Board Members REFERENCES: City Manager ENCLOSURES: RECOMMENDATION The City Administration recommends the City Commission adopt the attached Resolution providing non -employee members and attorneys of specified boards the availability of the City's health and dental benefits. Non -employee members and attorneys of the boards electing to participate in the City's health and dental benefits would be required to contribute the same premium amount contributed by the City's general employees. BACKGROUND In 1996 when the City faced a fiscal crisis, the City eliminated participation in the City's health plan for non -employee members of the Zoning Board, Planning Advisory Board, Civil Service Board, GESE Retirement Trust and FIPO Retirement Trust. The non -employee members and attorneys of the specified boards provide a valuable service to the City of Miami with little or no compensation. In recognition of the service provided to the City by these board members, the City administration has determined it would be appropriate to reinstate their ability to participate in the City's health and dental plan. City administration has also determined that the attorneys for the specified boards, including the attorney for the Code Enforcement Board, should have the opportunity to participate in the City's health and dental plan. In reviewing the cost to the City to allow such participation, it is estimated that the annual cost could range between $87,719 (single coverage) and $248,710 (family coverage) for an estimated 40 participants. Participation in the City's health plan will be paid out of the General Fund — 001000.920104.6.170.
