A RESOLUTION OF THE MIAMI CITY COMMISSION
APPROVING THE APPOINTMENT OF CERTAIN
INDIVIDUALS AS MEMBERS OF THE JOBS AND
EDUCATION PARTNERSHIP REGIONAL BOARD, WITH
TERMS AS DESIGNATED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individuals are hereby
appointed by the Commission at -large as members of the Jobs and
Education Partnership Regional Board, each to serve a term
expiring December 14, 2002:

Resolution for Appointments to the
Jobs and Education Partnership Board

It is recommended that the City Commission adopt the attached resolution approving seven (7)
appointments to the Jobs and Education Partnership Regional Board, as detailed below.
The Jobs and Education Partnership (JEP) Regional Board was established in 1996 by the
Work furor Florida Act of 1996 as the State mandated regional workforce development board for
the Miami -Dade and Monroe County Region, and as the federally mandated private industry
council. (PTC) required under the Job Training Partnership Act (JTPA). The federal JTPA
legislation has been replaced by new federal legislation, the Workforce Investment Act of 1998
(WTA). State enabling legislation makes the new WIA requirements eftctivc July 1, 1999.
The JEP Regional Board has been certified by the State of Florida as the Region's workforce
investment board under the federal Workforce luvestmcnt Act (WIA) of 1998. The JEP is one of
two boards in the local area that jointly administers WTA funding. The second board is the South
Florida Employment and Training Consortium (5k'l:"1'C}, which was established in 1978 under
the terms of the Florida Tnterloeal Cooperation Act of 1969, Section 163.01 et seq., Florida
Statutes 1977, and the Miami -Dade County home Rule Charter. The Consortium is made up of
five local governments, the City of Miami, Miami -Dade County, Monroe County, and the Cities
of Hialeah and Miami Beach. The JEP and SFETC Boards market their services together as the
Training and Employment Council (TEC) of South Florida.
The JEP Board is comprised of members from the private sector, economic development
agencies, organized labor, educational institutions, community based organizations, local elected
officials and State agencies. Under the new WTA legislation, the Board is required to expand its
membership to include each of the categories of public sector organizations that are now required

JEP Board were given priority consideration in the jurisdiction appointments to the JEP Board.
The names of three private sector members of the WAGES Coalition Board of Directors are
therefore included in this listing of nominations denoted with asterisks. Listed below are five (5)
nominees forwarded to the Commission to fill these vacancies. information about -each of these
nominees is attached. The Commission may choose to appoint these individuals at this time or
request additional nominations.

It is recommended that the City Commission adopt the proposed resolution appointing seven (7)
members to the JEP Board.
