NOTICE OF PUBLIC HEARING
A Public Hearing will beoeld by the Commission of the City of Miami, Florida, on
February 9, 1999, at/ A.M., in the City Commission Chambers at City Hall, 3500
Pan American Drive, Miami, Florida, for the purpose of hearing objections from
any interested parties affected by the RESTRICTION OF VEHICULAR ACCESS TO NE 55
TERRACE AT ITS INTERSECTION WITH FEDERAL HIGHWAY.
All interested persons are invited to appear and may be heard concerning the
restriction of vehicular access to NE 55 Terrace. Should any person desire to
appeal any decision of the City Commission with respect to any matter considered
at this hearing, that person shall ensure that a verbatim record of the proceedings
is made, including all testimony and evidence upon which any appeal may be
based.

As you are aware, the installation of the permanent noise monitor on Brickell Key (pole, box, and
electrical/phone connection to the site) is complete. Please proceed with final phase of the
installation which includes the installation of equipment and electrical/phone hook-up. In
addition, on Friday, February 5, we received permission from the City of Miami to install the
requested Dive permanent noise monitors in City owned parks, as identified in the TSI report
dated April 1998. Please make the necessary arrangements to proceed immediately with the
installation of these monitors.

Three months ago, the ivliami-Dadc County Noise Abatcmcxt 'cask Force (NATF) formed a Chief Pilot's
Subcommittee to make recommzndations to the full Task Force on operational methods to reduce noise at rviiami
International Airport (MIA). This gxoup was open to all airlines and was subgequ=dy well represented, The
Chief Pilot's Subcom aittec made a detailed presentation on reconmlend=- ons to the NATF in December. These
recommendations were enthusiastically endorsed by the NATF.
Accordingly, basest on the Chid Filot's Subcommittee recommendations and with the concurrence of the Federal
Aviation Administration (FAA), the Nuanu-Dadc Aviation Department CMDAD) is requesting that the following
air carrier voluntary noise abatement procedure be implemented by March 1, 1999 for a trial period:
o ALL AIRCRAFT WILL NLkINTAIN A,v INITIAL TAKEOFF CLIN13 OUT OF V2 + 10-20
KNOTS AND WTLL DELAY AIRCRAFT FLAP RETRACTION AND THRUST
REDUCTION UNTIL, 1500' MSL.
This Operations Directive supersedes and replaces Operations Bulletin 1041 - Noise Abatement Departure
Profiles.
Cu matly, the NMAD is assessing the noise impact on the community associated with this procedure. The results
of the noise analysis arc expected in March. When the results are known, the MDAD will decidc whether tho
procedure is beneficial to all communities and whether to make this procedure permanent:
For all user airlines at MIA, we request that you pass this Operational Directive on to your Chief Pilot for their
information and use.
The success of this program rests solely with user carrier willingness to implement the requested procedures.
Accordingly, we thank you for your cooperation and effort during this trial period.
