HomeMy WebLinkAboutO-11843J-99-830 10/10/99 11843 ORDINANCE NO. AN EMERGENCY ORDINANCE OF THE MIAMI CITY COMMISSION ESTABLISHING A SPECIAL REVENUE FUND ENTITLED: "REFUGEE EMPLOYMENT AND TRAINING. ("RET") PROGRAM (PY'99-2000)"; APPROPRIATING FUNDS FOR ITS OPERATION IN THE ESTIMATED AMOUNT OF $106,170 FROM THE FLORIDA DEPARTMENT OF CHILDREN AND FAMILIES THROUGH THE OFFICE OF REFUGEE RESETTLEMENT, U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES; AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT, AND TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the South Florida Employment and Training Consortium ("SFETC") has awarded the City $106,170 under the Refugee Employment and Training ("RET") Program to provide employment and training services for entrants/refugees; and WHEREAS, the City is operating the Department of Community Development/Office of Workforce Development in PY 199-2000 to meet the mandate for the grant award; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: REFUGEE EMPLOYMENT AND TRAINING ("RET") PROGRAM (PY `99-2000) RESOURCES: Office of Refugee Resettlement, U.S. Department of Health and Human Services through Florida Department of Children and Families and .South Florida Employment and Training Consortium $106,170 APPROPRIATION: Refugee Employment and Training ("RET") Program (PY 19.9-2000) $106,170 Section 3. This appropriation is contingent upon funding by the South Florida Employment and Training Consortium ("SFETC") and the City Manager's acceptance thereof. Section 4. The City Manager is hereby authorizedll to �i The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. - 2 - 1184 accept the grant from the U.S. Department of Labor, through the SFETC and to execute all necessary documents, in a form acceptable to the City Attorney, for the acceptance of said grant. Section 5. The herein authorization shall remain valid and outstanding even if the anticipated grant award is reduced or increased. Section 6. All Ordinances or parts of Ordinance insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 7. If any section, part of section, paragraph, clause, phrase, or word of this Ordinance is declared invalid, the remaining provision of this Ordinance shall not be affected. Section 8. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami and upon the further grounds of the necessity to make the required and necessary purchases and payments, and to generally carry out the functions and duties of municipal 3 - affairs. Section 9. The requirement of reading this Ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. Section 10. Warshaw City Manager RECOMMENDATION: DATE: ! _ ' FILE SUBJECT: Appropriation Ordinance for Refugee Employment and Training (RET) Program REFERENCES: (PY'99-2000) Commission Agenda Item ENCLOSURES: October 12, 1999 It is respectfully recommended that the City Commission adopt the attached Emergency Ordinance, which establishes a special revenue fund entitled, the Refugee Employment and Training (RET) Program, and appropriates funds for the operation of this program in the amount of $106,170, funded through the Florida Department of Children and Families with funds from the Office of Refugee Resettlement, U.S. Department of Health and Human Services, through the South Florida Employment and Training Consortium (SFETC). BACKGROUND: The Department of Community Development has prepared legislation appropriating funds and establishing the following special revenue fund as a result of a grant award from the South Florida Employment and Training Consortium (SFETC). The Consortium (SFETC) has awarded the City $106,170 to provide employment and training services to entrants/refugees in the City of Miami. This program is operated and administered by the Department of Community Development/Office of Workforce Development. The proposed legislation is presented as an Emergency Ordinance to ensure the continuation of these critical employment services to economically disadvantaged entrants/refugees in the City of Miami because the existing contract expires September 30, 1999. Adoption of the proposed legislation establishes the above -referenced new special revenue fund and appropriates funds as outlined above. This legislation also authorizes the City Manager to accept the grant award and enter into an agreement with the South Florida Employment and Training Consortium (SFETC).
