A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING FUNDING OF THE, COCONUT GROVE
PLAYHOUSE 2001 IN -SCHOOL TOURING PROGRAM, IN
AN AMOUNT NOT TO EXCEED $70,000; ALLOCATING
FUNDS THEREFOR FROM THE LAW ENFORCEMENT TRUST
FUND, PROJECT NO. 690001, SUCH EXPENDITURE
HAVING BEEN APPROVED BY THE CHIEF OF POLICE
AS COMPLYING WITH SECTION 932.7055, FLORIDA
STATUTES (1999).
WHEREAS, Section 932.7055, Florida Statutes (1999),
authorizes the expenditure of forfeiture cash or proceeds for
certain law enforcement purposes not considered normal operating
expenses; and
WHEREAS, the Police Department is committed to the education
and development of the youth of the community; and
WHEREAS, the Coconut Grove Playhouse (the "Playhouse") has
successfully developed quality in -school programs for middle and
senior high school students of the community; and

WHEREAS, the Playhouse will be producing a play focusing on
the issues concerning teen suicides to be presented in area
schools as part of its 2001 In -School Touring Program; and
WHEREAS, post -performance discussions directed by cast
members, teachers and trust counselors will be held; and
WHEREAS, funding by the City will assist the Playhouse with
expenses in providing students with theatrical experience to
positively effect change in their lives; and
WHEREAS, funds to cover this expenditure have not been
included in the Police Department's normal operating budget and
are available in the City of Miami Law Enforcement Trust Fund;
and
WHEREAS, pursuant to the provisions of Section 932.7055(c),
Florida Statutes (1999), the recipient, the Playhouse, shall (1)
certify that the funds appropriated will be used lawfully and for
the purpose stated, (2) be required to maintain proper accounting
records for the expenditure of such monies, and (3) provide any
reports, including, but not limited to, audit reports, as may be
required by the City of Miami or applicable law; and

WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
comply with Section 932.7055, Florida Statutes (1999);
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. Funding of the Coconut Grove Playhouse 2001
In -School Touring Program, in an amount not to exceed $70,000, is
hereby authorized, with funds therefor hereby allocated from the
Law Enforcement Trust Fund, Project No. 690001, such expenditure
having been approved by the Chief of Police as complying with
Section 932.7055, Florida Statutes (1999).
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.11
1� If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall •become effective
immediately upon override of the veto by the City,Commission.

RECOMMENDATION
It is respectfully recommended that the City Commission approve the attached Resolution
authorizing funding, in the amount of $70,000, for the production of a play, in conjunction with the
Coconut Grove Playhouse 2001 In -School Touring Program. Funding is to be provided from the
Law Enforcement Trust Fund, Florida State Statute Chapter 932.7055, Project Number 690001.
BACKGROUND
The Coconut Grove Playhouse is the largest regional theater in the State of Florida and maintains a
continuous commitment to our community. Over the past several years, this institution has
demonstrated its commitment to educational programs relating to theater and its influence on
young people.
The Playhouse, with the support of City of Miami Police Department, has been able to successfully
develop and produce quality in -school programs for Miami's middle and senior high students. The
Playhouse, will for its 2001 In -School Touring Program, develop a new touring play that will
directly focus on Teen Suicide. Statistics show that suicide is the third leading cause of death
among those 15 to 25 years of age, and is the sixth leading cause of death amount those 5 to 14
years of age. The play will tell a human story about six high-school age teens and will skillfully
weave together drugs. alcohol. gun violence and depression, all the elements linked to teen suicide.
Post performance discussions directed by cast members, teachers and trust counselors will be held.
Funding of this play will provide more than 65,000 students with a theatrical experience while
using theater as a tool to positively effect change in their lives.
