Alonso, Agenda Coordinator 9 49 - 148 a �r CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: Honorable Mayor and Members of the City Commission DATEFebruary 23, 1999 FILE SUBJECT: Discussion Item (02/23/99) G� Programming of NET 9 FROM : ma S Regalad0 Commissioner REFERENCES: ENCLOSURES: As we all know the members of the City Commission have expressed interest in the public need to improve the programming of NET 9 in order to make it an effective informational tool for the residents of Miami. This proposal to the City Commission for your approval is a drastic change of programming that can be implemented within the next sixty days, utilizing technical facilities that currently exist without any impact on the budget. As of today, NET 9 programming is one of the few television stations within the T.C.I. cable system that is supposedly on the air: 24 hours a day and 7 days a week. Each month, NET 9 has around 700 hours of air time of which less than 100 hours are utilized for programming that could be of interest to people who are either interested in the affairs of the City of Miami or channel surfing. As we all know, NET 9 has an excellent position on the dial. In order to watch the 4 channels that broadcast in English and 2 channels that broadcast in Spanish, the viewer must go from channel 3 (Channel 23-Spanish) to channel 4 CBS, channel 5 NBC, channel 7 FOX, channel 10 ABC, and channel 51 (which is 13 on the dial). It has been established by the marketing industry that almost half of television viewers channel surf and remain on one channel if they observe a program of interest (currently, the majority of programming on NET 9 is not). Regular Programming: As part of the proposal, the regular programming which is the basis for the existence of NET 9 will remain. 1) City of Miami Commission Meetings (Regular & Special meetings) 2) Building & Zoning Hearings 3) Code Enforcement Hearings 4) Planning Advisory Board Hearings 5) Civil Service Board Hearings 99- 110 . � c The proposal of this programming will not only consist of regular City of Miami activities, but will also include the following new programs. 1) What to do 0 2) Parks of Miami 3) A Report from your Commissioner 4) A Report from your Mayor 5) The People from our Neighborhoods What to do if? This is a series of programs produced by various City of Miami departments (Police, Fire, Solid Waste, Building & Zoning). Parks of Miami This is a half hour program that will prove very attractive and easy to produce. A Report from your Commissioner Each City Commissioner will tape a message for their district. A Report from your Mayor The Mayor will report to the people. The People from our Neighborhoods Various neighborhoods associatio 71 residents, etc. If this proposal is endorsed, in concept, within the next 60 days I will provide details as to the implementation without an impact on the budget. 9 - 148
