These presentations will keep you advised as to what activities the NET Service Ccnters am involved in to improve the "Quality of Life" in their service areas. Presentations will include the following: ■ Community activities, sponsored by or in association with the neighborhood centers a Volunteer programs, cleanups, and other programs to improve the "Quality of Life." v Summary of new development and re -development within the NET area - In addition, the NET Administrators wilt periodically introduce new NET Service Area business owners and residents for recognition. Problem Solving Prototype The Upper Eastside NET Area has been selected as one of the NET areas to use the SARA Problem Solving Model. Four problems were selected, and significant progress has been made. A Biscayne Boulevard Beat has been temporarily implemented to reduce robberies and the presence of prostotutes in the Biscayne Boluevard Area. Within the first month of the beat, robberies are down 46%. Quality of Life One of our main goals is to improve the quality of life in our area. We are very fortunate to have highly motivated officers and homeowner's associations that are working veyr hard to achieve this goal. A total of 79 vehicles were towed. Conducted over 10 prostitution details resulting in 200 arrests. Reduced crime overall in our area by 4%.-Robbery was reduced by 21%. Conducted 47 school presentations to address and explain the importance of drugs (Say No to Drugs) ; and guns (Eddie Eagle). 2) Closed an area motel (Stardust) after several NAB hearings. This significant accomplishment was conducted with the help of several homeowner's organizations' representatives and area residents who attended all NAB meetings held by the NAB, and expressed support for our efforts. In addition, this case has become a legal landmark to be followed in the future as an example of the steps needed to close a motel. Page 3 3) The Upper Eastside NET was succesful in obtaining the cooperation of all. area motels to attend meetings with our NROs, NET Administrator, and representatives of the State Attorney's office, in order to discuss issues of mutual concerns. Many positive results have taken place from these meetings. 4) A monthly motel inspection which was agreed to by all motel owners is currently taking place. The goal is to obtain 100% compliance by all of our area motels. In additon, an emergency call listing was completed and shared by all area motel owners, so that they can share information. 5) A meeting of several homeowner's associations was held in October, in order to discuss our homeless. Ms.Livia Garcia, our homeless coordinator attended the meeting and was very helpful in answering some of the concerns. We will be conducting homeless contacs with Ms. Garcia's personnel in the future. Our current goal is 3 operations a month. 6) In an effort to provide greater visibility to high crime locations, our "D" Shift officers have been assigned to specific areas as crime dictates. Upper Eastside Spring Festival, March 21, 1999, sponsored by the Upper Eastside Miami Council, Inc., the American Legion Harvey Weeds Post 29 and co -sponsored by the Upper Eastside NET Service Center, with the purpose of raising funds for programming at Legion Memorial Park and to bring awareness as to Upper Eastside of Miami as a "A Great Place to work and Live". 2. Morningside Historic Home Tour, sponsored by the Morningside Civic Association, March 14, 1999. The Upper Eastside NET Service Center was instrumental in the coordination with other City departments in the success of this event. 3. Bayside Historic Home Tour, sponsored by the Bayside Residents Association, May 2, 1999. The Upper Eastside was instrumental in the coordination with other City departments in the success of this event. 4. Baywood Park Dedication, sponsored by the Bayside Residents Association, the Upper Eastside NET Service Center was instrumental in the coordination with the Department of Parks and Recreation in the success of this event. As a result of the enforcement of the Exterior Facade Code: Thirty two (32) businesses have improved their facades along Biscayne Boulevard and twenty three (23) along NE 4th Court (old Little River Industrial District) for a total of fifty five (55) buildings. * Eight (8) buildings have been remodeled along Biscayne Boulevard, two (2) have been demolished and four (4) are in the process of being improved. * There are plans to build twenty (20) condominiums between Biscayne Boulevard and the Biscayne Bay in two (2) separate projects, and there are four (4) vacant buildings which will be improved in the near future. * Twenty (20) businesses have opened their doors in the last twelve (12) months. In the 55th Street Station, five (5) businesses opened their doors recently, one of them, Soyka Restaurant is setting the pace for the redevelopment of Biscayne Boulevard between NE 37th and 59th Streets. * The Miami -Dade County Metropolitan Planning Organization has approved funds in the amount of $9 million dollars for the Biscayne Boulevard Reconstruction Project, (City of Miami portion between NE 36th to 87th Streets). 