HomeMy WebLinkAboutO-11744J-99-43 12/29/98 ORDINANCE NO. 11744 AN EMERGENCY ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "DCF/RET (PY 199) REFUGEE EMPLOYMENT AND TRAINING PROGRAM", AND APPROPRIATING FUNDS FOR THE OPERATION OF THE PROGRAM IN THE AMOUNT OF $104,110, CONSISTING OF A DEPARTMENT OF CHILDREN AND FAMILIES (DCF) GRANT AWARD, THROUGH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM (SFETC); AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT AWARD AND EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH THE SFETC FOR THIS PURPOSE; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Department of Children and Families (DCF), through the South Florida Employment and Training Consortium (SFETC), has awarded the City of Miami a $104,110 grant, comprised of Refugee Employment and Training (RET) funds, to provide employment placement services for new entrants and refugees in the City of Miami; and WHEREAS, the Office of Workforce Development (OWD), a division of the City's Department of Community Development, administers employment training programs for economically disadvantaged City residents; and WHEREAS, in addition, the OWD will administer employment 11744 placement services for new entrants and refugees to the City of Miami in accordance with the terms of said grant; NOW, THEREFORE, BE IT ORDAINED :BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following Special Revenue. Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: DCF/RET (PY '99) RESOURCES: DEPARTMENT OF CHILDREN AND FAMILIES THROUGH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $104,110 APPROPRIATION: DCF/RET (PY '99) $104,110 Section 3. This appropriation is contingent upon funding by the SFETC and the City Manager's acceptance thereof. Section 4. The City Manager is hereby authorized1/ to accept said grant and to execute the necessary documents, in 1/ The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. 2 11744 a form acceptable to the City Attorney, with the SFETC for this purpose. Section 5. The herein authorization shall remain valid and outstanding even if the anticipated grant award is reduced or increased. Section 6. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 7. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 8. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further grounds of the necessity to make the required and necessary payments to its employees and officers, payment of its debts, necessary and. required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section 9. The requirements of reading this Ordinance on two separate days is hereby dispensed with by an affirmative vote of not less than four -fifths of the members of the City Commission. If the Mayor vetoes this Ordinance, it shall become effective immediately upon override of the veto by the City Commission. 4 11744 TO FROM CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM DATE: The Honorable Mayor and Members of the City Commission SUBJECT: a ars aw REFERENCES: City Manager ENCLOSURES: a JAN 99 FILE: Appropriation Ordinance for DCF/RET(PY'99) RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Emergency Ordinance which establishes a new special revenue fund entitled: Department of Children and Families/Refugee Employment and Training (DCF/RET) (PY '99), and appropriating funds for the operation of the program in the amount of $104,110 from the State of Florida, Department of Children and Families through the South Florida Employment and Training Consortium (SFETC). BACKGROUND The Department of Community Development/Office of Workforce Development has prepared legislation appropriating funds and establishing a special revenue fund as a result of grant award from the South Florida Employment and Training Consortium (SFETC) through the Department of Children and Families. DCF/RET (PY '99) The Consortium (SFETC) has awarded the City $104,110 to train and provide job placement assistance for entrants/refugees in the City of Miami. This program is operated by the Office of Workforce Development Division of the Department of Community. Development. Adoption of the proposed legislation establishes the above referenced new special revenue fund and appropriates funds for the account as outlined above. The legislation also authorizes the City Manager to accept the grant award and enter into an agreement with the South Florida Employment and Training Consortium. There are no City matching funds required for this program.
