HomeMy WebLinkAboutR-00-1063r _ f J-00-1022 12/13/00 RESOLUTION NO. ._ Faa 0 P 3 A RESOLUTION OF THE .MIAMI CITY COMMISSION APPROVING THE FINDINGS OF THE COMPETITIVE SELECTION COMMITTEE THAT THE MOST QUALIFIED FIRMS TO PROVIDE PROFESSIONAL TECHNICAL SERVICES FOR A RADIO COMMUNICATIONS SYSTEM STUDY FOR THE DEPARTMENTS OF GENERAL SERVICES ADMINISTRATION, POLICE AND FIRE -RESCUE, ARE IN RANK ORDER: (1) RCC CONSULTANTS/OMNICOM, INC., (2) HSMN/CTA COMMUNICATIONS, AND (3) L. ROBERT KIMBALL & ASSOCIATES; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A PROFESSIONAL SERVICES AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY WITH RCC CONSULTANTS/OMNICOM, INC., THE FIRST RANKED FIRM; FURTHER, AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT WITH HSMN/CTA COMMUNICATIONS, THE SECOND RANKED FIRM, AND THEN L. ROBERT KIMBALL & ASSOCIATES, THE THIRD RANKED FIRM, IN THE EVENT A FAIR, COMPETITIVE AND REASONABLE AGREEMENT CANNOT BE NEGOTIATED AND EXECUTED WITH THE FIRST RANKED FIRM, OR SECOND RANKED FIRM, AS APPROPRIATE. WHEREAS, pursuant to Resolution No. 997549, adopted July 27, 1999, the City Commission authorized the City Manager to issue a Request for Proposals ("RFP") to solicit professional technical consulting services to inspect, evaluate, and assess the existing City-wide 800 MHZ trunked communications radio system and current market technology and develop an immediate and five-year plan to repair, modify and modernize the existing system for the COBMSSION ESTING OF DEC 1 4 2000 7 hQSQAUtipD NP.. . Departments of General Services Administration, Police and Fire -Rescue; and WHEREAS, pursuant to Resolution No. 00-603, adopted July 10, 2000, the City Commission appointed A. Aurora Badia, P.E., a representative from the Department of Public Works, as Chairperson of the Competitive Selection Committee, to evaluate the submittals received in response to a Request for Proposals; and WHEREAS, the Competitive Selection Committee evaluated the proposals submitted and found three proposals to be responsive and in accordance with the terms set by the Request for Proposals in the following rank order: (1) RCC Consultants/Omnicom, Inc., (2) HSMNICTA Communications, and (3) L. Robert Kimball & Associates; and WHEREAS, it is in the best interest of the City of Miami ("City") to negotiate professional services contracts with the top ranked firm to implement the City's Radio Communications Systems Study as soon as possible; and WHEREAS, in the event a fair competitive and reasonable agreement cannot be negotiated and executed with the first ranked firm, then the City Manager shall negotiate and execute an agreement with the second ranked firm, then the third ranked firm, as appropriate; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Page 2 of 4 : -�I_`ll Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference and incorporated as if fully set forth in this Section. Section 2. The findings of the Competitive Selection Committee that the most qualified firms to provide professional technical services for a Radio Communications System Study for the Departments of General Services Administration, Police and Fire -Rescue are hereby approved, in the following ranked order: (1) RCC Consul tan ts/Omnicom, Inc., (2) HSMN/CTA Communications, and (3) L. Robert Kimball & Associates. Section 3. The City Manager is hereby authorized!/ to negotiate and execute a professional services agreement, in a form acceptable to the City Attorney, with RCC Consultants/Omnicom, Inc., the first ranked firm. Section 4. Further, the City Manager is hereby authorized2/ to negotiate and execute an agreement with HSMN/CTA Communications, the second ranked firm, and L. Robert Kimball & Associates, and then the third ranked firm, in the event a fair, The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. BACKGROUND: The City is proposing to contract consulting services to inspect, evaluate, and assess the existing City-wide 800 MHZ trunked communications radio system and current market technology and develop an immediate and five-year plan to repair, modify and modernize the existing system for the Departments of General Services Administration, Police and Fire -Rescue. In accordance with City of Miami Ordinance No. 9572, and as authorized by Resolution No. 00- 603, passed and adopted on July 10, 2000, a Competitive Selection Committee was appointed in accordance with the provisions of Chapter 18 of the Miami City Code. The Committee members were as follows: A. Aurora Badia , PE, Public Works Department- Chairperson Luis Selema , GSA Department Alfred Reyes, GSA Department Major Joseph Longueira, Police Department Marva Wiley, City Manager's Office Chief Tracy Jackson, Fire Department Doreen Williamson Grace, Finance Bill Carrillo, Miami -Dade County, Information Technology Department. After initial evaluation, the Selection Committee interviewed firms in accordance with the requirements and selection process outlined in the Request for Proposals (RFP). In accordance with the requirements in the RFP and the City Code, the following firms were selected as the three top ranked firms to provide professional services: 1) RCC CONSULTANTS, INC. / OMNICOM INC. 2) HSMN / CTA COMMUNICATIONS 3) L. The following firms were selected as the three top ranked firms to provide the professional services requested: 1) RCC CONSULTANTS, INC. / OMNICOM INC. 2) HSMN / CTA COMMUNICATIONS 3) L. ROBERT KIMBALL & ASSOCIATES Attached is the memorandum and draft resolution prepared for presentation to the City Commission for approval. The resolution authorizes the, City Manager to negotiate and execute the Professional Services Agreement. Appreciation letters were sent to the Committee Members for their participation in the selection process. This item will be placed on the next available Commission Agenda.
