SAID UDP TO SOLICIT SERVICES FROM THE PRIVATE SECTOR TO INCLUDE PLAP7IVING AND DESIGN, CONSTRUCTION, LEASING AND MANAGEMENT OF IMPROVEMENTS TO INCLITDE SOME GR PART Ob' THE FOLLOWING, WITHOUT LIMITATION: RECREATIONAL, ENTERTAINMENT, CUI.,TURAL, EDUCATIONAL AND/OR CONLMUNICATIONS FACILITIES; N~ARINE FACILITIES; CONVENTION AND CONFERENCE FACILITIES FOR HOTEL; RESIDENTIAL, RETAIL, OFFICE, PUBLIC PARKING, AND ANCILLARY AND SUPPORT FACILITIES. Yr t~~i:~MA,1!'_5iin ... .. sector; and WHEREAS, in accordance with City Charter and Code provisions, a public hearing will be scheduled prior to distribution of the RFP to consider its contents, and to continue the implementation of the UDP process for. said project; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City of Miami Commission hereby determines that the most advantageous method to develop certain improvements on approximately x_6.5 acres of City-owned property known as the Coconut Grove Convention Center Site, located at 2700 South Bayshore Drive, and the adjacent parking area at the northeast corner of Bayshore Drive and Pan American Drive, Miami, Florida, is as a Unified Development Project ("UDP"). Section 3. The City Commission's motion that `Communications Faci/itics ` be considered as a potential component of the integrated package proposed by the private sector for the Coconut Grove Convention Center site Unified Development Project was not included in the Resolution, as the City Commission directed, when modified and forwarded to your Office. The herein attachment, which is a substitute original resolution to replace the document you presently possess as Resolution No. 99-25, 1~as been revised to include the City Commission's directive. After the correct document has been executed, please forward a copy to this Office. This memorandum may be attached to Resolution No. 99-25 so that any concern regarding the substitution of said Resolution is clarified. The City Manager, with input from vazious administrative departments ~ ; and the Mayor, recommends that the most advantageous method to develop certain improvements on the City-owned property known as the Coconut Grove Exhibition Center is under the Unified Development Project process. Facilities envisioned for the roughly 16.5-acre site include, without limitation: recreation, entertainment, cultural and/or educational facilities, film, video and/or recording facilities, marine facilities, ~' convention and/or conferencing facilities, hotel, residential, retail and office ~ public ~ parking, and ancillary and support facilities. (: Pursuant to the UDP process detailed in the City Charter and Code, the City would need to solicit a comprehensive package of development services from qualified private _ sector parties. As an option, the Commission may elect to include a second parcel, an estimated 2.5 additional acres consisting of the City Hall property, for a combined fatal of approximately 19.0 acres. The redevelopment project may include, without limitation, recreation, entertainment, cultural acid/or educational facilities, film, video and/or recording facilities, marine facilities, convention and/or conferencing facilities, hotel, residential, retail and office, public parking, and ancillary and support facilities. The legislation further instructs the City Manager to prepare a draft Request for Proposals (RFP) to solicit a comprehensive package of development services from qualified private sector parties. All interested parties are invited to appear and may be heard concerning the above matter. Should any person desire to appeal any decision of the City Commission with respect to any matter considered at this hearing, that person shall ensure that a verbatim record of the proceedings is made, including all testimony and evidence upon which any appeal may be based.
