Although the request for a letter of interest cogtained,a deadline for submission of July 30,
1999, Revenue Recovery Services, L.P. submitted its letter of interest on August 15, 1999.
Given the informal nature of .this request -its subnl scion 4hopld• be considered in the selection
process, particularly in light ,wf the superior resourp®s Revenue Recovery Services, L.P. will
provide.
Since there is no prevailing. law br ordin cq preventing the inclusion of Revenue
Recovery Services, L.P. in the evaluation process, you may allow Revenue Recovery Services,
L.P. to be considered equally with the other firms expressing an interest.
In addition to bringing to bear,a uniquely caP4' 410;group Of people with vast expertise in
the areas necessary to efficiently- and- effectively iripler:ient-ithe-.,Parking Surcharge Program,
Revenue Recovery Services, L.P. will provide a broader spectrum of services, necessary for this
projects success. Revenue Rccovery Services, L.P. will provide services that begin with the
inception of the surcharge and ensure widespread compliance throughout the enforcement cycle.
Please note that Revenue Recovery Services, L.P. will provide:
• A guarantee of first year payments in the amount of 9,5 million dollars. This
may assist the City in its budget efforts and its Saves Our Seniors. initiative,
• Current surcharge administration
• Discovery of aeon -reporting parking facilities
• Collection of delinquent parking facilities

Rina. Cutler, is recognized as a national leader in the field of municipal parking. Her
prestigious resume includes her current position as Executive Director of the Philadelphia Parking
Authority, an agency with nurncrous parking facilities. Her duties further include administration of
the City's "Booting" programs and supervision of all city impoundment facilities. Previously she
served in similar capacities for the City of Boston; twice and the City of Sari Francisco. Mr.
Panarella has been recognized as a national provider. of .privatized tax administration surcharge
and enforcement programs. Specifically, he was awarded a highly successful parking surcharge
enforcement program for the City of Philadelphia. He also served as a consultant to the City of
Pittsburgh on its review and expansion of its parking surcharge program.
Revenue Recovery Services, L.P. is comprised of highly experienced practitioners in:

REQUEST FOR, LETTERS OF INTEREST
The City of Miami is seeking Assistance in the administration of its Parking
Surcharge Ordinance. This Ordinance, expected to be approved by the City
Commission on July 13, 1999, places it surcharge of 20% on the gross
revenues derived from any charge, fec of exchange for the sale, lease, or
rental of space at parking facilities within the City of Miami. Specifically,
the City desires the services of an individual/firm with the ability to ensure
that all revenues subject to the surcharge "are collected at the appropriate rate
and remitted to the City in conformance with the City's regulations.
The City envisions a competitive negotiation process that will include
selected f mss that can best demonstrate experience in the parking industry,
experience in collections, and/or any other abilities, technical or otherwise,
that make theta uniquely qualified to provide administrative services for the
Parking Surcharge program.
Interested firms are invited to attend an Wdimational session that will be
held on Jury 15, 1999 at 3:00 PM, Miam►l Riverside Center, 10 Floor
Main Conference Room, Written questions submitted by July 12, 1999

Interested firms should submit their 'letter of Interest" outlixiing their
credentials, experience and any other infonriatiori that would assist the City
in determining qualifications that would assist in the collection of parking
