ENCLOSURES:
The intent of this memorandum is to provide a status report on the disposition of the
former Naval Center located at 2610 Tigertail Avenue in Coconut Grove. Information
Reserve was obtained from Darrell Molzan, Environmental Planner in the Naval
Facilities Engineering Command, Southern Division.
The Navy and its consultants, Ecology and Environment, Inc. of Tallahassee, are still
in the process of completing the "environmental assessment" ("EA") of the site which
should provide a detailed analysis of the physical aspects of property and its
_ appurtenances, the history (and historic significance, in this case) of the site,
socioeconomic features of the surrounding area, and potential impacts of disposition
alternatives. The alternatives suggested are: Community Interest (such as
auditorium, museum, library, community center), Commercial (office), residential
(condominium), or no action. The EA involves input from the general public, various
interest groups and governmental agencies. Public comment was solicited by means
of an advertisement in the Miami Herald on February 28, 1999. To date, public
response has overwhelmingly favored the "community interest" alternative.
Mr. Molzan advises that the next phase of the process will be for the federal
government's General Services Administration to offer the property for sale through
competitive bidding. Depending on the thrust of the EA, the sale may be offered with
a covenant stipulating certain conditions. If no reasonable offer is received under this
scenario, GSA may then solicit new bids removing the covenant requirements. He
anticipates that the bid process may begin some time in mid -summer.