0 P rin F t 9 e s -1vali J( . The Spring Festival, held March 21 at Legion Memorial Park, Northeast 65th Street and Biscayne Boulevard, featured 44 art and craft booths and six food vendors. It also provided a venue to spotlight Caribbean culture. T h e r e w e r e performances by the Haitian group Boukman Eksperyans, gospel diva Maryel Epps, club DJ Claudio - who spun at the afternoon Tea Dance - and local reggae band Ruffhouse. Organizers declared the event a multi -cultural success, showcasing the community's diverse aspects. "We don't want anyone to feel that they don't belong," said David Treece, treasurer of the Upper Eastside Miami Council, Inc. "We were very conscious of niche marketing. It would be so easy to insulate one group. It was more of a challenge to mix all types of people. We wanted to appeal to Haitian and Caribbean neighbors but we wanted to have something for the entire community - white, African American, Caribbean, young and old. We wanted people to feel comfortable." Ruffhouse, whose members are from the Caribbean and Central America, perform reggae, coca and calypso throughout Miami - Dade County. "I am from Puerto Rico and this is not salsa but for me this music has the same roots," said Jose Havier Freire. "We have to come together and forget what country we are from and our ideals. In the 'Afro Caribbean countries - Haiti, Dominican Republic, Jamaica, and Puerto Rico - the music is universal and more people have to know about it." Some of the artists who exhibited their work are natives of St, Lucia, Puerto Rico, Haiti and Dominica. Whether it was a painting of a woman holding a bougainvillea or the oil pastels each artist illustrated, through different mediums, the distinct styles found throughout the Caribbean shone. "I was blown away because I was expecting to see commercial art said Nancy Bedford, an attorney, who lives in Morningside. She too was impressed with the cultural mix at the festival: "Most people living in Miami want to find more of this. I was pleasantly surprised. The festival is Caribbean, African, white, straight and gay. I think the effort to do this all was beautiful." At one of the booths, Morningside resident Rosie Gordon Wallace of Diaspora Vibe Gallery encouraged emerging Caribbean artists to interact and converse with one another. She serves as a mentor to many of the young artists at the festival and provides information on venues for them to display their work. Eleanor Clevenger, festival chairperson, said proceeds from the event will go toward renovating Legion Park. Miami City Manager Donald Warshaw and Police Chief William O'Brien were on hand to break ground on building improvements at the park's community center. There's an effort under way to get a $300,000 state grant to renovate the park. Legislation was approved in the state Senate and now must pass the House, Clevenger said. She added: "This was a multicultural festival that really showcased what a great area this is... but all the parks in the city of Miami are great places to bring communities together." © The Miami Herald. Right of Way to the West and Biscayne Bay to the East; and NE 4th Court Commercial Corridor, located between NE 55th Street to the South and NE 79th Street to the North. 7. Area Challen= a) Crime M V- T- To assist in the reduction of crime, the following steps have been taken by the NET office. 1) Inspections of all twenty (24) hotels/motels located along Biscayne Boulevard, from NE 37th to 87th Streets. 2) Inspections of all houses/apartment buildings involved in drug activities and/or prostitution. 3) Monthly identification of sites with homeless persons and their relocation. 4) Schedule for demolition all unsafe structures. 5) Identification of all residential properties with vehicles without tags, doing mechanic work and with abandoned vehicles, so that we may issue Notices of Violations to the owners of those properties. 6) Assist the NET Commander in the creation of a Hotels/Motels Merchant organization. 