A RESOLUTION OF THE MIAMI CITY COMMISSION
EXTENDING THE DATE, FOR A PERIOD NOT TO
EXCEED 90 DAYS FOR WHICH THE OUTDOOR
ADVERTISING REVIEW BOARD SHALL PRESENT TO
THE CITY COMMISSION A REPORT DETAILING ITS
RECOMMENDATION FOR THE REGULATION OF OUTDOOR
ADVERTISING, AS DIRECTED BY RESOLUTION
NO. 00-842, ADOPTED SEPTEMBER 14, 2000;
DIRECTING THE. CITY MANAGER TO CONTINUE THE
PROVISION OF ALL NECESSARY STAFF AND
PERSONNEL ASSISTANCE TO THE REVIEW BOARD FOR
SUCH PURPOSE.
WHEREAS; on September 14, 2000, the City Commission adopted
Resolution No. 00-842 which created the Outdoor Advertising
Review Board (the "Review Board") to review policies affecting
outdoor advertising within the City of Miami and directed that
the Review Board present its report to the City Commission
within ninety (90) days; and
WHEREAS, the Review Board requires up to, an additional
ninety (90) days to complete a thorough review and compile
information to make its recommendations to the City Commission;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The date for which the Outdoor Advertising
Review Board shall present to the City Commission a report
detailing its recommendations for the regulation of outdoor
advertising, as directed by Resolution No. 00-842, adopted,
September 14, 2000, is hereby extended for a period not to
exceed ninety (90) days.
Section 3. The City Manager is hereby directed to
continue the provision of all necessary staff and personnel
assistance to the Review Board for such purpose.
Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.'/
1� If the Mayor does not sign this Resolution, it shall become effective
at the end of ten calendar days from the date it was passed and
adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.

+vas a teacher of various subjects, an assislant principal, and a dean of
girls of Gifford High, Gifford, Florida, and at Mays Elementary, Junior
and Senior high (nosy Mays MiJdlc) in Goulds, Florida. During her sixty -
year educational career, she improved the livcsofthousands of youth in
:, the state of Florida, each of whom she treated as her own child, For more

�t Inc., and a life member of the sorority. While a member, site served as
anti-basilcus (vivo -president) and parliamentarian. Sitealsoorganized the
Philo Club, and was a sponsor of the Rhocrs from 1956 until 1977. She
was a mcntberofihc friendship Garden and Civic Club in which she
I served as president, secretary, and parliamentarian. Miss Barlow loved

years.
Miss Mable Dean Barlow was a member of various civic

Citizens; Urban I,caguc;NAACP; American Legion Auxiliary; National
L Council of Negro Women; National Black Child Development, Inc.;
rNational Education Assaciation; and American Retired Teacher
Association- Bccauscof hcrreleatloss civic work, she had been hanored
:r on many occasions with awards from her sorority, Sigrna Gamma Rho;
her church, G realer Belliel A.M.E.- the March of Dimes; the Friendship
:3 Garden and Civic Club; and the American Legion Auxiliary.

After several years of illness and failing health, Miss A4able !lean
Barlow was called W a reunion with her heavenly Fathcrand the Barlow
ancestors on Tuesday, January 19,2000. She leaves to mourn: two sisters,
Emina K. Barlow and Helen B. )Monts, both of Hartford, Connecticut:
seven nephews, Donald (Linda) Barlow, Ernest Barlowv, George Harlow,
Richard (Denise) Barlow, all of Hartfotd, Connecticut, William Uarlow
of Miami, Florida, Charles V. (Julia) Cherry, Sr., and Stanley (Cheryl) I
Monts of Richmond, Virginia; cight n ieccs, Awicc Barlow. Temso Barlow,
Althea (David) Ilendricks, Fva Hughcs, Charlotte Jones, Betty 'Monts
and Janice Richards, all of 1 lattfnrd, Connecticut; caregivers, Leutishie
Lcwis acid danghter, Belly; and several cousins, grandnior c5 a»d nephews
and other tclali ves and close frig ids.
