("NMMA"), FOR PARKING SPACE IN CONNECTION WITH THE 3.999 INTERNATIONAL BOAT SHOW TO BE HELD FEBRUARY 11-17, 1999, AT THE MIAMI BEACH MARINA; SUBJECT TO NMMA OBTAINING A CLASS I SPECIAL PERMIT; ESTABLISHING A SPECIAL FEE IN THE AMOUNT OF $2G,000 PLUS APPLICABLE TAXES FOR SAID USE OF THAT PORTION OF WATSON ISLAND; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE DIRECTOR OF PARKS AND RECREATION TO ISSUE A PARK PERMIT, IN SUBSTANTIALLY THE ATTACHED FORM. WHEREAS, pursuant to City Commission authorization, the National Marine Manufacturers Association, Inc. ("NMMA") has successfully staged portions of its previous annual International Boat Show (Boat Show) on City -owned Watson Island; and WHEREAS, NMMA is presenting the Boat Show at the Miami Beach Marina and other ancillary venues from February 11 - 17, 1998, and wishes to use the southeast side of Watson Island for a "park and ride" facility during the Boat Show; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY ATTACtHM Ewy (OF, TA IN ED CITY CONMSSION MEETING OF Resolution No. It v. i n r1 OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to instruct the Director of Parks and Recreation to issue a park permit, in substantially the attached form, to the National Marine Manufacturers .Association, Inc., (NMI) for a period not to exceed seven (7) days, for the use of a portion of Watson Island depicted in Exhibit "A", attached hereto and made a part hereof, for its "park and ride" facility used in connection with the 1999 Miami International Boat Show to be held February 11-17, 1999, at the Miami Beach Marina, subject to NMMI obtaining a Class I Special Permit from the City for such use and occupancy of Watson Island. Section 3. A special fee to be paid the City of Miami by NMMI, in the amount of $26,000 plus applicable taxes, is hereby established as a condition for the issuance of said permit. Section 4. In general, such determinations and reviews will normally be by agencies or officers other than the Department of Planning, and may involve matters such as design for traffic, parking and loading facilities, health and environmental considerations, and legal determinations. The Zoning Administrator shall be responsible for the administration and processing of applications for Class I Special Permits, and for determinations thereon. Warshaw For City Commission City Manager ENCLOSURES: : Meeting of January 12, 1999 RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution for the use of portions of Watson Island depicted in exhibit "A" to the National Marine Manufactures Association ("NMMA") for its "park and ride" facility used in connection with the 1999 International Boat Show to be held February 11-17, 1999 at the Miami Beach Marina. A special fee, in the amount. of $26,000 plus applicable taxes, has been established for use of the park and ride space on Watson Island. BACKGROUND: The Department of Parks and Recreation recommends the issuance of a park permit to the NIIMA. Pursuant to previous City Commission authorization, the NMAIA has used portions of the City -owned Watson Island as exhibit space, concession space and exhibitor parking in connection with its annual International Boat Show. This year, the NIVIMA has requested the use of only the south side of Watson Island (see attached site plan) to be used as a park and ride facility. The NMMA has agreed to pay a lump sum of $26,000 plus applicable taxes to cover fees for the use of the "Park and Ride". Additionally, NMMA will be required. to obtain a Class I Special Permit and pay for all required and customary city services including police, park staff and cleanup.
