ORDINANCE NO. 11806
AN EMERGENCY ORDINANCE OF THE MIAMI CITY
COMMISSION., ESTABLISHING A NEW SPECIAL
REVENUE FUND ENTITLED "1999 WAGES COALITION
SUMMER CAMP" AND APPROPRIATING FUNDS FOR THE
OPERATION OF SAID PROGRAM IN THE AMOUNT OF UP
TO $50,000, CONSISTING OF A GRANT FROM THE
DADE-MONROE WAGES COALITION; FURTHER
AUTHORIZING THE CITY MANAGER TO EXECUTE THE
NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, FOR THE ACCEPTANCE OF SAID
GRANT; CONTAINING A REPEALER PROVISION ANDA
SEVERABILITY CLAUSE; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS the Dade -Monroe WAGES Coalition has awarded the City
of Miami a grant in the amount of up to $50,000 to fund. Summer
Camp for the children of participants of the City's WAGES
program; and
WHEREAS, the 1999 Summer Camp Programs administered by the
Department of Parks and Recreation and the WAGES Program through
the Office of Workforce Development meet the requirements of the.
grant award;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference

thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The following Special Revenue Fund is hereby
established and resources are hereby appropriated as described
herein:
FUND TITLE: 111999 WAGES COALITION SUMMER CAMP PROGRAM"
RESOURCES: DADE-MONROE WAGES COALITION $50,000.
APPROPRIATIONS: WAGES COALITION SUMMER CAMP $50,000
EFFECTIVE DATE: June 18, 1999
Section 3. This appropriation is contingent upon funding
by the Dade -Monroe Wages Coalition and the City Manager's
acceptance:thereof
Section 4. The City Manager is hereby authorized!' .to
accept the aforementioned grant and execute the necessary
documents, in a form acceptable to the- City. Attorney, to
implement acceptance of said grant.
Section 5. The herein authorization shall remain valid
whether the anticipated grant award is reduced or increased.
Section 6. All ordinances or parts of ordinances insofar

all requirements that may be imposed by the City Attorney,
including but not limited to those prescribed by applicable City
Charter and Code provisions.

as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 7. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 8. This Ordinance is hereby declared to be an
emergency measure on the grounds of necessity of the City of
Miami to, make the required and necessary payments to its
employees and officers, necessary and required purchases of goods
and supplies, and to generally carry on the functions and duties
of municipal affairs.
Section 9. The requirements of reading•.this Ordinance on
two separate days is hereby dispensed with an affirmative vote.of
not less than four -fifths of the members of the Commission.
Section 10. This Ordinance shall become effective.

If the Mayor does not sign this Ordinance, it shall become effective at
the end of ten calendar days from the date it was.passed and adopted.
If the Mayor vetoes this Ordinance, it shall become effective
immediately upon override of the veto by the City Commission.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached
Emergency Ordinance which establishes a new Special Revenue Fund entitled:
1999 WAGES Coalition Summer Camp and appropriates funds for the operation
of this program in the amount of $50,000.00 from supportive services monies
provided through a grant award from the Dade -Monroe WAGES Coalition.
BACKGROUND:
The Department of Community Development has prepared legislation
appropriating fund and establishing the following Special Revenue Fund as a
result of a grant award from the Dade -Monroe WAGES Coalition, hereafter
referred to as the Coalition.
The Coalition has awarded the City of Miami the maximum sum of $50,000 to
fund up to 125 slots for the seven (7) to thirteen (13) year old youth of the City's
WAGES participants at the 1999 Summer Camp programs run by the City's
Department of Parks and Recreation.
The referral of eligible participants will be coordinated by the Department of
Community Development, while the programmatic delivery of Summer Camp
activities will be administered by the Department of Parks and Recreation.
Adoption of the proposed legislation establishes the above referenced new Special
Revenue Fund and appropriates funds for the account as outlined above. Also,
this legislation authorizes the City Manager to accept the grant award and enter
into agreements with the Dade -Monroe WAGES Coalition.
There are no matching funds required for this program.

The Department of Community Development received a contract today in the
amount of $50,000.00 from the Dade -Monroe WAGES Coalition for execution.
This contract presents the City of Miami the opportunity to provide up to 125 paid
Summer Camp opportunities to the youth of the City's WAGES participants
through our Parks and Recreation Department.
While this is a tremendous opportunity for the children of the city's WAGES
Programs, there are several inherent time constraints that necessitate immediate
action by the City to ensure that the City's Wages youth can participate in the
Summer Camp. The Parks and Recreation Summer Camp Program commences
June 21St and the Dade -Monroe WAGES Coalition is requesting an immediate
response to execute the contract. Therefore, authorization is requested to submit a
late item for the City Commission agenda of June 22, 1999. It is further requested
that this item be placed on the City Commission agenda as an emergency
ordinance so that the City will not lose the funding and will be able to deliver
these services to the youth of our program participants.
