ENCLOSURES:
The Center for Haitian Studies recently requested funding from the City to complete roof repairs
at the Agency's social program facility located at 8260 N.E. 2 Avenue. In response to this
request, the City Commission discussed this matter at its meeting of February 9, 1999. At that
time, the Department of Public Works reported that the cost to repair the roof would be
approximately $97,000.
In the ensuing discussion, the City Commission expressed its intent to fund these roof repairs
from the Public Facilities category of Community Development Block Grant (CDBG) funds.
The Administration reported that available CDBG funding had previously been committed and it
would be necessary to identify funds to be reprogrammed from approved Public Facilities
projects to meet the need for roof repairs at the Center for Haitian Studies.
For your information, the attached list includes an overview of the Public Facilities projects
included in approved 24`h Year CDBG allocations. If it is the City Commission's intent to
allocate CDBG funds to complete the repairs of the Center for Haitian Studies facility, in order
for the Administration to properly schedule and advertise a Public Hearing in accordance with
federal regulations to reprogram CDBG funds, it is critical for the City Commission to identify a
project from the attached list to move funds for this purpose. Upon identification of said funds to
meet the needs of the Center for Haitian Studies, the Administration will then initiate the
appropriate action to meet the federal regulations and bring this item back to the City
Commission for public comment and final approval as soon as these requirements have been
met.
At the February 9 City Commission meeting, the City Commission also directed the
Administration to develop a policy regarding the allocation of funds under the Public Facilities
category. It is the Administration's recommendation that the City Commission adopt a policy
that limits funding in this category to City of Miami Capital Improvement Projects (CIP). This
strategy would provide a potential funding source to meet neighborhood needs in low and
moderate -income areas through park improvement projects, the rehabilitation of City owned
Public servicyfac' ities, sidewalk replacements and street repairs.
