AN ORDINANCE OF THE MIAMI CITY COMMISSION
AMENDING ORDINANCE NO. 11769, TO INCREASE
APPROPRIATIONS TO THE SPECIAL REVENUE FUND
ENTITLED "SCHOOL BASED PARTNERSHIPS GRANT",
IN THE AMOUNT OF $17,500, CONSISTING OF A
SUPPLEMENTAL GRANT FROM THE U. S. 'DEPARTMENT
OF JUSTICE, OFFICE OF COMMUNITY ORIENTED
POLICING SERVICES; FURTHER AUTHORIZING THE
CITY MANAGER TO EXECUTE THE NECESSARY
DOCUMENT(S), IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY; CONTAINING A REPEALER PROVISION AND
SEVERABILITY CLAUSE AND PROVIDING FOR AN
EFFECTIVE DATE.
. WHEREAS, pursuant to Ordinance No. 11769, adopted
March 23, 1999, a Special Revenue Fund entitled: "School Based
Partnerships Grant," was established to appropriate funds,.in the
amount of $180,017, consisting of a grant from the U. S.
Department of Justice, Office of Community Oriented Policing
Services ("COPS"), for a Truancy Intervention Program ("Program")
at Booker T. Washington Middle School; and
WHEREAS, the U. S. Department of Justice, Office of
Community Oriented Policing Services (COPS), approved a
supplemental grant award, in the amount of $17,500; and
WHEREAS, the grant period is further extended until
July 31, 2000; and
WHEREAS, any purchases using said funds must comply with

applicable City Code procurement requirements;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Section 2 of Ordinance No. 11769, adopted
March 23, 1999, is hereby amended in the following particulars.'
"Section 2. The following Special Revenue Fund
is hereby established and resources are hereby
appropriated as described herein:

Section 3. The City Manager is hereby authorize&& to
accept the supplemental grant as set forth in the Preamble to

words and/or figures shall be added. The remaining provisions are now
in effect and remain unchanged.
The herein authorization is further subject to compliance with all
requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.

Section 4. The Department of Police is authorized to
expend monies from this fund for the operation of said Program.
Section 5: All Ordinances or parts of Ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 6. If any section,part of section, paragraph,
clause, phrase, or word of this Ordinance is declared invalid,
the remaining provisions of this Ordinance shall not be affected.
Section 7. This Ordinance shall become effective thirty
(30) days after final reading and adoption thereof.31
PASSED ON FIRST READING BY TITLE ONLY this 16th day of
November , 1999.

by the Mayor within ten days from the date it was passed and adopted.
If the Mayor vetoes this Ordinance, it shall become effective

RECOMMENDATION
It is respectfully recommended that -the City Commission adopt the attached Ordinance, amending
Ordinance No. 11769, which established initial resources and initial appropriations for a Special
Revenue Fund entitled: "School -Based Partnerships Grant", thereby increasing said appropriation
in the amount of $17,500.00, consisting of a supplemental grant from the U.S. Department of
Justice, Office of Community Policing Services.
BACKGROUND
The Police Department received a grant to operate a Truancy Intervention Program at Booker T.
Washington Middle School located in the Overtown area. The U.S. Department of Justice, Office
of Community Policing Services has committed an additional $17,500.00, to address other
disorders that relate to a specific crime or student safety problem. As a result of the supplemental
award, our grant period has been extended until July 31, 2000.

WHEREAS, the Department of Police has received a "School

WHEREAS, the goal of the Program is to locate and return
truant and suspended students to the educational system where
they will receive computer training and other courses of
instruction from a Dade County Public School teacher, mentoring
from City of Miami Police Officers, and self-esteem counseling

WHEREAS, grant funds will be used. for. salaries; equipment.,
and Program operational expenses, and all purchases shall comply
with City Code purchasing requirements;

of not less than four -fifths (4/5ths) of the members of the

Congratulations lam pleased to inform you that your department will receive a
supplemental award under the School -Based Partnerships grant program. As you know, this
funding is for the enhancement of your previously approved 1998 School -Based Partnership grant
to address Other Disorder That Relates to a Specific Crime or Student Safety Problem.
As a result of this supplement, your grant period has been extended. Your new project
end date is July 31, 2000. Although you have been awarded a supplemental gnat award, the
Office of the Comptroller has not yet completed the financial review of your budget. We have
enclosed an Estimated Funding Memo which summarizes the items COPS has recommended for
funding as well as those we could not fund under this grant program. We could not fund items
that Were disallowed in budget guidelines of the School -Based Partnerships grant application, or
items that were not clearly linked to problem -solving efforts. The COPS Office will notify you
once your budget has been cleared, and you will receive your official award document with
detailed instructions about grant requirements and procedures.
The COPS Office is committed to both providing new funding opportunities to law
enforcement agencies and ensuring that grantees are in compliance with grant requirements under
existing programs. It is our understanding that one or more grant compliance issues remain
unresolved following a recent COPS Monitoring Division site visit to your agency. Although we

The Office of Community Oriented Policing Services (COPS) is offering your
department the opportunity to request up to $17,500 in additional funds to enhance your current
School -Based Partnerships (SBP) project and extend your original grant period. If a
supplemental funding request is approved for your agency, the end date of your SBP grant award
automatically will be extended by one year to allow you to complete your grant project. Any
further no -cost extensions may be requested with justification during the last quarter of the
extended SBP grant period.
In order tD request these additional funds, you must vomplete the attached Supplemental
Funding Request Form with Narrative, the Budget Detail Worksheet (funds requested trust
include estimated travel costs to send 3 staff members to a second technical assistance
workshop), and the Administrative Fors. The original signatures of the law enforcement
executive and the government executive (those listed on the original SBP award) are required on
these forms.

