COMMISSION RELATED TO THE AFFIRMATIVE ACTION ADVISORY BOARD ("AAAB"); AMENDING THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED ("CODE"), TO REDUCE THE NUMBER OF MEMBERS REQUIRED FOR A QUORUM TO CONVENE A MEETING OF THE AAAB; AND CORRECTING A SCRIVENER'S ERROR TO REFLECT THOSE BOARDS •WHICH HAVE BEEN EXEMPTED BY ORDINANCE FROM THE QUORUM PROVISIONS SET FORTH IN SAID CODE; MORE PARTICULARLY BY AMENDING SECTIONS 2-887 AND 2-979 OF SAID CODE; CONTAINING A REPEALER PROVISION. AND A SEVERABILITY CLAUSE; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Section 2-887 of the Code of the City of Miami, Florida, as amended (the "Code"), mandates that the presence of fifty percent (50°s) plus one members of a City of Miami board or committee shall constitute a quorum at any meeting of a board or committee; and WHEREAS, an amendment to reduce the quorum requirement to "a majority of the members present at a meeting" will greatly enhance the Affirmative Action Advisory Board's ability to act; and WHEREAS, pursuant to amendatory ordinances previously adopted by the City Commission, the Bayfront Park Management Trust, International Trade Board, and Urban Design Review Board 11801 have been exempted from said provisions, and language reflecting same should be set forth in Section 2-887; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Chapter 2, Article XI, of the Code of the City of Miami, Florida, as amended, entitled "ADMINISTRATION, BOARDS, COMMITTEES, COMMISSIONS" is hereby amended in the following particulars:" Article XI. DIVISION 2 "Chapter 2 ADMINISTRATION BOARDS, COMMITTEES, COMMISSIONS STANDARDS FOR CREATION AND REVIEW OF BOARDS GENERALLY Sec. 2-887. Quorum requirements. A quorum for all boards' meetings, except for meetings of the Bayfront Park Management Trust, International Trad Board, Urban n vPlonm nt Review Board. and Affirmative Action Advisory Roar shall consist of 50 percent plus one of the board's total membership. the decision of a majority of the board members present and voting at a meeting at which a quorum is present shall be the decision of the board. 1' Words and/or figures stricken through shall be deleted. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions .of this Ordinance are hereby repealed. Section 4. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 5. This Ordinance shall become effective thirty. The Ordinance will also correct a scrivener's error to reflect those boards which have been exempted by ordinance from the quorum provisions set forth in Section 2-887 of the Code.
