ORDINANCE NO. 11841
AN ORDINANCE OF THE MIAMI CITY COMMISSION MAKING
APPROPRIATIONS FROM THE DOWNTOWN DEVELOPMENT
DISTRICT AD VALOREM TAX LEVY AND OTHER
MISCELLANEOUS INCOME FOR THE DOWNTOWN DEVELOPMENT
AUTHORITY OF THE CITY OF MIAMI, FLORIDA, FOR THE
FISCAL YEAR BEGINNING OCTOBER 1, 1999 AND ENDING
SEPTEMBER 30, 2000; AUTHORIZING THE DOWNTOWN
DEVELOPMENT AUTHORITY TO INVITE AND ADVERTISE
REQUIRED BIDS; PROVIDING FOR BUDGETARY
FLEXIBILITY; PROVIDING THAT THIS ORDINANCE BE
DEEMED SUPPLEMENTAL AND IN ADDITION TO THE
ORDINANCE MAKING APPROPRIATIONS FOR THE FISCAL
YEAR BEGINNING OCTOBER 1, 1999 AND ENDING
SEPTEMBER 30, 2000 FOR THE OPERATIONS FOR THE CITY
OF MIAMI; CONTAINING A REPEALER PROVISION,
SEVERABILITY CLAUSE AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the Board of Directors of the Downtown Development
Authority of the City of Miami, Florida, has approved and
submitted to the City Commission an estimated budget of the
expenditures and revenues of the Downtown Development Authority
for the Fiscal Year beginning October 1, 1999 and ending
September 30, 2000, as prepared by the Executive Director of the
Downtown Development Authority, a copy of said budget having been
made available in a newspaper of general circulation of the City;
and
WHEREAS, the City Commission has reviewed the Downtown

Development Authority's Budget;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference
thereto and incorporated herein as fully set forth in this
Section.
Section 2. The following appropriations for Fiscal Year
1999-2000 are hereby approved for the maintenance and for the
purpose of financing the operations and other legal and proper
purposes of the Downtown Development Authority of the City of
Miami, Florida:

Special Projects & Professional Services $ 823,511.00
Operating Expenses $342,450.00
Sub -Total Required Funds $ 1,661,761.00
Contingencies $ 25,000.00
Total Appropriated Funds $ 1,686,761.00

Ad Valorem Tax Levy Within
The Downtown Development

Total Revenue For Budget $ 1,686,761.00
Section 3. Said appropriations are the anticipated
expenditure requirements for the Downtown Development Authority
for the period October 1, 1999 to September 30, 2000, but are not
mandatory should efficient administration of the Downtown
Development Authority or altered economic conditions indicate
that a curtailment in certain expenditures is necessary. The
Board of Directors of the Downtown Development Authority is

specifically authorized to withhold any of these appropriated
funds from encumbrance or expenditure shall such action appear
advantageous to the economic and efficient operation of the
Downtown Development Authority.
Section 4. The Downtown Development Authority is hereby
authorized to make transfers between the detailed accounts
comprising any of the amounts appropriated by Section 2 hereof,
in order that the available and required balance in any such
account may be used for other necessary and proper purposes,
however, no provision contained in this Ordinance shall be
construed to violate the Anti -Deficiency Act, as set forth in
Sections 2-1145 through Sections 2-1148 of the Code of the City
of Miami, Florida, as amended.
Section 5. The Downtown Development Authority is hereby
authorized to invite or advertise for bids for the purpose of any
material, equipment or services embraced in the aforementioned
appropriations, for which formal bidding is required, such bids
to be returnable as required by law.
Section 6. The Ordinance shall be deemed supplemental
and in addition to the Ordinance making appropriations for the
Fiscal Year beginning October 1, 1999 and ending September 30,
2000, for operations of the City of Miami.
Section 7. All ordinances or parts of ordinances insofar
as they are inconsistent of in conflict with the provisions of
this Ordinance are hereby repealed.
Section 8. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the

remaining provisions of this Ordinance shall not be affected.
Section 9. This Ordinance shall become effective thirty
(30) days after final reading and adoption thereofY

Recommendation
It is respectfully requested that the City Commission adopt the attached Appropriations
Ordinance for the Downtown Development Authority for the fiscal year beginning October 1,
1999 and ending September 30, 2000.
Background
Chapter 14 of the City of Miami Code authorizes the City
p ty Commission to levy an additional ad
valorem tax on all real and personal property within the Downtown Development Authority
District for the purpose of financing the operations of the Downtown Development Authority.
The proposed DDA budget for the Fiscal Year 1999-2000 is based on an estimated increase in
revenues of $193,134.00 ( 13%).
Attached for City Commission approval is an Appropriations Ordinance for the Downtown
Development Authority for the Fiscal Year beginning October 1, 1999 and ending September 30,
2000. _

WHEREAS, the Downtown Development Authority of the City of Miami, Florida

WHEREAS, the Board of Directors of the Downtown Development Authority has
reviewed said budget, said budget being based on the Estimated Tax Roll provided by
Miami Dade County; and
WHEREAS, the Board of Directors of the Downtown Development Authority finds
that the proposed budget is necessary in order to further the objectives of the Downtown
Development Authority, as authorized by City Ordinance.

Section 1. The budget of the Downtown Development Authority, as submitted
by the Executive Director, is made part of this Resolution and is hereby appr6ved as shall
be known as the "Annual Budget of the Downtown Development Authority: Fiscal Year
October 1, 1999 through September 30, 2000".
Section 2. The following 'appropriations for the Fiscal Year beginning
October 1, 1999 and ending September 30, 2000, are hereby made for the maintenance
and for the purpose.of financing the operations and other legal and proper purposes of the
Downtown Development Authority of the 'City of Miami, Florida, to wit:
PERSONAL SERVICES $495,800.00
PROFESSIONAL SERVICES AND SPECIAL PROJECTS $823,511.00
OPERATING EXPENSES $342,450.00
TOTAL REQUIRED FUNDS $1,661;761.00
CONTINGENCIES $25,000.00

shall be entitled "Annual Budget of the Downtown Development Authority: Fiscal Year
October 1, 1999 through September 30, 2000".
Section 6. A copy of this Resolution and the attachment shall be filed with the
City Clerk of the City of Miami, Florida after adoption of the millage by the City of Miami
Commission.

VALUE OF -ALL REAL AND" PERSONAL PROPERTY IN
ID SAID DISTRICT; PROVING THAT SAID MILLAGE AND
THE LEVYING OF TAXES WITHIN THE TERRITORIAL
LIMITS OF THE CITY OF MIAMI AS'REFLECTED IN THE
CITY'S MILLAGE LEVY ORDINANCE FOR THE AFORE-
SAID FISCAL YEAR WHICH IS REQUIRED BY CITY CHAR-
TER SECTION 27; PROVIDING THAT THE FIXING OF THE -
MILLAGE AND THE LEVYING OF TAXES HEREIN SHALL
BE IN ADDITION TO SPECIAL ASSESSMENTS; PROVID-
ING THAT THIS ORDINANCE SHALL NOT BE DEEMED AS
REPEALING .OR AMENDING ANY OTHER ORDINANCE
FIXING MILLAGE OR LEVYING TAXES, BUT SHALL BE
DEEMED SUPPLEMENTAL AND IN ADDITION THERETO;

THORITY TO INVITE AND ADVERTISE REQUIRED BIDS;
