Warshaw REFERENCES: City Commission Agenda City Manager ENCLOSURES: January 12, 1999 The City Administration has been involved in meetings of the subject task force over the past year. While the Committee meets on a monthly basis, until the last meeting no substantive nl� n had been nut to ether to adea>tel�t.adrir�. a issue of airplane noise in the City of Miami. Dade County appears to be taking pains to assure that there is little or no aircraft noise over Fisher Island, Key Biscayne, and Miami Beach. The City of Miami does not appear to be a concern for the County. There are several issues which I recommend be addressed to the County. They are as follows: • While the County Commission has approved the installation of noise detectors in the City of Miami, some of them are not installed and are not scheduled to be installed until March of 1999. While staff has offered to expedite the permitting process for the detectors, the County has not made any effort to expedite the installation. • The purpose of the noise detectors is to insure that airplanes follow a tracking system which is supposed to take aircraft out over the Port of Miami. There are two issues associated with this: a. Actual statistics show that most of the airplane traffic is -flying directly over Brickell Key. Staff has requested and obtained Dade County's approval to install a noise detector on Brickell Key and Swire Properties has agreed to facilitate its installation in any way possible. b. The County has not developed any penalties for aircraft not adhering to the proposed tracks. Noise detectors will serve no purpose if there is no system of fines associated with aircraft deviating from the established pathways. • The Noise Abatement Task Force established a Chief Pilots Subcommittee to enable the pilots themselves to come up with ways by which to abate airplane noise. While the only actual noise reducers are quieter aircraft, which will be coming on line after the turn of the century, there are several containment techniques that can be put into 99- 28 effect immediately, without FAA approval, by the Dade County Aviation Department. They are as follows: a. Preferential runway use that will include west -flow takeoffs whenever conditions permit and the elimination of intersection takeoffs. b. Vertical noise abatement departure procedures — The pilots have recommended that the preferred climb profile be the modified distance procedure. This procedure, which is currently allowable, .allows aircraft to climb higher faster and therefore contain more noise within the airport boundaries and allow less in the neighborhoods. C. Departure Track Manager — This will involve departure ground tracks to narrowly define noise exposure areas. The pilots suggested that using State Road 112 and 836 would be an excellent method to use the tracking manager method can be used effectively. Dena Bianchino, Assistant City Manager, representing the City Administration, Tory Jacobs, President of the Brickell Homeowners Association, Steve Owens of Swire Properties, Patrick McCoy of the Morningside Civic Association (also an American Airlines pilot) and Charles Flowers of the Overtown Advisory Board also serve on the committee. It is recommended that the Mayor and City Commission authorize the Administration to prepare a letter to Mayor Alex Penelas and members of the Dade County Commission requesting that the above items be put into place immediately. 11$ q DHW/DB/hr DDNALD H. Furthermore please provide me with a time schedule for the installation of the monitoring devices at their respective locations.