7) Constant (monthly) removal of graffiti in the area. b) Solid Waste To assist in the improvement of the area regarding the collection of solid waste, the following steps have been taken. 1) Identify all sites with trash holes and to request the filling of them by the Department of Public Works. 2) All sites where there are trash holes in which residents continuously are dumping have been identified and "No Dumping" signs will be installed as soon as these signs are received. 3) Monitor the area every week for illegal dumping. c) Toning To improve the area regarding zoning violations, the Upper Eastside NET Service Center has taken the following steps: 1) Contacting the thirteen (13) homeowner and merchant organizations in the area. Presentations have been made to each.of these organizations. 2) Identifying the following minor problems which in conjunction are a big factor affecting the quality of life in the area. A.- �J 7 tr.. N-_ a) Abandoned houses b) Abandoned buildings c) Missing street signs d) Missing stop signs e) Cleaning of vacant lots f) Elimination of graffiti g) Removal of homeless persons with the posting of "No Trespassing" signs and the assistance of the NROs. 3) Enforcing the certificates of Use, Occupational Licenses, Class I and 11 permits. d) Economic Development The Upper Eastside area is the northeast gateway to the City of Miami especially upon the completion of the American Airlines Arena and the Performing Arts Center in the Downtown area. To assist in the economic development of the area the Upper Eastside NET Service Center is working on the following projects: 1) Contacting the U.S. Postal Service regarding the opening of an office in the area. 2) Contacting local banks regarding the opening of a branch on Biscayne Boulevard, north of NE 62nd Street. 3) Implementing the Commercial Facade Program along Biscayne Boulevard NE 79th Street and along NE 4th Court. This project has been delayed due to the need of a Service Aide for the NET office. 4) Supporting the Biscayne Boulevard Enhancement Project funded by the Florida Department of Transportation: this project looks at improvements along the boulevard from NE 39th to 123rd Streets. 5) Initiating preliminary studies for the Upper Eastside Commercial Corridor Sign Guidelines with the assistance of the Department of Planning . 8. Opportunities The Upper Eastside area is full of opportunities that should be exploited in order to revitalize the neighborhood. Among the most important opportunities are: a) There is land available for expansion of residential, commercial and industrial areas. �5t�as� T7r' b) The area has excellent accessibility to the region by public,buses and a railroad system. c) The Upper Eastside area has an overall good housing stock. d) There are several vacant buildings in good condition for future new businesses. e) The rent in the commercial areas is lower than in other areas of the City. f) The Upper Eastside area is the northeast gateway to the City of Miami. a UPPER EASTSIDE NET SERVICE CENTER 1999 GOALS 1. To identify all street sites with missing signs and to contact Miami -Dade County Department of Transportation for the replacement of these signs. 2. To implement the new Exterior Facade Code along Biscayne Boulevard, between NE 37th and 87th Streets; along NE 79th Street, between NE 4th Court and Biscayne Bay and along NE 4th Court between NE 54th and 79th Streets. 3. To develop sign guidelines along Biscayne Boulevard between NE 37th and 87th Streets and along NE 79th Street, between NE 4th Court and Biscayne Bay. 4. To up -date permits (Certificate of Use, Occupational License and Fire Fees) for all businesses along Biscayne Boulevard, between NE 37th and 87th Streets; along NE 19th Street, between NE 4th Court and Biscayne Bay and along Federal Highway and NE 4th Court, between NE 37th and 79th Streets. 5. Assist in the redevelopment of the entire area, above all, at Biscayne Boulevard and NE 54th Street. 6. To eliminate all illegal posters along Biscayne Boulevard, between NE 37th and 87th Street and along NE 79th Street, between NE 4th Court and Biscayne Bay. 7. To maintain the trimming of trees along Federal Highway and NE 4th Court, between NE 37th and 79th Streets. 8. To fill trash holes in the entire Upper Eastside area and to reduce them to a minimum. 9. To remove dead palms and trees along Biscayne Boulevard, between NE 37th and 87th Streets. 10. To implement the Residential Paint Program on the west side of Biscayne Boulevard. 