ORDINANCE NO.
AN ORDINANCE OF THE MIAMI CITY COMMISSION
AMENDING ORDINANCE NO. 11520, TO INCREASE
APPROPRIATIONS TO THE SPECIAL REVENUE FUND
ENTITLED "COPS MORE 96" IN THE AMOUNT OF
$340,002, SAID ADDITIONAL FUNDS RECEIVED IN
1998 AND 1999 AS SUPPLEMENTAL GRANTS FROM THE
U.S. DEPARTMENT OF JUSTICE FOR THE CONTINUED
OPERATION OF THE "COPS MORE 96" PROGRAM;
FURTHER AUTHORIZING THE CITY MANAGER TO
ACCEPT SAID GRANTS, AND TO EXECUTE THE
NECESSARY DOCUMENT(S), IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY, FOR SAID PURPOSE;
CONTAINING A REPEALER PROVISION, SEVERABILITY
CLAUSE, AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, pursuant to Ordinance No. 11520, adopted
June 26, 1997, a Special Revenue Fund entitled ".COPS MORE 96" was
established to appropriate funds, in the amount of $9,537,933,
for the implementation and operation of the "COPS. MORE 96"
Program, and to accept a grant from the U.S. Department of
Justice to hire personnel to expand the Police Department's crime
analysis function, and purchase mobile digital computers, related
equipment and services, computer so,ftware, hardware, and
peripherals; and
WHEREAS, on April 7, 1998, the U.S. Department of Justice
awarded the Police Department a supplemental grant (identified as
Supplement No. 1) for the "COPS -MORE 96" Program, in the amount
of $170,001; and
WHEREAS, on May 13, 1999, the U.S. Department of Justice
awarded the Police Department a second supplemental grant
(identified as Supplement No. 2), in the amount of $170,001, for
said Program; and
WHEREAS, to reflect the appropriation of the supplemental
grant awards to said Special Revenue Fund and to authorize the
City Manager to execute the necessary agreements for acceptance
of said grants, an amendment to Ordinance No. 11520 is required;
and
WHEREAS, no matching funds are required from the City of
Miami as a condition for acceptance of said grants; and
WHEREAS, any purchases for the expenditure of said funds
must comply with applicable City Code procurement requirements;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Section 2 of Ordinance No. 11520, adopted
June 26, 1997, is hereby amended in the following particulars:!/
"Section 2. The following Special Revenue Fund
is hereby established and resources are hereby
appropriated as described herein:
'- words and/or figures stricken through shall be deleted. Underscored
words and/or figures shall be added. The remaining provisions are now
in effect and remain unchanged.

Section 3. The City Manager is hereby authorize&1 to
accept two supplemental grants from the U.S. Department of
Justice, Office of Oriented Policing Services, and to execute the
necessary documents, in a form acceptable to the City Attorney,
for the continued operation of the "Cops More 96 Program".
Section 4. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict,with the provisions of
this Ordinance are hereby repealed.
Section 5. If any section, part of section, paragraph,
clause, phrase, or word of this Ordinance is declared invalid,
the remaining provisions of this Ordinance shall not be affected.
Section 6. This Ordinance shall become effective thirty

RECOMMENDATION:
It is respectfully recommended that City Commission adopted the attached Ordinance amending
Ordinance No. 11520, adopted on June 26", 1997, which established initial resources and initial
appropriations for a Special Revenue Fund entitled: "COPS MORE 96," thereby increasing said
appropriation in the amount of $340,002, consisting to two additional supplemental grant awards
($170,001 each) from the U. S. Department of Justice, Office of Community `Oriented Policing.
There are no matching funds required by the City of Miami.
BACKGROUND:
The Department of Police was awarded grant funds in 1997 under the U. S. Department of Justice's
"COPS MORE" Program, in the amount of $9,537,933. These funds were used to purchase
Mobile Digital Computers (MDCs) and related equipment and services, to hire personnel to expand
the crime analysis function and to provide for computer software, hardware and peripherals for
crime analysis. Since this initial grant, the U. S. Department of Justice has awarded Supplemental
1 ($170,001) and Supplemental 2 grant increases totaling $340,002 to the Police Department for
the purpose of continuing the. Crime Analysis function. Specifically, these supplemental monies
will be used to cover the cost of salaries and benefits for two (2) Crime Analyst I and one (1)
Crime Analyst II positions, already hired under this grant.

Section 6. This Ordinance is hereby declared to be an
emergency measure on the grounds of necessity of the City of
Miami to make the required and necessary payments to its
employees and officers, necessary and required purchases of goods
and suppkiee, and to generally carry on the functions and duties
of municipal affairs.
Section 7. The requirements of reading this Ordinance on
two separate days is hereby dispensed with by an affirmative vote
of not less than four -fifths of the members of the Commission.
Section 8. This Ordinance shall become effective
immediately upon its adoption:
