These presentations will keep you advised as to what activities the NET Sen�ice Centers are involved in to improve the "Quality of Life" in their service areas. Presentations will include the following: ■ Community activities, sponsored by or in association with the neighborhood centers ■ Volunteer programs, cleanups, and other programs to improve the "Quality of Life." ■ Summary of new development and re -development within the NET area. In addition, the NET Administrators will periodically introduce new NET Service Area business owners and residents for recognition. Cornelious Drane #1526 Commander Little Haiti NET Service Area The Little Haiti NET Area has the following goals for 1999: 1) Reduce overall crime by 4% 2) Reduce calls for service by 2% 3) Reduce burglaries by 2% 41 Reduce priority calls by 1 % 5) Conduct at least 30 homeless encounters 6) Conduct 5 prostitution details 7) Attend 10 homeowner association's meeting 8) Demolish at least 40 abandoned houses and'refer 150 abandoned lots 9) Create 2 mini -stations for the Little Haiti area through the partnership with business and community organizations 10) Conduct 8 enforcement details in senior citizen housing developments. One of our major goals is to reduce significantly robberies and burglaries in the Little Haiti NET Area by using the Suspicious Persons Profile System. This system will require officers to challenge/field interrogate and photograph suspicious person's in the area. The SARA model will also be applied in our Community Oriented Policing objectives. ENCLOSURES; North District Substation Pursuant with the goals of the Little Haiti N.L.T. area to reduce -the number of robberies,. prostitution, drug activity and crimes of theft, rvstly. commited by -the homeless, in the Little Haiti 'N.E.T' area boundaries,, I employ your efforts. The consistent identification —and challenging of individuals that are hanging, in places, at times and doing things that aren't consistent with the working productive families in Little Haiti has proven to be one of the most effective prevention policing tools used by patrol officers. To facilitate a unified effort of criminal deterrence and shared knowledge among officers on all three shifts ("A,B, & C"),' a crate containing profile "PI" cards* and .photos of individuals stopped, challenged and/or arrested in the problem spots of Little., Haiti will be maintained. 'in my office. Each shift sergeant will carry the crate with him or her into the field for easy access to officers whom may want to review or add to the collection. Sergeants should periodically use the crate's content during their field squad meetings and develop specific shift strategies to address further prevention methods. The maintenance of one profile system shared by each shift curtails criminal shift work activity and serves as a good policing tool for clearing on scene incidents. It also serves as an efficient method of avoiding unnecessary duplication and multiple profiles in the field. it is the attention of each officer between calls and in passing observations which ensures the effective achievement of the Little Haiti N.E.T. goals. I encourage everyone's participation and motivation in the enhancement of Little Haiti, Miami. Ford. Detective Ford indicated to me that I might have some information to assist him in identifying a Homicide offender in my N.E.T. Service Area (Little Haiti). Consequently one of the suspects I F.I.V.O.'ed in my service area was possibly wanted reference a Homicide city case #150-1717Y and Aggravated Battery city case #008-1704Y. I immediately located the profile C.R.A.T.E. that Lt. Drane implemented when he became the Little Haiti N.E.T. Commander. Lt. Drane informed all Little Haiti beat units including patrol units to F.I.V.O. and take photos of everyone we came in contact with and profile each one under their profile i.e. Homeless, Robbery, He -She, Prostitute, or Etc. Classification. This information was kept up to date and all the information was available. Therefore, when Detective Ford contacted me he gave me a nickname of the possible Homicide and Aggravated Battery Offender. Detective Ford gave me a nickname of the suspect of C.J. or T.J. that hangs in the area of 217 N.E. 79m Street. I reverted back to the C.R.A.T.E. for information of F.I.V.O.'S and photo profiles, and the offender information was located from the C.R.A.T.E. file and Detective Ford was able to identify the suspect by photo and F.I.V.O. card. Thanks to the C.R.A.T.E. profile we use in the Little Haiti Service Area, I was able to assist Detective Ford with important information on a criminal. Cc: Lt. Cornelious Drane, Jr. LK:ash :1. Lo�rel0sus Drane NET Commander Little Haiti NET Service Center DATE : May 4, 1999 REVISED COPY SUBJECT SIDE Watch Concept REFEREWCEE FILE : SIDE Watch is a team approach to combating illegal dumping. The acronym stands for "Stop Illegal Dumping Enforcement." The goal of the Little Haiti SIDE Watch concept will be to apprehend illegal dumping = violators while exposing them to the public via announcements on the Haitian Television Network (HTN) as a deterrent to future violations. Members of the Little Haiti SIDE team will have specific responsibilities as follows: I. Special Investigations Section (SIS): Illegal Dumping Squad provides training to service area patrol officers, NROs, Little Haiti NET Service Center, Citizen's on Patrol, and the Community Involvement Specialist. II. Patrol Officers: provides surveillance as one (1) police officer on the following shifts and times, to be adjusted as needed: "A" Shift: 6:30 A.M. - 8:30 A.M. (*Effective: 6/14/99) "i3" Shift 10:00 P.M. -12:30 A.M. (*Effective: 6/11/99) "C" Shift 4:30 A.M. - 6:30 A.M .