My neighbors and I have major problems in our nighborhood which we need help
from our local goverment. We would like to be place on the agena
for the next city commission meet Apri 13,1999. We need attention given to our
problems . Making phone calls and writing letters have not gotten the results we
need. Maybe if we attend your meeting ,someone will hear our plea for help. Action
may even be taken. Our families are in danger!
We would like to speak a update on our community problems.
1. How to scup the drug dealers who have taken over our neighborhood , and made
if un-safe for our children.
2. Illegal dumping on our streets.
3. The un-safe abandon buildings , that homeless people are li-%zng in and drug
dealers are selling drugs on the property.
Violent crimes against children are taking place.

2) CLEANED UP 280 TONS OF TRASH IN OUR COMMUNITY
3) WE HA VE DISTRIBUTED OVER 10,000 NEW LETTERS TO MAKE
THE COMMUNITYA WARE OF RULE AND PUBLIC ASSISTANCE
AVAILABLE TO THEM FROM THEIR CITY GOVERNMENT.
4) WE HAVE PUT A REVITALIZATION PLAN INAFFECT FOR OUR
COMMUNITY (SEE ATTACH)
S) WE HAVE PLANTED OVER 20 TREES
6) WE HAVE BOUGHT AWARENESS TO SCHOOL PTA's,
CHURCHES, AND CIVIC GROUPS.
WE WOULD LIKE YOU TO MATCH OUR ACCOMPLISHMENTS.
THUS WE NEED THESE TOOLS TO ALLOW THE LITTLE HAITI
COMMUNITY TO BECOME A THRIVING PART OF THE CITY OF
MIAMI AS WELL AS A PLACE WERE WE CAN BE PROUD TO CALL

drive- by. How many more bodies must we bring you?

dealers).

III. RECENT DEVASTATING INCIDENTS IN OUR AREA:
a) THE LAST TWO WEEKENDS OFMARCH, THREE PEOPLE WERE KILLED ON 64th AND NE
1 sr AVE A 13 YEAR OLD CHILD WAS KIDNAPPED AND RAPE BY DRUG DEALERS
b) ON 4AVE AND 69*, A 12-YEAR-OLD CHILD WAS RAPPED ON THE RAILROAD TRACK OFF
OF BISCA YNE AND 40 ST.
c) A 14 YEAR OLD BOY WAS ROB ON THE WAY FROM EDISONMIDDLE SCHOOL.
ALL OF THIS INCIDENTS ACCRUED BETWEENMARCH I S AND THE 23.
IV WE NEED A PARK FOR CHILDREN FOR THE LITTLE HAITI AREA.
PARKS (Buena Vista) WASALLOCATED 300,000.00 DOLLARS FOR IMPROVEMENT AND
MAINTENANCE IN THE 98-99 BUDGET AND NOTHING HAS BEEN DONE TO THE PARK

Luis Penelas is a concerned, caring
neighbor who lives in the Buena Vista
area He has dedicated himself to many
humanitarian causes, such as the AIDS
FOUNDATION ,and a CANCER
FOUNDATION in the memory of his
mother. In addition, Luis was saluted by
The City Of Miami, Police Department
as a community HERO on March
19,1999 (Community Appreciation Day).
He was given a award for his efforts.
Now this great HUMANITARIAN new
quest ,is his position as the
PARLIAMENTARIAN of "Community
United." Luis is in the streets of Little_
Haiti every Saturday morning cleaning
vacant lots and by feeding the needy.

What can I do to stop it?
1) If you see some illegal dumping get
the tag number of the vehicle.
2) Call the NET office and ask for
Raymonde Bruny, give her all the
information you have,( the color of car
make and model etc..).
3. Tell Ray you want "no dumping
signs" on your block make sure when
you call you have a list of all the holes
that need filled (addresses are needed).

Vista, Little River area. The
Commissioner promised that the

physical help to assist the New Little
Haiti Net ADMINISTRATOR, Roger
Biamby. Mr. Biamby has been on the
job for the Last six months. We should
see some improvements in the
Community soon! The Commissioner
promise to work hard to improve the
quality of life in our community. The
Commissioner promised more law
enforcement help for Lt. C. Drane, the
Little Haiti Net Commander. We as a
Community have been left out in the
cold for a very long -time and we are
demanding our HEA . We are not
begging we just want our fair share of
the resources that our community
deserves from our City Government.

horrible condition of our community.

the developmental stage and is
successfully addressing problems they
have identified which are impacting the
quality of life in their neighborhoods.
Community support such as this must be
commended The dedication and
willingness of all involved in
Community United to make the sake
of time and effort in ensuring that your
neighborhoods are crime free and clean
make me proud to be affiliated with this
