pumper purchased in July of 1998, will take the Department out of the crisis mode and allow the Department to meet its service delivery and training needs. These trucks were in stock units and were delivered less that four weeks after the purchase order was issued. OSUa=S The Department of Fire -Rescue Is requesting authorization for the waiver of competitive bidding and the emergency purchase of two (2) pumpers. The pumpers proposed for purchase are 1998 Pierce Sabers. The proposed c om of these pumpers are $21 Q,89I and $207,398 respectively, plus a $10,000 contingency fund for a total cost of $428,289. After the evaluation of a proposals, the Department's Support Services Division recommends the purchase of the Pierce Sabers (see attached analysis), The purchase of two pumpers would allow the Department of fire -Rescue to have only one (1) front line Pumper more than nine years old (1983 Pierce). This purchase along with the Pumper purchased in )uly of 1998, will take the Department out of the crisis mode and allow the Department to meet its service delivery- and training needs. Future apparatus purchases will follow the standard routine procurement procedures. The above mentioned pumpers are in stock units, which most closely meet our specifications. The Department will spend less money maintaining these new 'trucks. Therefore, the budgetary impact } will be a positive one. It is not possible to quantify this impact without a fleet maintenance system. The most important impact of this proposed purchase will be the effect that It will have on service delivery. This purchase will ensure that a truck Is available to respond. In addition to decreasing apparatus downtime the new pumpers meet or exceed National Fire Protection Agency Standards for performance and safety.
