During the City Commission of April 27, 1999, Item #8, a request submitted by Hattie Willis
was made to the Commission for surveillance cameras in the Little Haiti area. The North
District staff met with the SIS Environmental Protection Squad to discuss the feasibility of Ms.
Hattie Willis' proposal. The proposal submitted by Ms. Willis is not feasible because SIS
Environmental Protection Squad has determined through their surveillance activity that cameras
only provide intelligence information on the date and time of illegal dumping incidents. The
total number of hot-wired surveillance cameras in her proposal was 30 and this is more than what
is needed to accomplish the observance, arrest and deterrent of illegal dumping violators.
These assessments are as follows:
The SIS Environmental Protection Squad currently use four (4) surveillance cameras that
are sufficient for determining date and time of illegal dumping occurrences. These
locations will be monitored by SIS and SIDE watch surveillance officers to observe,
arrest, and deter violators. In order to prosecute a case, a more elaborate unmanned
surveillance camera would be needed. The cost is unreasonable with a declining number
of occurrences since the implementation of SIDE watch and new strategies to address
illegal dumping in Little Haiti.
Cost of a surveillance camera is $2,000.00 each, which includes all equipment. Yearly
maintenance is estimated at $400.00 per camera. The installation and removal cost is
approximately $100. The daily review by a police officer is estimated at a weekly cost of
$175.00; $9,100 annually.
Cost of thirty (30) simulated surveillance cameras is $30.00 each. The installation and
removal cost is approximately $100. This is a deterrent method to accompany a sign
stating, "This area is electronically monitored for illegal dumping per Florida State
Statute 403.413."
• Locations will be selected and monitored by SIS Environmental Protection Squad and the
North District Staff. Cameras will be placed in the most frequent illegal dumping areas
within Little Haiti.

Recommendations for the purchase of thirty (30) simulated surveillance cameras and
accompanying signs would support the enforcement efforts currently utilized by the city
departments to eliminate illegal dumping in Little Haiti.

On Wednesday May 12, 1999 at 1030 hours, a meeting was held to finalize strategies to address
the illegal dumping issues in Little Haiti. Attending the meeting were: Major G. Darling, Lt. C.
Drane, NET Coordinator Manny Diaz, NET Administrator Roger Biamby, Solid Waste
Department Director Clarance Patterson and myself The following issues were discussedlagreed
to.
NET office to creatatwo lists of locations where illegal dumping occur by Monday May 17,
1999.
a) one list with locations where dumping occurs on public right of way
b) second list with locations where dumping occurs on private property.
2. Solid Waste Department to pick up all of the trash and debris from locations listed on public
right of way list on Monday May 17, 1999.
3. Lt. Drane to provide the two lists to the officers designated to surveillance of dumping
locations. They are to concentrate on watching illegal activities in those areas.
4. Major Darling to meet with SIS to insure that the patrol surveillance is not clashing with the
surveillance cameras in the area.
5. Mr. Biamby to commence ten (10) day letter/posting period for the locations on the list
describing dumping on private property. Next to each address, write in when is the lot
expected to be cleared under lost clearing procedures.
6. Mr. Biamby and Lt. Drane are to create an informational flyer for the neighboring residences to
the area where dumping is occurring to include:
a) Highlight the importance of our battle against illegal dumping
b) How illegal dumping affects the appearance of the neighborhood, as well as increases their
taxes.
c) What citizens should look for. (trucks after hours, etc.)
d) What they need to do if they see an in progress dumping (call North District Substation at a
designated telephone number, get tag #, description of vehicle, description of driver,
passenger, etc.
e) Applicable laws malting illegal dumping a crime.
7. Mr. Biamby to decide which of the locations on the list of illegal dumping on the public right
of way need no dumping signs and install said signs..

8. Mr. Bianiby to assign an inspector at least once a week to work late hours or weekends (or
hours and dates when illegal dumping is more likely to occur) to work those hours patrolling
the areas where illegal dumping occurs (from two lists).
9. Every Monday, the NET office is to conduct an inspection of all of the addresses on both lists.
If no fresh dumping has occurred, then mark "OK" next to the address on the list. If new
dumping has occurred, then mark with "ID" (illegal dumping). If new dumping is found at a
new location, then the address should be added to the bottom of the appropriate list, with also
the letters "ID". A copy of this report to be faxed by Monday afternoon to ACM Raul
Martinez, Major Darling, Lt. Drane, Mr. Patterson and Mr. -Diaz. Lt. Drane to share those "ID"
areas wherein dumping occurred while under surveillance, with the officers conducting said
surveillancd. He should inquire from them, how and when did this occur. Mr. Patterson to
conduct an immediate pick up of dumping on public right-of-way. Mr. Biamby to start lot
clearing procedures for dumping on private property.
10. Lt. Drane & Mr. Biamby to meet with Citizens on Patrol volunteers from the area, and other
active neighborhood groups and provide them with copies of the lists as well as the
informational flyer. Convince them to participate on this neighborhood watch.
11. Major Darling to check with A/C Ray Martinez reference a vehicle to Little Haiti Citizens on
Patrol.
12. Mr. Biamby to schedule an advertised day for citizens to get rid of their unwanted debris. Mr.
Patterson to set up a manned roll -off for the listed location and date. This could be done jointly
with the Saturday cleanups.
13. Lt. Drane has already designated specific officers to conduct surveillances in the area. (see
attached memo).
14. Mr. Biamby and Lt. Drane to schedule a shopping cart pick-up operation every two weeks.
Truck from Allapattah or pick-up truck from Police Department can be used. All carts
gathered to be delivered to designated location at Solid Waste Department.
15. Mr. Biamby and Lt. Drane to meet with General Manager of the grocery store creating most of
the shopping carts roaming around the neighborhood. Explain to the Manager the need for the
store to do a better job at policing their carts, and the County Ordinance which makes them
responsible.
I will set up a meeting with the key players in the active groups in the Little Haiti community to
discuss this plan with them. I believe that this approach will go a long way towards eliminating
illegal dumping in the area.
I will keep you abreast of weekly results.

