AN ORDINANCE OF THE MIAMI CITY COMMISSION
ESTABLISHING INITIAL RESOURCES AND APPROPRIATIONS
FOR A SPECIAL REVENUE FUND ENTITLED "TROOPS FOR
COPS 99 GRANT," AUTHORIZING THE CITY MANAGER TO
ACCEPT A GRANT, IN THE AMOUNT OF $54,900, FROM THE
U. S. DEPARTMENT OF JUSTICE, OFFICE OF COMMUNITY
ORIENTED POLICING SERVICES (COPS), AND TO EXECUTE
ALL NECESSARY DOCUMENTS IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, TO ACCEPT SAID GRANT;
AUTHORIZING THE EXPENDITURES OF SAID GRANT FOR
OPERATION OF SAID PROGRAM; CONTAINING A -REPEALER
PROVISION AND SEVER.ABILITY CLAUSE.
WHEREAS, the Department of Police has received a Troops for
COPS 99 Grant ("Grant") from the U. S. Department of Justice,
Office of Community Oriented Policing Services; and
WHEREAS, said Grant will provide reimbursement for expenses
associated with the hiring of three veterans honorably discharged
from active duty with the armed forces on or after
October 1, 1993; and
WHEREAS, the Grant required agencies to meet certain
eligibility requirements; and
WHEREAS, the Department of Police had to receive a COPS
Universal Hiring Program award on or after October 1, 1997, and

hire eligible veteran(s) under this award; and
WHEREAS, a copy of the official military discharge papers
(DD-214) was used to verify the eligibility of each veteran
requested for funding; and
WHEREAS, the U. S. Department of Justice, Office of
Community Oriented Policing Services (COPS) has approved an award
in the amount of $54,900, towards the expenses associated with
the hiring of three veterans;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The following Special Revenue Fund is hereby
established and resources are hereby appropriated as described
herein:

Section 3. The City Manager is hereby authorized!' to
accept the grant from the U.S. Department of Justice, Office of
Community Oriented Policing Services and to execute all necessary
documents, in a form acceptable to the City Attorney, for
acceptance of the aforesaid monies for the operation of said
Program.
Section 4. The Department of Police is authorized to
expend monies from this Fund for the operation of said Program.
Section 5. All Ordinances or parts of Ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 6. If any section, part of section, paragraph,
clause, phrase, or word of this Ordinance is declared invalid,
the remaining provisions of this Ordinance shall not be affected.
Section 7. This Ordinance shall become effective thirty

It is respectfully recommended that the City Commission adopt the attached Ordinance which
establishes initial resources and initial appropriations for a Special Revenue Fund entitled: "Troops
for COPS 99 Grant," accepting a grant from the U. S. Department of Justice, Office of Community
Policing Services, in the amount of $54,900.00.
BACKGROUND
The Police Department has been awarded a grant, in the amount of $54,900, from the U.S.
Department of Justice, Office of Community Oriented Policing Services (COPS). Agencies
awarded funding under "Troops to COPS 99" were required to meet certain eligibility
requirements. Each agency must have received a COPS Universal Hiring Program Grant award,
on or after October 1, 1997, and hired an eligible veteran under the award. Additionally, the hired
veteran had to be honorably discharged from active duty with the armed services (Army, Navy, Air
Force or Marines) on or after October 1, 1993. Furthermore, a copy of the official military
discharge papers (DD 214) was used to verify the eligibility status of each veteran requested for
funding. Based on these requirements, this grant will provide reimbursement for expenses
associated with the hiring of three (3) veterans.

