DIRECTIVES
SEPTEMBER 25, 1999
BUDGETARY WORKSHOP
Direction to the City Attorney: by Commissioner Teele
to draft a resolution that would afford State clecyed
officials/School Board Members/and Miami -Dade
County Commissioners the privilege to appear before the
Commission without regard to the agenda, affording
them the opportunity to be heard notwithstanding the
order of the day.
Direction to the City Manager: by Chairman Plummer to
provide detailed proposed FY `2000 budgets for the
departments of Fire/Police/Hearing Boards and General
Services Administration.
Direction to the City Attorney: by Chairman Plummer to
provide him with the fiscal year cost in connection with
legal settlements for cases involving Miami Police
Officers.
Direction to the Citv Manager: by Commissioner Teele
to provide an appendix listing, by department, with a
detailed disclosure of monies allocated from Special
Programs and Accounts Fund as well as proposed capital
expenditures for the FY 2000 Budget; further, transform
budget from being personnel -driven to "FTE" - by
funded, full-time equivalent positions; further instructing
the Manager to direct the Budget Director that each
budget brief' contain a notation that adds up the full
loaded cost and references it to the appendix listing.

Direction to the City Attorney: by Commissioner Teele
on September 28, 1999, be ready to approve the number
of funded positions and organizational structure; further
encouraging the Administration to find more creative
ways to provide personnel, including, job sharing;
shorter work hours.
Direction to the City ana,er: by Commissioner
Regalado to provide more complete expenditure
reductions as well as identifying the departments where
cuts can be made.
Direction to the City MaggM: by Commissioner Teele to
provide a proposed FY `2000 budget that levelizes the
solid waste fee; further instructing the Manager to raise
the solid waste residential fee to $30, to go out as a
supplemental fee after six months; further instructing the
City Manager not to place liens on delinquent properties;
Further requesting the administration to re-examine solid
waste accounts with regards to the draft ordinance which
proposes a $50 franchise fee, review of same for the
purpose of increasing such fee to $125 or $100 per
account.
Direction to the Citv Manauer: by Commissioner Teele to
ensure that budgets reflect the actual expenditures of the
budgeted departments including the cost of Assistant City
Managers in the Manager's Office/Sister Cities and
Protocol in Office of' the Mayor/City Commissioners
travel expenses in their respective budgets.
Direction to the City Manager: by Commissioner Teele to
provide a solid waste franchise proposal on the cost of a
non-exclusive versus exclusive franchise and the potential
revenues that the aforementioned options would bring.

Direction to the City Manager: by Chairman Plummer to
provide on September 28, 1999, the names of companies
that could come and do reduction costs for the City.
Direction to the City Manager and the Attorney: by
Commissioner Teele to meet on the draft language of the
RPQ (Request for Qualifications) for commercial trash
haulers to determine how the City can accept innovative
proposals submitted by the solid waste companies.