Please complete the attached Budget Detail Worksheet to request additional funding to enhance
your current School -Based Partnerships (SBP) grant project. Refer to the Budget Guidelines
from the original application that provide a partial list of the allowable and unallowable budget
items for the SBP grant program. COPS does not anticipate funding response -oriented items
through these supplements. Rather, the COPS Office encourages grantees to request resources
that will increase the agencies overall capacity to perform collaborative problem solving, such as
training in the SARA model of problem solving, on -site technical assistance, and other budget
items. Please determine your travel estimates for the follow-up technical assistance workshop
based on the expenditures from the first technical assistance workshop.

Provide a brief narrative in the space below or attach one page that describes your agency's
additional requests and links the requested budget items to the enhancement of the current
project. Agencies should include details about the project status including its current phase in
SARA model, and a description of the importance of the requested enhancements to the project's
success. Each agency's request will be reviewed for demonstrated knowledge of collaborative
problem -solving techniques (particularly problem analysis), the link of the requested
supplemental budget items to the problem -solving effort of the project, and the overall project
enhancement value of the requested items.

NARRATIVE:
,The original School -Based Partnership Grant wi11 address, the problem of public disorder
and student -truancy at Booker-T. Washington Middle School. This middle school ranked
48`h for, attendance out of a total of 48 middle schools in the county for the past two years:
The Overtown area, where Booker T. Washington Middle School is located, is. one of the
.highest rated neighborhoods for drug sales, aggravated assault, strong-armed robberies,
and tourist related crimes. During the 1995-96-school year, 16,738 juvenile arrests were
made with 60% made in the Overtown area.
The program entails police officers ' going out into the community conducting surveys
investigating why the student is not in' school and juvenile offender information-
(Scanning). They will track exactly what the truant student has been involved in' while
not in school (Analysis). Throughout the year, officers will conduct truant student
sweeps to round up students and return them to school. Parents will, be involved in the
surveys and explain .their child's delinquency.. The "teacher and counselors will work in
the school with the suspended and truant students., The. proposed program will reduce
truancy and increase the time spent in an academic setting by housing students who have
exhibited'' self-defeating ' behaviors. This will provide an educational alternative to
suspension, thus reducing the student's opportunity to become involved in crime during
the school day. Instead of suspending a student for several days, they will spend time in
the Truancy Intervention Program assigned to the school. Students will receive
educational instructions from a Dade County Public School certified teacher, mentoring
from City of Miami police officers, and peer pressure and self. -esteem enhancement
counseling from the Counselor (Response).
These additional funds ($17,500.00) will assist the Miami Police Department, and its
partners, to further gather the data, analyze the problems and assess the impact of the
responses. As required; part of the funds ($6,600.00) will be used to 'send three
representatives to a second technical assistance workshop. Additional funds ($108.00).'
will be used to have three qualified trainers train the police and community, school
representatives in the :,SARA Model: The understanding of the. "Scanning -Analysis -
Response -Assessment" process is considered essential to the success of this problem -
solving grant. In order to facilitate this training and to bring all the parties involved
together, a facility will be rented ($1,000.00) and manuals to be distributed during the
training will be printed ($1,000.00).
The two -laptop computers and their corresponding software programs ($7,962.-00) will
assist the police officers in their field data collection efforts. These laptop computers will
provide the officers with direct access to useful and timely crime data and,the ability to
analyze crime problems while on patrol.
Comparisons of pre/post surveys and crime data will measure the project effectiveness.
The success of the program will be determined by a reduction in absenteeism, an
improvement in grades, a reduction in crime in the area, and the general perception of all
of the stakeholders involved (Assessment).
The status of the current program is still in the planning stages. The Project Director has
.been meeting with school administrators to begin hiring employees. We expect the
program to be operational at the beginning of the school year (August 1999).

the current edition of the appropriate COPS grant owner's manual;
and with all other applicable laws, orders, regulations or circulars.
7. You will, to the extent practicable and consistent with applicable
law, seek, recruit and hire qualified members of racial and ethnic
minority groups and qualified women in order to further effective
law enforcement by increasing their ranks within the sworn posi-
tions in -your -agency.
8. You will not, on the ground of race, color, religion, national origin,
gender, disability or age, unlawfully exclude any person from partic-
ipation in, deny the benefits of or employment to any person, or sub-
ject any person to discrimination in connection with any programs
or activities funded in whole or in part with Federal funds. These
civil rights requirements are found in the non-disaimination provi-
sions of the Omnibus Crime Control and Safe Streets Act of 1%8, as
amended (42 U.S.C. §3789(d)); Title VI of the Civil Rights Act of 1964,

A. In the event that any court or administrative agency makes a
