RESOLUTION NO.
A RESOLUTION OF THE MIAMI CITY COMMISSION
APPROVING THE PARTICIPATION IN THE CITY OF
MIAMI GROUP MEDICAL AND DENTAL INSURANCE
PROGRAM DURING THE TERM OF THEIR APPOINTMENTS
BY THE (1) NON -EMPLOYEE MEMBERS OF THE CIVIL
SERVICE BOARD, PLANNING ADVISORY BOARD, AND
ZONING BOARD, (2) ATTORNEYS ENGAGED TO
REPRESENT THE CIVIL SERVICE BOARD AND CODE
ENFORCEMENT BOARD, (3) TRUSTEES OF THE
GENERAL EMPLOYEES' AND SANITATION EMPLOYEES'
RETIREMENT TRUST AND THE FIREFIGHTERS' AND
POLICE OFFICERS' RETIREMENT TRUST, AND
(4) THE ELIGIBLE DEPENDENTS OF THE AFORESAID,
EFFECTIVE AS OF THE COMMENCEMENT OF FISCAL
YEAR 2001; FURTHER DIRECTING THE CITY MANAGER
TO TAKE ALL STEPS NECESSARY TO AMEND THE CITY
OF MIAMI GROUP MEDICAL AND DENTAL INSURANCE
PLAN DOCUMENTS TO ALLOW FOR THE PARTICIPATION
OF SAID INDIVIDUALS, CONTINGENT UPON PAYMENT
BY THESE INDIVIDUALS OF THE SAME PREMIUM
CONTRIBUTION PAID BY CITY OF MIAMI GENERAL
EMPLOYEES; ALLOCATING FUNDS THEREFOR AS
REQUIRED FROM THE GENERAL FUND, ACCOUNT CODE
NO. 001000.920104.6.170, FOR SAID PURPOSE.
WHEREAS,. individuals appointed as members of the Civil
Service Board, Planning Advisory Board, and Zoning Board,
individuals appointed as Trustees of the General Employees' and
Sanitation Employees' Retirement Trust and the Firefighters' and
Police Officers' Retirement Trust, and the attorneys engaged to
represent the Civil Service Board and Code Enforcement Board,
provide a valuable service'to the City of Miami, and

Resolution 140-
WHEREAS, prior to the City of Miami's financial crisis in
1996, participation in the City of Miami Group Medical_ and
Insurance Plan was afforded to such members, trustees, and
attorneys; and
WHEREAS, in recognition of their valuable service, the City
Commission has deemed it appropriate to reinstate participation
in the City of Miami Group Medical and Dental Health Program for
such members, trustees, and attorneys, effective as of the,
commencement of Fiscal Year 2001;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The participation in the City of Miami Group
Medical and Dental Insurance Program during the term of their
appointments by (1) non -employee members of the Civil Service
Board, Planning Advisory Board, and Zoning Board, (2) attorneys
engaged to represent the Civil Service Board and Code Enforcement
Board, (3) Trustees of the General Employees' and Sanitation
Employees' Retirement Trust and the Firefighters' and Police
Officers' Retirement Trust, and (4) the eligible dependents of
the aforesaid, is hereby approved, effective as of the
commencement of Fiscal Year 2001.
Section 3. The City Manager is hereby directed to take
all steps necessary to amend the City of Miami Group Medical and
Dental Insurance Plan documents to allow for the participation of

said individuals, contingent upon payment by these individuals of
the same premium contribution paid by City of Miami General
Employees.
Section 4. Funds therefor as required are hereby
allocated from the General Fund, Account Code
No. 001000.920104.6.170, for said purpose.
Section 5. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.l*/

If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

RECOMMENDATION
The City Administration recommends the City Commission adopt the attached
Resolution providing non -employee members and attorneys of specified boards the
availability of the City's health and dental benefits. Non -employee members and
attorneys of the boards electing to participate in the City's health and dental benefits
would be required to contribute the same premium amount contributed by the City's
general employees.
BACKGROUND
In 1996 when the City faced a fiscal crisis, the City eliminated participation in the City's
health plan for non -employee members of the Zoning Board, Planning Advisory Board,
Civil Service Board, GESE Retirement Trust and FIPO Retirement Trust.
The non -employee members and attorneys of the specified boards provide a valuable
service to the City of Miami with little or no compensation. In recognition of the service
provided to the City by these board members, the City administration has determined it
would be appropriate to reinstate their ability to participate in the City's health and dental
plan. City administration has also determined that the attorneys for the specified boards,
including the attorney for the Code Enforcement Board, should have the opportunity to
participate in the City's health and dental plan.
In reviewing the cost to the City to allow such participation, it is estimated that the annual
cost could range between $87,719 (single coverage) and $248,710 (family coverage) for
an estimated 40 participants. Participation in the City's health plan will be paid out of the
General Fund — 001000.920104.6.170.
