AN ORDINANCE AMENDING CHAPTER 2/ARTICLE XI OF
THE CODE OF THE CITY OF MIAMI, FLORIDA, AS
AMENDED, ENTITLED "ADMINISTRATION/BOARDS,
COMMITTEES, COMMISSIONS", AND CHAPTER 54,
ENTITLED "STREETS AND SIDEWALKS" TO ESTABLISH
THE LITTLE HAVANA SPECIAL EVENTS DISTRICT AND
SET FORTH CERTAIN RESTRICTIONS; TO CREATE THE
LITTLE HAVANA FESTIVAL COMMITTEE AND SET
FORTH SAID COMMITTEE°S FUNCTION AND
REQUIREMENTS FOR MEMBERSHIP, TO PROVIDE FOR
TERMS OF OFFICE, FILLING OF VACANCIES,
OFFICERS, RULES OF PROCEDURE, MEETINGS,
QUORUMS, AND ATTENDANCE REQUIREMENTS,
ASSIGNMENT OF STAFF, REQUIREMENTS FOR
NOTICES, FILING OF OFFICIAL RECORDS AND THE
ANNUAL REPORT, AND TO PROVIDE FOR THE
"SUNSET" REVIEW OF SAID COMMITTEE EVERY FOUR
YEARS; MORE PARTICULARLY BY AMENDING
SECTION 2-892 AND BY ADDING NEW ARTICLE XII
TO CHAPTER 54, CONSISTING OF SECTIONS 54-440
THROUGH 54-445 TO SAID CODE; CONTAINING A
REPEALER PROVISION AND A SEVERABILITY CLAUSE;
AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, in response to con rned merchants, requests that
special events held in the Litt a Ha4,ana area be regulated, the
City Commission, on January 13, 1998, adopted Resolution
No. 98-39, which created, r a one year period, the Little
Havana Special Event A isory Committee to (1) review certain
issues concerning cial events in Little Havana and make
recommendations o he City Commission relating to regulations
and guidel' s or such events; and (2) advise the City
Commission ncerning the creation of a standing committee,

Establishment of Little Havana Special Events District and Creation of Little Havana Festival Committee (J-99-377--J-99-377/1)
The Little Havana Special Events Advisory Committee ( "Committee ") was created on -
January 13, 1998, pursuant to Resolution No. 98-39, to (1) review certain issues concerning -
special events in Little Havana and make recommendations to the City Commission relating to
regulations and guidelines for such events; and (2) advise the City Commission concerning the
creation of a standing committee, including recommendations for the proposed committee's
purpose, function, power, responsibility, membership requirements and restrictions, etc.
The Committee evaluated the impact of the events and festivals to the residents and
businesses in the Little Havana area and studied the machinations and statistics of the Coconut
Grove Special Events District and Committee, and based upon its review and study, have
submitted its recommendations, which have been incorporated in the attached ordinance
(identified as J-99-377/1).
Simultaneously, during the drafting this Ordinance, the Assistant City Attorney assigned as
legal advisor to the Coconut Grove Special Events District, was preparing an amendment to the
Code, scheduled for consideration at the May 11, 1999 City Commission Meeting, which if
adopted, will require that at the time of application to hold an event, an applicant must notify all
owners of property within 375 feet of the proposed event. The inclusion of this provision will
make both special events districts consistent. It is my recommendation that this same provision
be included in the Little Havana Special Events District regulations as well.
Therefore, I have attached an ordinance, identified as J-99-377, which incorporates the
notification of property owners in the Little Havana Special Events District. The Committee did
not include it in its recommendations since it was not part of the information it reviewed. The
Ordinance does include all of the recommendations of the Little Havana Special Events Advisory
Committee and all applicable City Code provisions related to Boards and Committees.