Little Haiti NET Service Center 1
SIDE Watch is a team approach to combating illegal dumping. The acronym stands for
"Stop illegal Dumping Enforcement"
The goal of the Little Haft SIDE concept will be to apprehend illegal dumping violators
while exposing them to the public via announcements on the Haitian Television Network
(HTN) as a deterrent to future violations. Members of the Little Haiti SIDE team will
have specific responsibilities as follows:
I. Special Investigations Section (SIS): Illegal Dumping Squad provides training '
to service area patrol officers, NROs, Little Haiti NET Service Center,
Citizen's on Patrol, and the Community Involvement Specialist.
II.' Patrol Officers: provides surveillance as one (1) police officer on the
following shifts and times:
"A" Shift: 6:30 A.M. - 8:30 A.M. (*Effective: 5114199)
"B" Shift 10:00 P.M. -12:30 A.M. (*Effective: 5111199)
"C" Shift 4:30 A.M. - 6:30 A.M.(*Effective: 6111199)
111. Neighborhood Resource* Officers: incorporates SIDE watch into established
crime watch neighborhoods and create SIDE watch in residential and
business areas.
IV. Little Haiti NET Service Center: Roger Biamby, NET Administrator, adds the
following information for incorporation:
A. NET Code Enforcement Inspectors: continue to monitor and cite illegal
dumping violations per City Code; search trash for evidence (name and
address) information; coordinate with Lt. Drane to work two nights
weekly.

B. Service Center: obtain surveillance cameras taping activity for a one
year period to monitor illegal damping violators, also move cameras to
different sites depending upon the gravity of situation. Post signs stating
"You are Under Surveillance" or "No Dumping" In
English/Creole/Spanish. Post fake cameras as a deterrent also.
Develop and distribute flyers notifying residents (in
English/Creole/Spanish) that their cooperation is requested in stopping
illegal dumping by joining SIDE Watch.
G. Appear on television or radio broadcast Lt Drane & Mr. Biamby, NET
Administrator discuss illegal dumping issues on Creole television and
radio programs to discuss Little Haiti SiDE Watch.
V. Citizen's on Patrol: observe, report, and supplement surveillance efforts.
VI. Community Involvement Specialist: Marc Paul, North District representative,
will participate as a resource to further educate the public about the socio-
economic effects of Illegal dumping in the area as a SIDE Watch orientation.
Derm awareness to be incorporated.
The Little Haiti SIDE Watch is a plan of action which could be the most effect team
effort to address illegal dumping as long as each member performs their respective
responsibilities.

Ms. Hattie Willis appeared before the City Commission of April 27'�' and requested surveillance
cameras toaddressthe illegal dumping problem in Little Haiti. In response to this request,
Commissioner T�ele presented a motion, which �assed unanimously, directing the City Manager
and the Chief of Police to assess this request and report back to the City Commission in 60 days.
A copy of the City Clerk's Report on this assignment and the package distributed by Ms. Willis to
the City Commission are attached.
Please have Major Gerald Darling; along with police personnel assigned to the Little Haiti NET
Service Area and the SIS Environmental Protection Squad, assess Ms. Willis' proposal and its
feasibility. They are to make arrangements to meet with Ms. Willis to obtain additional
information regarding location of equipment, monitonng responsibility, installation and
maintenance costs, and any other ' ormation they wi need to proper yIyassess this proposal.
In addition, you are to prepare a memorandum to the Mayor and Members of the City Commission
for City Manager Donald H. Warshaw's signature advising of our assessment and
recommendation. This memorandum is to be submitted to me no later than May 26,1999, as this
is the deadline for submission of items for the June 22nd City Commission meeting.

My neighbors and I have major problems in our nighborhood which we need help
from our local goverment. We would like to be place on the agcna
for the next city commission meet Apri 13,1999. We need attention given to our
problems . Making phone calls. and writing letters have not gotten the results we
need. Maybe if we attend your meeting ,someone will hearour plea for help. Action
may even be taken. Our families are in danger!
We would like to speak a update on our community problems.
1. How to scup the drug dealers who .have taken over our neighborhood , and made -
if un-safe for our children.
2. Illegal dumping on our strects.