(*Effective: 6/11/99) *Note: North District administrative personnel are to include on each shift "P" sheets the names of officers and the time of their surveillance detail. III. Neighborhood Resource Officers: incorporates SIDE watch into established crime watch neighborhoods and create SIDE watch in residential and business areas. IV. Little Haiti NET Service Center: Roger Siamby, NET Administrator, adds the following information for incorporation: Little Haiti NET Staff RE: Side Watch Concept Page 2 May 4, 1999 A. NET Code Enforcement Inspectors: continue to monitor and cite illegal dumping violations per City Code; search trash for evidence (name and address) information; coordinate with Lt. Drane to work two nights weekly. B. Service Center: obtain surveillance cameras taping activity for a one year period to monitor illegal dumping violators, also move cameras to different sites depending upon the gravity of situation. Post signs stating "You are Under Surveillance" or "No Dumping" in English/Creole/Spanish. Post fake cameras as a deterrent also. Develop and distribute flyers notifying residents (in English/Creole/Spanish) that their cooperation is requested in stopping illegal dumping by joining SIDE Watch. C. Appear on television or radio broadcast: Lt. Drane & Mr. Biamby, NET Administrator discuss illegal dumping issues on Creole television and radio programs to discuss Little Haiti SIDE Watch. V. Citizen's on Patrol: observe, report, and supplement surveillance efforts. VI. Community Involvement Specialist: Marc Paul, North District representative, will participate as a resource to further educate the public about the socio- economic effects of illegal dumping in the area as a SIDE Watch orientation. Derm awareness to be incorporated. The Little Haiti SIDE Watch is a plan of action which could be the most effect team effort to address illegal dumping as long as each team member performs their respective responsibilities. Cos rane Commander Little Haiti NET Service Area CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM June 2, 1999 DATE: FILE SUBJECT: Operation New Life (New Exploration Work with Life Interventions for Economy) REFERENCEspevelopment ENCLOSURES: Z__ Pursuant to numerous complaints about the condition of the Caribbean Market located at 5927 NE 2 Avenue, which harbors drug addicts and illegal dumping, I propose Operation New Life Development to address economic development and the lack of community involvement. This police initiative will enhance police community relations with the Haitian population and stimulate citizen interaction with children. This initiative will also attract future youth grants. Attached is the Plan of Action for the Little Haiti area, which focuses on the underlying conditions. CD:jac Attachment ■ LITTLE HAITI OPERATION NEW LIFE (New Exploration Work with Life Interventions for Economy) The New Life Plan of Action is a comprehensive approach to stimulating community involvement to achieve unity and to create a process for economic development for prosperity as an achievable vision. The goal of New Life will be to make whole distressed individuals (homeless, drug addicts), and motivate after school activity for the youth, and then to stimulate economic development. The problem at and around the Caribbean Market, 5927 N.E. 2 Avenue is a unique one requiring unique solutions. The homeless/drug addict, infestation is the source for the constant garbage, drug sales, and theft. In order to treat the underlying conditions, there must be community and economic development. These conditions will be addressed by an initiative called Operation New Life (New Exploration Work with Life Interventions for Economy). The Plan is structured as follows: I. Community Development A. Caribbean Market (city owned facility) 1. Convert to Youth Center a. After School Tutoring (1) Computer Orientation classes (2) Reading/Writing workshops b. Athletic Programs (1) Martial Arts (2) Boxing Program (3) Ping Pong B. Consolidate business owners in the area 1. Form a coalition 2. Network of resources C. Quality of Life Issues 1. Drug Treatment Center 2. Social Service Agencies 3. Home Placement 4. Job Assistance Programs 5. Family Location Service II. Economic Development A.
