11756
AN EMERGENCY ORDINANCE OF THE MIAMI CITY
COMMISSION ESTABLISHING INITIAL RESOURCES AND
APPROPRIATIONS FOR A SPECIAL REVENUE FUND
ENTITLED "DISTRESSED NEIGHBORHOODS GRANT
PROGRAM" CONSISTING OF A GRANT, IN THE AMOUNT
OF $25,672,505, FROM THE U.S. DEPARTMENT OF
JUSTICE FOR THE PURPOSE OF HIRING ONE HUNDRED
SIXTY-EIGHT (168) POLICE OFFICERS FOR A THREE
(3) YEAR PERIOD TO IMPLEMENT SAID PROGRAM;
AUTHORIZING THE CITY MANAGER TO EXECUTE THE
NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, TO ACCEPT SAID GRANT AND
IMPLEMENT SAID PROGRAM; CONTAINING A REPEALER
PROVISION AND SEVERABILITY CLAUSE; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the Department of Police has been awarded grant
funds in the amount of $25,672,505 from the U.S. Department of
Justice to establish the Distressed Neighborhoods Grant Program
("Program"); and
WHEREAS, the Program will deploy problem solving performance
teams to economically disadvantaged and.high crime areas in the
City of Miami to address and solve the problems and stabilize the
areas; and
WHEREAS, to implement the Program one hundred sixty-eight
(168) . police officers must be hired for a three-year period and

trained to become members of the neighborhood performance teams;
and
WHEREAS,. said grant funds will be used for the above
purpose; and
WHEREAS, no matching funds are required from the City of
Miami;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this.

APPROPRIATIONS: Salaries and benefits for 168 police
officers over a three (3) year
period and necessary expenses
for the operation of the Distressed
Neighborhoods Grant Program. $25,672,505
Section 3.. The City Manager is hereby authorizedY to

Attorney, including but not limited to those prescribed by
applicable City Charter and Code provisions.

execute the necessary documents, in a form acceptable to the City
Attorney, to accept said grant and implement the Program.
Section 4. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 5. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 6. This Ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City
of Miami, and upon the further grounds of the, necessity to make
the required and necessary payments to its employees and
officers, payment of its debts, necessary and required purchases
of goods.and supplies, and to generally carry on the functions
and duties of municipal affairs.
Section 7. The requirements of reading this Ordinance on
two separate days is hereby dispensed with by an affirmative vote
of not less than four -fifths of the members of the Commission.
Section 8. This Ordinance shall become effective

immediately upon its adoption and signature of the Mayor.Z/

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Emergency Ordinance
which establishes initial resources and initial appropriations for a Special Revenue Fund entitled:
"Distressed Neighborhoods Grant Program," accepting a grant from the U.S. Department of
Justice, in the amount of $25,672,505 for the hiring of 168 police officers for a three year period,
and appropriating said funds for the operation of same. There are no matching funds required of
the City of Miami.
BACKGROUND
The Department has been awarded a grant, in the amount of $25,672,505.00, from the U.S.
Department of Justice. The grant will pay the salaries and benefits of one hundred sixty eight
(168) police officers for three (3) years. There are no matching funds required of the City of
Miami.
The Distressed Neighborhoods Grant Program will target the most disadvantaged areas of Miami
(Model City, Little Haiti, Allapattah, Wynwood, Overtown, East Little Havana, West Coconut
Grove and the Miami River). Using Problem Solving Performance Teams to comprehensively
address crime, disorder, and decay with criminal, civil and social resources, areas with chronic
problems will be stabilized and be provided with "caretakers" to partner with community members.
The teams will move on until large areas begin the revitalization process.
This Ordinance is hereby declared to be an emergency measure on the grounds that the City of
Miami has declared a financial emergency exists and these funds will be used to hire police
officers and support the Department's efforts in reducing crime and improving public safety.

1.' Grantee agrees to make best efforts to begin deploying officers into the

neighborhoods specified in the grant application no later than 60 days from the grant
award date.
2. The COPS Office must be informed in writing of any significant changes (i.e.
changes in targeted neighborhoods selected or time line for redeployment of officers) in the
implementation of this grant.
3. Grantee agrees to participate, to the extent practicable, in COPS Office sponsored
training and conferences.
