Orange Bowl Stadium
Emergency Appropriations Ordinance
It is respectfully recommended that the City Commission adopt the attached
EMERGENCY ORDINANCE amending Section 6 of Ordinance No. 11705, as amended,
the Annual Appropriations Ordinance for the fiscal year ending September 30, 1999;
thereby revising previously approved scheduled Capital Improvement Projects in the
Public Facilities program area and increasing the appropriations to the existing Capital
Improvement Project No. 324002 entitled "Orange Bowl Ramps" from $250,000 to
$900,000.
BACKGROUND:
Inspections of the Orange Bowl Stadium indicate that portions of the stadium ramps and
some structural framing members show deterioration from corrosion and are in need of
immediate repairs. The City Manager has made a written finding that these needed
repairs constitute a valid public emergency to protect the safety and welfare of the public.
In order to cover the cost of the work under the City Manager's finding of a valid public
emergency, the existing funding of $250,000 for Orange Bowl Stadium ramps repairs
needs to be increased. The attached Emergency Ordinance increases the funding for the
emergency repairs to the stadium ramps and certain structural framing members from
$250,000 to $900,000. This Emergency Ordinance is also necessary to have the
appropriations in place as a companion to the proposed Resolution ratifying, confirming,
and approving the findings of the City Manager of an emergency at the Orange Bowl
Stadium to fund the cost of the necessary structural repairs and professional services.
