HomeMy WebLinkAboutO-11747I/ J-98-1125 11/23/98 ORDINANCE NO. 11747 AN ORDINANCE AMENDING ORDINANCE NO. 11478, ADOPTED MARCH 7, 1997, WHICH ESTABLISHED INITIAL RESOURCES AND INITIAL APPROPRIATIONS FOR A SPECIAL REVENUE FUND ENTITLED "S.T.O.P. PROGRAM," BY INCREASING SAID APPROPRIATION IN THE AMOUNT OF $45,425.00, CONSISTING OF A GRANT FROM THE U.S. DEPARTMENT OF JUSTICE; AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT, AND TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY FOR THIS PURPOSE; CONTAINING A REPEALER PROVISION AND SEVERABILITY CLAUSE. WHEREAS, the Department of Police plans to I continue its Employee Assistance Program ("Program") which provides counseling services and training in recognition of stress symptoms for all officers and their families during the employees' first year of employment; and WHEREAS, additional training will be given to newly promoted sergeants and field training officers; and WHEREAS, acceptance of a_grant from the U.S. Department of Justice will enable the Police Department to contract with Law Enforcement Psychological and Counseling Associates, Inc., to continue the Program in compliance with grant requirements; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the 11747 Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Section 2 of Ordinance 11478, adopted April 10, 1997, is hereby amended in the following particulars/: FUND TITLE: S.T.O.P. PROGRAM RESOURCES: U.S. Department of Justice APPROPRIATIONS: Necessary expenses for the operation of the S.T.O.P. Program in an amount not to exceed trees 250 nn $92,675.00 W 250-00 $92,675.00 Section 3. The City Manager is hereby authorized/ to accept the grant as set forth in the. Preamble to this Ordinance and to execute the necessary documents, in a form acceptable to the City Attorney, for this purpose. Section 4. The Department of Police is authorized to expend monies from this Fund for the operation of said program. Section 5. All Ordinances or parts of Ordinances insofar as they are inconsistent or in conflict with the provisions of 1/ Words and/or figures stricken through shall be deleted. Underscored words and/or figures shall be added. The remaining provisions are now in effect and remain unchanged. Asterisks indicate omitted and unchanged material. 2/ The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. 11747 2 - this Ordinance are hereby repealed. Section 6. If any section, part of section, paragraph, clause, phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 7. Program," accepting a grant from the U.S. Department of Justice, in the amount of $45,425.00 and appropriating said funds for the operation of same, be adopted. BACKGROUND The Miami Police Department intends to continue its Employee Assistance Program instituted to provide counseling sessions for all officers during their first year of employment. This supplemental award will provide training on interpersonal skills building and recognition of stress symptoms in young officers for eventual referral to the Officer Assistance Program (for officers in need and their families). Specialized training will also focus on recently promoted sergeants and field training officers. The training will enable them to participate in a learning environment designed to promote self-awareness, communication skills, problem solving techniques and evaluative techniques related to their personality and management style. To accomplish these objectives the U.S. Department of Justice has awarded the department an additional grant in the amount of $45,425.00 which will be used to contract Law Enforcement Psychological and Counseling Associates, Inc., to provide pertinent services, as per the grant award requirements.
