AN EMERGENCY ORDINANCE OF THE MIAMI CITY
COMMISSION AMENDING ORDINANCE NO. 11655 WHICH
ESTABLISHED THE SPECIAL REVENUE FUND ENTITLED
"1997 SUPER NOFA'S SHP (SUPPORTING HOUSING
PROGRAM) GRANT FOR OUTREACH SERVICES TO THE
HOMELESS," TO INCREASE APPROPRIATIONS TO SAID
FUND, IN THE AMOUNT OF $449,622.00, CONSISTING OF
FUNDS RECEIVED FOR THE SECOND AND THIRD YEAR
GRANT AWARDS FROM THE UNITED STATES DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT ("US HUD"),
ADMINISTERED THROUGH THE MIAMI =DADE COUNTY
HOMELESS TRUST ("TRUST"), AN AGENCY OF MIAMI-DADE
COUNTY,, FOR THE PROVISION OF OUTREACH,
INFORMATION, REFERRAL, ASSESSMENT AND PLACEMENT
SERVICES TO HOMELESS INDIVIDUALS BY THE CITY OF
MIAMI FOR A PERIOD OF THREE YEARS; AUTHORIZING
THE CITY MANAGER TO ACCEPT SAID GRANTS AND
EXECUTE THE NECESSARY DOCUMENT (S), IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID
PURPOSE; CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, pursuant to Ordinance No. 11655, adopted May 26,
1998, a Special Revenue Fund entitled 111997 Super NOFA's SHP
Grant for Outreach Services to the Homeless," was established to
accept and appropriate $224,811.00, as the first of a three year
grant award from the United States Department of Housing and
Urban Development ("US HUD"), administered through the Miami -Dade
County Homeless Trust ("Trust"), an agency of Miami -Dade County,
for the provision of outreach, information, referral,

assessment and placement services to homeless individuals; and
WHEREAS, funding for the second and third year grant awards
are now available and it is in order for the City of Miami to
accept said grants from US HUD and to appropriate said funds, in
the amount of $449,622.00, to said Special Revenue Fund;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized" -to:
accept the second and third .year grant awards, in the amount of
$449,622.00, from, and execute an agreement, in a form acceptable
to the City Attorney, with the United States -Department- of
Housing and Urban Development ("US HUD"), administered through
the Miami -Dade County Homeless Trust ("Trust"), an.. -agency.. of
Miami -Dade County, for the provision of outreach, information,
referral, assessment and placement services to homeless
individuals by the City of Miami for three years.
Section 3. Ordinance No. 11655 is hereby amended to
reflect an increase in the appropriations to the Special Revenue

requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.

Section 4. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section S. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared.invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 6. This Ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety,. and property -of the City.
of Miami, and upon the further grounds of the necessity to make
the required and necessary payments to its employees and
officers, payment of its debts, necessary and required purchases
of goods and supplies, and to.generally carry on the functions
and duties of municipal affairs.
Section 7. The requirement of reading this Ordinance on
two separate days is hereby dispensed with by an affirmative

effect and remain unchanged.

It is respectfully recommended that the City Commission adopt the attached Ordinance amending
Ordinance No. 11655, as amended, adopted April 27, 1998, entitled "1997 Super NOFA
Supportive Services Grant" by increasing the total amount appropriated by $449,622.00 , to reflect
additional funding from second and third year grant funding monies, for a total appropriation to
said fund, in the amount of $674,433.00.
Background
On April 8, 1997, U.S. HUD announced the issuance of a Notice of Funding Availability (NOFA)
with three components. One of them, the Supportive Housing Program (SHP), provides funds to
develop housing and supportive services for homeless persons. The application process was
competitive and called for local communities to develop community -wide consolidated
applications.
To enhance the quality of Miami -Dade County's application to U.S. HUD, a working group
compromised of homeless providers and other county agencies was formed. It was determined
that the Miami -Dade County Homeless Trust would be the lead agency and central administrator.
In December 1997, U.S. HUD announced that Miami -Dade County was awarded $13,238,793
million (this is one of the top ten awards in the nation). Some of the services that are funded by
this three year grant include transitional housing, employment training and placement, vocational
education, child care, legal services and coordinated case management. The City of Miami, Office
of Homeless Programs (OHP) has been allocated funds to provide outreach, information and
referral, assessment and placement services for three years.

DADE COUNTY; AUTHORIZING THE - CITY MANAGER TO

WIT�REAS, the City of Miami's Office of Homeless Programs (OHP) offers outreach,
information,'referral, assessment and placement services to the homeless, and said services are an
integral part` of the Miami -Dade County Homeless Plan being implemented by the Miami -Dade
County Homeless Trust (the Trust); and

WHEREAS, the City of Miami's Office of Homeless Programs participated in a
county -wide; application for a Supportive Housing Program•Grant under U.S. HUD's 1997
Super Nofa .which funds housing and services programs for homeless individuals; and
WI-IF,REAS, U. S. HUD notified the Trust, that the local agencies. it represents are eligible
to receive a three year grant entitled "Super Nofa" beginning June, 1998; and

WHEREAS, the Super Nofa, to be administered by the Trust, includes an award of
$224,811.00 per year, for three years, to the Office of Homeless Programs for outreach,
information, referral, assessment and placement services to homeless individuals; and
WI-iEREAS, this award will partly replace (20% less) a Model Cilties Initiatives Grant
which terminates May 3 1, 1998;
NOW, THEREFORE, BE IT ORDAINED BY THE CONMSSION OF THE CITY OF
MIAAU, FLORIDA.
Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby
adopted by reference thereto and incorporated herein as if fully set forth in this Section.
Section 2. The following Special Revenue Fund is hereby established and resources are
hereby appropriated as described herein:

Section 4. The City Manager is hereby authorized' to accept'said grant as set forth in the
Preamble to this Ordinance and to execute the necessary document(s), in a form acceptable to the
City Attorney, for this purpose.
Section 5. All ordinances or parts of ordinances insofar as they are inconsistent or in
conflict with the provisions of this Ordinance are hereby repealed.
The herein authorization is further subject to compliance with all requirements that may tie Imposed by the City
y Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions.
