As per the request of the Upper East Side Miami Council, I request that the renovation of

Legion Park with funds already allocated through the Safe Neighborhood Parks Bonds be ;
placed on the Dec. 8, 1998 agenda accompanied by a timetable for work to be completed.
The Friends of Legion Park, a non-profit organization recently formed to raise money for
the park, will hold its inaugural festival on March 21, 1999. Renovations should be
completed to coincide with the festival.

Dear Commissioner Plummer:
As you will recall, last May the Upper Eastside Miami Council, Inc. created the Friends

would be proud of Our flat function was the successful "In the Park Celebration" for the 0 of
July, which was complete with fireworks and attended by 500-600 people.
The Friends of Legion Park, with Eleanor Clevenger as Chairperson, are planning their
second event, "The Upper Eastside Spring Festival", to be held on March 21, 1999. We are
happy to be working once again with the City of Miami in planning what we believe to be a
major annual fundraiser for Legion Park. Your Administrative Assistant Marta M. Aleman,
Director of Parks & Recreation Al Ruder and N.E.T. Administrator Fred Fernandez have been
extremely helpful and supportive with our fundraiser that will benefit Miami and its citizens.

As you are aware, the Upper Eastside holds three of Miami's designated historical
neighborhoods. Accordingly, our event is planned to coincide with Dade Heritage Days, so the
timing is crucial. The Spring Festival will emphasize upscale music, fine art, handcrafts and
South Florida cuisine, an event Miami "ill be pleased to call its own.
