J-00'-1047 12/7/00 RESOLUTION NO.00-1094 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO ACCEPT PROPOSALS FROM PROFESSIONAL CONSULTANTS DESIGNATED HEREIN AND TO PROCURE SUCH ADDITIONAL SERVICES AS MAY BE` REQUIRED TO ASSIST IN THE ` PREPARATION OF SCHEMATIC MASTERPLAN PROPOSALS FOR THE BICENTENNIAL PARK/FEC SLIP. WATERFRONT RENEWAL PROCESS, IN A TOTAL AGGREGATE AMOUNT NOT TO EXCEED $200,000 FOR- ALL CONSULTANTS, SERVICES AND RELATED EXPENSES; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE THE NECESSARY PROFESSIONAL SERVICES AGREEMENTS, IN A FORM. ACCEPTABLE TO THE CITY ATTORNEY; ALLOCATING FUNDS THEREFOR FROM ACCOUNT CODE NO. 00100©.921002.6.270. WHEREAS, pursuant to Resolution No. 00-711, as amended by Resolution No. ,00-834, adopted September 28, 2000, the City of Miami ("City") desires to create alternative schematic masterplans for the Bicentennial Park/FEC Slip Waterfront Renewal Process; and WHEREAS, pursuant to Resolution No. 00-711 funds were allocated in the amount of $200,000 for, consultants, services and related expenses for said process; and CITY COMMISSION MEETING OF DEC I A 2000 Resolution No. 0 0- 1 0 9 WHEREAS, pursuant to Resolution No. 007712, the City Administration determined that the engineering firm will be selected from a list of pre -approved consultants from the Department of Public Works; and WHEREAS, a Request for Letters of Interest was issued seeking qualified individuals or firms to perform the following professional services: urban design, urban design rendering, economic consulting and a public liaison; and WHEREAS, responses and proposals were received on November 9, 2000 and evaluated by a selection committee; and WHEREAS, the City Manager and the Director of the Department of Planning and Zoning recommend that the following proposals be accepted: CONSULTING FIRM SERVICE TO BE PROVIDED Dover, Kohl and Partners Urban Design Firm ZHA Inc. Economic Consultant Robert Weinreb Public Liaison; and WHEREAS, it will be necessary for the City Manager to negotiate and execute Professional Agreements with each of the Page 2 of 5 14 above -named consultants and with the engineering firm from the pre -approved list of consultants from the Department of Public Works; and WHEREAS, a Request for Letters of Interest for urban design rendering services will be re -advertised due to insufficient response; and WHEREAS, the Administration also anticipates the need for other professional services, such as speakers, graphic design and reproduction; and WHEREAS, funds are available from Account Code No. 001000.921002.6.270 for said professional services; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to accept proposals from professional consultants designated herein Page 3 of 5 00-1094 J � � and to procure such additional services as may be required to assist in the preparation of schematic masterplan proposals for the Bicentennial Park/FEC Slip Waterfront Renewal Process, in a total aggregate amount not to exceed $200,000 for all consultants, services and related expenses, with funds therefor hereby allocated from Account Code No. 001000.921002.6.270. Section 3. The City Manager is hereby authorized!/ to negotiate and execute the necessary Professional Services Agreements, in a form acceptable to the City Attorney, with the following firms to assist in the preparation of schematic masterplan proposals for the Bicentennial Park/FEC Slip Waterfront Renewal Process: Consulting Firm Dover, Kohl and Partners ZHA Inc. Robert Weinreb Service to be Provided Urban Design Firm Economic Consultant Public Liaison Section 4. BACKGROUND Pursuant to Resolution No. 00-711 as amended, the City of Miami is desirous of creating alternative schematic masterplans for the Bicentennial Park/FEC Slip Waterfront Renewal Process. Funds have been allocated in the amount not to exceed $200,000 for the project. The City Administration has further determined that it requires the professional assistance from various consultants, including an urban design firm, an urban design rendering firm, an economic consulting firm, and engineering firm, and a public liaison to assist in the preparation of said schematic masterplans. A Request for Letters of Interest was issued for the following professional fields: urtan design, urban design rendering, economic consulting and a .public liaison, seeking qualified individuals or firms to perform the required services. Letters of Interest were received on November 9, 2000 and evaluated by a selection committee.
