A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING FUNDING OF THE DO THE RIGHT THING
PROGRAM, IN THE AMOUNT OF $45,242; ALLOCATING
FUNDS THEREFOR FROM THE LAW ENFORCEMENT TRUST
FUND, PROJECT NO. 690001, SUCH EXPENDITURE
HAVING BEEN APPROVED BY THE CHIEF OF POLICE
AS COMPLYING WITH SECTION 932.7055, FLORIDA
STATUTES (1999).
WHEREAS, Section 932.7055, Florida Statutes (1999),
authorizes the expenditure of forfeiture cash or proceeds for
certain law enforcement purposes not considered normal operating
expenses; and
WHEREAS, the Police Department is committed to the education
and development of the youth of the community; and
WHEREAS, the Do The Right Thing Program (the "Program")
strives to reward the youth of this community who demonstrate
leadership ability, assist in the struggle against drugs and
excel in education; and

WHEREAS, the Program has impacted more than 9,000 children
annually through its awards program and hundreds more through
additional community events, activities and projects; and
WHEREAS, the Program has many corporate sponsors that are
committed to the Program and have advertised and promoted this
effort; and
WHEREAS, this funding will assist the Program with expenses
related to providing the youth of the community with positive
incentive programming; and
WHEREAS, funds to cover this expenditure have not been
included in the Police Department's normal operating budget and
are available in the City of Miami Law Enforcement Trust Fund;
and
WHEREAS, pursuant to the provisions of Section 932.7055(c),
Florida Statutes. (1999), the recipient, Do the Right Thing
Program, shall (1) certify that the funds appropriated will be
used lawfully and for the purpose stated, (2) be required to
maintain proper accounting records for the expenditure of such
monies and (3) provide any reports, including, but not limited
to, audit reports, as may be required by the City of Miami or
applicable law; and

WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
comply with Section 932.7055, Florida Statutes (1999);
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. Funding of the Do The Right Thing Program is
hereby authorized, with funds therefor, in an amount not to
exceed $45,242, hereby allocated from the City of Miami Law
Enforcement Trust Fund, Project No. 690001, such expenditure
having been approved by the Chief of Police as complying with
Section 932.7055, Florida Statutes (1999).
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.'/
1� If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the funding of the "Do The Right Thing" Program, and allocating funds therefor, in
an amount not to exceed $45,242.00. Funding is available from the Law Enforcement Trust
Fund, Florida State Statute Chapter 932.7055, Project Number 690001.
BACKGROUND
The Miami Police Department instituted a program in July of 1990 to encourage the youth of our
community to "do the right thing." This program rewards youth for being leaders in the
community, not using drugs, portraying a positive image and excelling in education. The
program also allows children living in high -crime areas to interact with uniformed police officers
in non -confrontational settings establishing positive associations and enhancing mutual respect.
The program directly impacts approximately 9,000 children annually through its awards program
and hundreds more through community events, activities and projects.
Since its inception, the "Do The Right Thing" program has grown by attracting a number of
influential. sponsors. Major sponsors include: Bank Atlantic Foundation, The Miami Herald,
British Airways, WTVJ-NBC 6, Publix Supermarkets Charities, Carnival Cruise Lines, Don
Carlin, Monty's Restaurant, Ray Atkison and Classic Car Show, have been instrumental in the
advertising and promotion of the program.
