HomeMy WebLinkAboutO-11792J-99-412 4/30/99 ORDINANCE NO. 11792 AN EMERGENCY ORDINANCE OF THE MIAMI CITY COMMISSION ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: " SUMMER FOOD SERVICE PROGRAM FOR CHILDREN 1999 " AND APPROPRIATING FUNDS FOR THE OPERATION OF SAME IN THE ESTIMATED AMOUNT OF $430,652 CONSISTING OF A GRANT FROM THE UNITED STATES DEPARTMENT OF AGRICULTURE THROUGH THE FLORIDA DEPARTMENT OF EDUCATION; AUTHORIZING THE CITY MANAGER TO ACCEPT THE GRANT AWARD FROM THE UNITED STATES DEPARTMENT OF AGRICULTURE AND TO EXECUTE THE NECESSARY DOCUMENT(S), IN A FORM ACCEPTABLE TO THE CITY ATTORNEY; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Departments of Parks and Recreation sponsors a Summer Food Service Program for children which provides nutritional meals in conjunction with its comprehensive recreational programs; and WHEREAS, the Florida Department of Education, Food and Nutrition Management Division, with funding from the U.S. Department of .Agriculture ("USDA") has agreed to allow the City of Miami to participate in its Summer Food Program For Children; and WHEREAS, said State agency will reimburse the City at an estimated rate of $2.13 per lunch, and $.1850 per supplement, WHEREAS, each estimated $2.13 reimbursement will provide $2.13 for operational and actual lunch cost, and $.1850 for 11792 administrative costs of the program, and each $.475 supplement reimbursement will provide $0.49 for operational and actual supplement costs, and $0.475 for administrative cost of the program; and WHEREAS, an estimated 140,.850 lunches and 137,700 supplements will be served during the project period starting June 21, 1999 and ending August 20, 1999; and WHEREAS, an estimated $430,652 will be received from the State of Florida for carrying out said program; NOW,.THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals .and findings contained in the preamble to this Ordinance are hereby adopted ..by reference... thereto and included herein as if fully set forth. in this Section.. Section 2. The following Special Revenue Fund. is hereby established and resources are hereby appropriated as described herein: FUND TITLE: Summer Food Service for Children-1999 RESOURCES: Grant Reimbursements from the U. S. Department of Agriculture through the Florida Department of Education. $430,652 APPROPRIATION: Summer Food Service Program for Children-1999 $430,652 Section 3. This appropriation is contingent upon the approval of the City's application for said grant by the Florida Department of Education and the City Manager's acceptance - 2 - 11792 • thereof. Section 4. The City Manager is hereby authorized! to accept said grant from the United States Department of Agriculture, through the Florida Department of Education and to execute all the necessary documents(s) in a form acceptable to the City Attorney for said program. Section 5. All Ordinances or parts of Ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed.. Section 6. If any section, part of section, paragraph, clause, phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 7. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for.- the preservation of peace, health, safety, and property of the City of Miami, and upon the further grounds of the necessity to make the required and necessary payments to its employees and officers, payment of its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section 8. Warshaw REFERENCES: for Children -1999 City Manager ENCLOSURES: RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached emergency ordinance to create a new Special Revenue Fund and to appropriate grant funds in the estimated amount of $430,652, to be received from the United States Department of Agriculture (USDA) to conduct a summer food service program for youth aged 18 and under from June 21, 1999 through August 20, 1999. 0 BACKGROUND: Each year since 1968, the Department of Parks and Recreation has sponsored a Summer Food Service Program for children. Under this program, the City provides nutritional meals in conjunction with its comprehensive recreational program featuring arts and crafts, sporting activities, field trips and special events. This year, we plan to serve up to 3,130 lunches and 3,060 snacks per day using no less than twenty- nine (29) sites throughout the City. Based on 1998 program totals, we estimate that 140,850 lunches and 137,700 snacks will be served during the upcoming summer program. These figures average out to 3,130 lunches and 3,060 snacks each day for the 45 day program. Funding is provided to the City from'a USDA grant through Florida's Department of Education. This year's grant is estimated at $430,652 based on last year's meals figures and reimbursement rates of $2.13 for lunch and $.49 for afternoon supplements (snacks), as well as appropriate administrative expenses. This rate will provide sufficient funds to cover the meal cost and to hire the necessary temporary, part-time recreation aides to operate the program. The final grant award amount will be made available by Florida's Department of Education in April 1999. This item is companion to a resolution which would authorize the purchase of food through a Metro Dade County bid.
