ORDINANCE NO.
AN EMERGENCY ORDINANCE OF THE MIAMI CITY
COMMISSION, ESTABLISHING A NEW SPECIAL
REVENUE FUND ENTITLED: "SYETP - 99' SUMMER
YOUTH EMPLOYMENT TRAINING PROGRAM" AND
APPROPRIATING FUNDS FOR THE OPERATION OF SAID
PROGRAM IN THE AMOUNT OF $407,040, CONSISTING
OF A GRANT FROM THE SOUTH FLORIDA EMPLOYMENT
AND TRAINING CONSORTIUM (SFETC); AUTHORIZING
THE CITY MANAGER TO EXECUTE THE NECESSARY
DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, FOR THE ACCEPTANCE OF SAID GRANT;
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the South Florida Employment and Training
Consortium ("SFETC") has awarded the .City of Miami a $407,040
grant comprised of Summer Youth Employment Training Program
("SYTEP") funds from the U.S. Department of Labor to provide
employment services and paid work experience opportunities for
economically disadvantaged and at -risk youth; and
WHEREAS, the City of Miami is operating the Office of
Workforce Development in FY '99 to meet the requirements of the
SYETP;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY

OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The following Special Revenue Fund is hereby
established and resources are hereby appropriated as
described herein:
FUND TITLE: "SYETP - 99 SUMMER YOUTH EMPLOYMENT TRAINING
PROGRAM
RESOURCES: U.S. Department of Labor through the
South Florida Employment and Training
Consortium $407,040
APPROPRIATIONS: SYETP FY '99 $407,040
EFFECTIVE DATE: April 1, 1999 through September 30, 1999
Section 3. This appropriation is contingent upon funding
by the SFETC and the City Manager's acceptance.thereof.
Section 4. The City Manager is authorizedll to accept a
$407,040 grant from the SFETC and to execute all necessary
documents, in a form acceptable to the City Attorney, for
acceptance of the aforesaid monies for the operation of said

requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.

Program.
Section 5. The herein authorization shall remainvalid
and outstanding even if the anticipated grant award is reduced
or increased.
Section 6. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 7. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 8. This Ordinance is hereby declared to be an
emergency measure on the grounds of necessity of the City of
Miami to make the required and necessary payments to its
employees and officers, necessary and required purchases of goods
and supplies, and to generally carry on the functions and duties
of municipal affairs.
Section 9. The requirements of reading this Ordinance on
two separate days is hereby dispensed with by an affirmative vote
of not less than four -fifths of the members of the Commission.
Section 10. This Ordinance shall become effective

immediately upon adoption and signature of the MayorV

If the Mayor does not sign this Ordinance, it shall become effective at
the end of ten calendar days from the date it was passed and adopted. If
the Mayor vetoes this Ordinance, it shall become effective immediately
upon override of the veto by the City Commission.

RECOMMENDATION•
It is respectfully recommended that the City Commission adopt the attached Emergency
Ordinance which establishes a new Special Revenue Fund entitled: Program Year '99
Summer Youth Employment and Training Program and appropriate funds for the operation
of this program in the amount of $407,040.00 from a grant award through the South Florida
Employment and Training Consortium (SFETC).
BACKGROUND:
The Department of Community Development has prepared legislation appropriating funds
and establishing the following Special Revenue Fund as a result of a grant award from the
South Florida Employment and Training Consortium (SFETC).
SFETC has awarded the City of Miami $407,040.00 to provide paid summer work
experience for 256 economically disadvantaged and at -risk youth effective April 1, 1999.
This program is administered by the Department of Community Development's Office of
Workforce Development.
Adoption of the proposed legislation establishes the above' referenced new Special Revenue
Fund and appropriates funds for the account as outlined above. Also, this legislation
authorizes the City Manager to accept the grant award and enter into agreements with the
South Florida Employment and Training Consortium.
There are no City matching funds required for this program.
