1999, be 9:30 a.m. The location of said meet-
ing is City Hall Chambers, 3500 Pan American Drive,

lic hearing in connection with U.S. Housing and
Urban Development (U.S. HUD) related grant activi-

On Dec.15, all senior citizens
65 years and older with a
household income of $20,000
or less will be able to ride the
Metrobus, Metrorail and Me-
tromover free with the new
Golden Passport,
The Golden Passport, like
the Miami -Dade Transit Agen-
cy's Metropass, can be inserted
in a Metrorail turnstile or
shown to the operator when
boarding a bus. Registration for
the pass is under way. Seniors
applying for it must show proof
of age, such as a passport, driv-
er's license or immigration and
naturalization card. r
They also must take along
proof of income, such as a copy
of the most recent income tax
returns, SSI certification or a
Medicaid card.

shall be required to use services for solid waste
collection from only the following list of franchisees (in
alphabetical order), pursuant to City Code Section 22-2:

16. Victec environmental
17. Waste Management
18. Wasteco, Inc.
Business and property owners. in the City of Miami are
advised that they must secure the services of a
franchised hauler or be in violation of City of Miami
Code, Chapter 22, Garage and Other Solid Waste.
Commercial waste haulers who have not been granted a
franchise are advised to cease and desist from providing
these services or face lines for civil violations of Chapter
22. Questions regarding this matter should be directed
to Mr. Clarance Patterson, Director of the Department of
Solid Waste at (305) 575-5'107, Ext. 13. Commercial
property owners must exhibit evidence of payment of
services for solid waste collection. Failure to comply will
subject the commercial property owner to the penalties
set forth in City Code Section 22-93.

Our office is in receipt of three memoranda from Vice Chairman Gort, Commissioner Sanchez and
Commissioner Regalado requesting to have a special meeting scheduled on Wednesday, November
10, 1999 beginning 9:30 a.m. (copies attached). The subject of said meeting is to provide a public
hearing on HUD related grant activities included in the 1999-2000 Annual Action Plan.
City Code Section 2-330) states:
"Special meetings. Nothing in this section shall prohibit either the mayor, or the
commissioner designated as the presiding officer of the city commission, or three
city commissioners, upon the written notice delivered to the city clerk, from
calling special meetings at any time set by the city clerk, provided that reasonable
advance notice of same is given to the mayor, each member of the commission,
city manager, city attorney and the public. No business shall be conducted or a
vote taken at a special city commission meeting on business other than the
subjects) for which the special meeting is called."
Pursuant to the above -stated section of the City Code, our office will place appropriated notices
with local media sources, calling for said special meeting.

The City of Miami Commission has called a Special Meeting to take
place on Wednesday, November 10, 1999, beginning 9:30 a.m. The location
of said meeting is City Hall Chambers, 3500 Pan American Drive, Miami,
Florida. The subject of said meeting is a public hearing in connection with
U.S. Housing and Urban Development (U.S-HUD) related grant activities
