MAINTENANCE OF COUNTY ROADS WITHIN THE CITY OF MIAMI
As myself and members of my staff tour other municipal and unincorporated
areas of the County, the superior condition and appearance of roadways under
the County's Jurisdiction within those areas becomes readily apparent when
compared to the poorer care given to similar roadways within the City of MlgMI.
in our quest to improve the quality of life of our citizens and visitors, l
requesting on behalf of the City of Miami, that Miami -Dade County implement the
following Improvements.
The Miami -Dade County Public Works Department currently maintains
approximately 65 miles of streets throughout the City of Miami. The City requests
a thorough analysis of the condition of each of these roadways, Including driving
surfaces, swales, pedestrian areas, medians and landscaping,. and the overall
cleanliness of these areas. Once the analysis is complete, a plan and schedule for
the improvements and continuous maintenance necessary to address each
deficiency identified in the analysis should be prepared for inclusion in a final
report.
Enclosed are several photographs of deficiencies at random locations on County
maintained roads for your reference. These locations are only a sampling of the
current conditions of the County roads within the City of Miami
The City of Miami is the "Signature" City for the State of Florida. Millions of
International visitors come through our gateways, and the appearance and fitness
of our highways Is one of the first and lasting Impressions they go home with. I
am certain that by working together on this very important Issue, we will enhance
the quality of life of residents and visitors alike.

12TH AVENUE BRIDGE REPLACEMENT

PROJECT DESCRIPTION:
The Florida Department of Transportation is presently studying proposed improvements to the NW
12" Avenue Bascule Bridge crossing of the Miami River. The alternatives being studied include: do-
nothing, rehabilitation, complete replacement, and a hybrid of rehabilitation and replacement. A brief
description of each alternative is provided below.
DO-NOTHING
The do nothing alternative would maintain the existing substandard, deteriorating structure
over the Miami River and the existing roadway facility with the various geometric, operational
and safety deficiencies. Future conditions would result in a potentially dangerous structure
with continued mechanical failures and continued growth in traffic congestion. This
alternative would not address any of the documented needs for an improved NW 1201 Avenue
crossing over the Miami River.
REHABILITATION.
Rehabilitation would preserve the historic character of the bridge. Elements of the bridge
which are to be replaced will be replicated in -kind. These elements include the bridge railings
and the sidewalk deck. The replacement of the mechanical and the electrical systems is the
only exception. Changes are necessary to these systems to conform to current standards and
performance requirements; however, the physical appearance and operation of the system will
remain essentially unchanged. This alternative will offer no real improvements to the safety
of the bridge, its ability to satisfy future traffic projections, or to improve the present
substandard clearances of the navigational channel (10ft vertical clearance and 85ft horizontal
clearance). Additionally, the number of bridge openings is expected to remain the same as our
current conditions.

COMPLETE REPLACEMENT.
The replacement alternative involves the construction of a new bridge crossing which meets
or exceeds all current design standards for both vehicles and vessels. It was determined that
a midlevel, twin structure, double leaf bascule bridge was the most appropriate bridge for
this urban location. A trunnion bascule with a closed pier was developed as the replacement
alternative. This alternative results in horizontal and vertical channel clearances in excess of
those required by the United States Coast Guard. Additionally, the number of bridge openings
is expected to be reduced by approximatelly 25%.
The hybrid alternative was formulated as a combination of the recommended rehabilitation
alternative and the recommended replacement alternative. This alternative is comprised of
the rehabilitated existing bridge modified to carry only three lanes of traffic instead of four.
Adjacent to the existing bridge would be a new bascule bridge. To match the grades of the
approach roadway, this new bridge would have to be constructed to the same elevation as
the existing bridge and would follow a slightly different alignment to eliminate any impacts
to the existing bridge. This alternative would result in the satisfaction of some of the
vehicular traffic needs, but would place additional constraints on navigational traffic as it
would create another bridge with substandard clearances. As such, the number of bridge
openings are expected to remain the same as our current conditions.
