On March 20, 1997, the City Commission adopted Resolution No. 97-178 authorizing the City Manager to sell the surplus City property located at 900 SW 1 Street, Miami, Florida (the "Property"), commonly referred to as the Manuel Artime Theater. The Office of Asset _ Management issued an Invitation to Bid which required a minimum bid of $420,000 which amount was based upon an appraisal of the property. On June 30, 1998 the City received two bids for the purchase of the above -mentioned property. The bids were from Ruach Ha Kodesh and Iglesia Bautista Luz & Verdad in the amounts of $505,555.55 and $451,000.00, -- respectively. Since only two bids were received, the City could not consummate a sale until same had been approved by a majority of the votes cast by the electorate at a referendum. In accordance with the Invitation to Bid, both bidders elected to withdraw their bids as opposed to proceeding with the referendum process. On July 30, 1998 the property was placed out to bid again and the City received two bids for purchase of the property. The bids were from Iglesia Bautista Luz & Verdad and Mr. Randy A. Tobie in the amounts of $520,000.00 and $493,147.00, respectively. Again, both bidders elected to withdraw their bids as opposed to proceeding with the referendum process. Based upon the previous bid response and new interests in the property, we placed this property out to bid again. On December 16, 1998 the property was placed out to bid and the City did not receive any bids. However, two prospective bidders arrived a couple of minutes after the bid deadline but due to their lateness the bids were not accepted. A third prospective bidder was unable to complete the required documentation in time to present his bid. The Office of Asset Management has received calls from two prior bidders that would like the City to place this property out to bid again. They have also received a call from a new interested party. If the City Commission deems it to be in the best interest of the City to retain the Manuel Artime Theater, a source of funds must be identified to fund the continued maintenance, management and marketing of the property. Presently the Manuel Artime Theater and the Community Center are budgeted collectively and the City has been subsidizing the operation of the a two buildings.
