A RESOLUTION OF THE MIAMI CITY`- COMMISSION
AUTHORIZING THE CITY MANAGER TO EXECUTE A
PROFESSIONAL SERVICES AGREEMENT, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, WITH WILLIAM
YATES, FOR THE INTEGRATION OF THE MULTIPLE
SEGMENTS OF THE DEMONSTRATION CENTER
INFORMATION NETWORK FOR THE DEPARTMENT OF
POLICE, FOR A PERIOD OF ONE (1) YEAR, IN AN
AMOUNT NOT TO EXCEED $34,178; ALLOCATING
FUNDS THEREFOR FROM THE COMMUNITY
POLICING DEMONSTRATION CENTER GRANT, ACCOUNT
CODE NO. 142021.290496.6.270, SUBJECT TO
AVAILABILITY OF FUNDS.
WHEREAS, the Police Department was awarded a grant from the
U.S. Department of Justice, COPS Advanced Community Policing
("ACP") Program for the purpose of developing a Community
Policing Demonstration Center; and
WHEREAS, the Police Department wishes to enter into a
professional services agreement with William Yates to integrate
the multiple segments of the Demonstration Center Information
Network, as well as integrate the newly developed crime analysis
mapping systems and records management segment with the Police
Department's web site, document successful problem -solving

projects, create a database for educational reference, and assist
in the development of the community policing efforts; and
WHEREAS, William Yates is an electronic information
specialist having worked for several years with the U.S.
Government and has the expertise to provide the required services
for the Police Department; and
WHEREAS, pursuant to Section 18-80 (a)(2)b of the Code of
the City of Miami, Florida, as amended, it is not necessary to
use competitive negotiations for the acquisition of professional
services where the fee for such services to be performed is less
than $50,000;
NOW, THEREFORE, BE IT RESOLVED'BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized" to execute a
professional services agreement, in a form acceptable to the City
Attorney, with William Yates, for the integration of the multiple
segments of the Demonstration Center Information Network for the
Police Department for a period of one (1) year, in an amount not
to exceed $34,178, with funds hereby allocated from the Community

Section 3. This Resolution shall become effective
immediately upon its adoption 'and signature of the Mayor.21

2000.

In accordance with Miami Code Sep,. 2-36, since the Mayor did not indicate approval of
this legislation by signing .in the designated place provided, said legislation now
becomes effective with the elapse of ten (10) days from the date of commission action
regarding same, without the Mayor exercising a vote.

If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed .and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution, with
attachment, authorizing the City Manager to execute a Professional Service Agreement with
William Yates, in an amount not to exceed $34,178, for a period of one (1) year, to integrate the
multiple segments of the Police Department's Demonstration Center's Information Network.
Funding will be from the Community Policing Demonstration Center Grant, Account Code No.
142021.290496.6.270.
BACKGROUND
The Police Department was awarded a grant from the U. S. Department of Justice, COPS
Advanced Policing (ACP) Program for the purpose of developing and implementing a Community
Policing Demonstration Center. The provider will be responsible for the integration of the
Demonstration Center's Information Network. This will include integrating the newly developed
crime analysis mapping and records management segment with the Police Department's web site;
documenting successful problem solving projects and creating a database for educational reference.
The Provider will assist in the development of the Police Department's Community Policing
efforts.

142021.290496.6.270.