Dear Chief O'Brien:
It is with great pleasure that I write to inform you that your Department will receive a Troops to
COPS 99 grant award. This grant will provide reimbursement for expenses associated with the hiring of
3 veteran(s) at an estimated cost of $54,900.00. The grant period is from August 1, 1999 through July 31,
2000. During this time, reimbursement ran he reauested for approved trainin41 uniforms and/or basic
issue equipme t fanded ender the grant.
Agencies awarded under Troops to COPS 99 were required to meet certain eligibility requirements.
Each agency had to receive a COPS Universal Hiring Program award on or after October 1, 1997, and hire
an eligible veteran under this award. Additionally, the hired veteran had to be honorably discharged from
active duty with the armed services (Army, Navy, Air Force or Marines) on or after October 1, 1993. A copy
of the official military discharge papers (DD 214) was used to verify the eligibility of each veteran requested
for funding.
Within the next 3-4 weeks, you will receive your official award and award package. This package
will contain an approved budget and a Grant Owner's Manual. Agencies with a special condition on their
Award will also receive a separate document explaining the condition. Upon receipt of these materials, please
read and familiarize yourself with them. To accept the grant, you must sign the official award document (arid
special condition, if applicable) and return it to the COPS Office within 90 days. Failure to return the signed
award document within the 90 day period could result in a withdrawal of grant funds without further notice
from the COPS Office.
The COPS Office is pleased that you are participating in a program which allows military veterans
the opportunity to serve in law enforcement. We look forward to working with you throughout your grant
period.

What is the FTA training and how does it relate to the community policing training?
Immediately upon completion of a rookie officer's academy training, even before they start
their training with their Field Training Officers (FTOs), all new police officers are required to
go through a two -week training period with Neighborhood Resource Officers (NROs). The
NROs are part of the Neighborhood Enhancement Team (NET), the Miami Police
Department's community oriented policing initiative.
During the two -week training period, rookie officers are exposed to every phase of what an
NRO may do on a daily basis. He is exposed to the concept of community policing and the
numerous responsibilities and the type of actions that an NRO may need to take. They
become sensitive to dealing with the diverse community as the one found in the City of
Miami. This is very important to an officer's development, especially before they become a
part of the hectic daily grind of police work. We want them to buy into the concept of
community oriented policing.
One of the first things that police officers learn is that they cannot get the job done by
themselves. They need the assistance of all of the available resources throughout the
community. From the onset, these new officers are indoctrinated into community oriented
policing. Their training includes comparisons of traditional policing and this new concept.
They soon learn that by not being confrontational, and by using this pro -active preventive
method, they are better able to get along with the community, which can only translate into
accomplishing positive result.
They hands on experience in watching our NROs develop specialized programs tailor made
just for that particular neighborhood, attend community meetings, run youth programs, and
tend to the everyday tasks of a community policing officer. They get first hand knowledge of
that community's need and how to go about meeting them. It could be: making citizens
and/or victims aware of what resources are available; talking with a landlord about cleaning
up their property, helping single parents to build-up their self-esteem; counseling youngsters
on the dangers of drug use and gang participation, setting up crime watch associations, etc.
Currently, our NROs do code enforcement and deal with public works and solid waste issues
that effect their specific neighborhood. They learn to conduct surveys and give crime
prevention tips to community groups and business organizations. They frequently _write
newsletters and provide victims of crime with crime prevention information. 11855

The experience they gain is immeasurable to them and to this department. We have found
this training to be better than any classroom experience they may gain as a community
oriented policing officer.
Salary Computation
$21.47 average salary`'
This salary is equivalent to the average of a Field Training Officer (FTO)'s annual salary of
$42,629.81, plus 5% incentive pay for the additional responsibilities as FTA. It was broken
down by using the annual salary and dividing it by one pay period or 80 hours.
NOTE: The training officer, whether it is the Neighborhood Resource Officer or the Field
Training Officer may be referred to as the Field Training Advisor when acting in the status
of training officer.

Application Checklist
Applications submitted for funding under Troops to COPS 99 must include the
following items. Failure to submit all of the requested information may result in a
delay in processing or a denial of funding.
• A completed Troops to COPS 99 application with all required original signatures.
• A completed budget worksheet.
• A Veteran Information Form for each veteran hired.
• Military discharge papers (DD Form 214) submitted for each veteran. This form
must indicate the official separation date, branch of service, and status of the
discharge.
• The original application and two copies should be postmarked no later than
April 30,1999, and mailed to the following address. Since we require original
signatures on all documents, fax copies cannot be accepted.