11. To implement the Commercial Facade Program along Biscayne Boulevard, between NE 37th and 87th Streets; along Federal Highway and NE 4th Court, between NE 37th and 79th Streets and along NE 79th Street, between NE 4th Court and Biscayne Bay. 12. To replace, where necessary, small garbage containers along Biscayne Boulevard, between NE 37th and 87th Streets and along 79th Street, between NE 4th Court and Biscayne Bay. if 13. To process all pending cases: a) Demolition b) Foreclosure 14. To update the list of vacant commercial buildings and vacant houses in the Upper Eastside area. 15. To bring to the area a new bank branch and a post office. 16. To complete the Upper Eastside NET Service Center Area Information Report. 17. To eliminate all vacant and unsafe structures in the Upper Eastside area. 18. To be instrumental in the completion of the Legion Park Community Center improvements as soon as possible. i V UPPER EASTSIDE NET SERVICE CENTER 1998 ACCOMPLISIIMENTS 1. Cleaning of the Florida East Coast Railway Company (F.E.C.) line along Federal Highway and N.E. 4th Court, between NE 37th and 79th Streets. 2. Completing the inventory of vacant lots in the Upper Eastside area. 3. Elimination of graffiti in the area. 4. Elimination of political signs in the area. 5. Elimination of the illegal historic dumping sites in the area. 6. Demolition of two private buildings by their owners, used as drugs and homeless havens in the area. 7. Reduction of homeless in the area (90%). 8. Enforcing the code on commercial and residential buildings without solid waste dumpsters. 9. Assisting in the creation of the Upper Eastside Miami Council, Inc., in grouping five (5) of the largest homeowners association in the area. 10. Maintaining overgrown vacant lots under control. 11. Assisting four (4) businesses to open in the area. 12. Being instrumental in the completion of the improvements of the Legion Park Community Center . 13. Being instrumental on the "Upper Eastside 4th of July In the Park Celebration", held at the Legion Park in coordination with the Legion Post 29, the Department of Parks and Recreation and the Upper Eastside Miami Coalition. Free entertainment,music and fireworks were provided during this event. It is estimated that five hundred (500) people participated n this event. 14. Assisting the Morningside Civic Association with the Annual Morningside Historic Home Tour by coordinating with the Department of. Public Works the trimming of trees and grasses in the area along with the cleaning of storm drains. 15. Assisting in the resolution of a conflict between the Belle Meade Homeowners Association and Mr. William Smatt as a result of an offensive sign posted at the fence of Mr. Smatt's property located at 652 NE 77th Street. 16. Assisting the Bayside Residents Association with the Annual Bayside Historic Home Tour by coordinating with the Department of Public Works the trimming of trees and grasses in the area. Also, coordinating with the Department of Solid Waste, the pick up of trash and the sweeping of streets in the area in preparation for this event. 17. Assisting in the resolution of a conflict between the Upper Eastside Miami Council, Inc., the Department of Asset Management, the Department of Parks and Recreation and the Metropolitan Miami Action Plan, regarding the opening of an alternative education center for unsuccessful, unmotivated, or disruptive students at the Legion Park Community Center. This office assisted the Department of Asset Management and Metropolitan -Miami Action Plan to identify the owners of abandoned buildings in the area, to facilitate the opening of the above mentioned school. This school is currently open at 6444 Biscayne Boulevard. 18. Removing homeless from thirteen sites and cleaning the area, in coordination with the Homeless Coalition, the Upper Eastside NET commander and.staff. 19. Initiating monthly inspection programs of all of the twenty-four (24) hotels/motels located along Biscayne Boulevard from NE 37th to 87th Streets. These inspections have been conducted with assistance of the NET Commander and the Neighborhood Resource Officers (NROs). 20. Cleaning two (2) sites at approximately NE 4th court and 79th Street, which have been an eyesore in this community for the last seven (7) years at a cost of $3,000.00. 21. Assisting the NET Commander and Neighborhood Resource Officers (NRO's), in the intent to create a Hotel/Motel Owners Association along Biscayne Boulevard. 22. Initiating the first contact with Citicorp Bank and U.S. Post Office to bring to the North area of Biscayne Boulevard a new post office and a bank branch.
